【摘要】：城鎮(zhèn)化是我國現(xiàn)代化的重要組成部分，是國家綜合實力和發(fā)達程度的重要標志。當前，我國的城鎮(zhèn)化進入加快發(fā)展階段，出現(xiàn)了新的特征，城市群和大中城市成為未來發(fā)展的主要方向。為緩解大中城市人口、交通、環(huán)境等壓力，各地政府紛紛實施新城戰(zhàn)略，全面掀起了新城建設熱潮。 新城開發(fā)是較長一段時期內(nèi)的系統(tǒng)性工程，前期需要大量的基礎設施建設。在當前分稅制財政體制下，地方政府缺乏主體稅源，地方財政基本上屬于“吃飯財政”，建設性資金嚴重缺乏，依靠財政撥款難以完成新城開發(fā)的基礎設施建設，其融資問題成為新城開發(fā)建設過程中的重要制約因素和難題。新城開發(fā)基礎設施建設融資模式的選擇非常關鍵，融資主體的確定、融資方式選擇對于城市新城功能實現(xiàn)、品質(zhì)提升，，甚至開發(fā)的成敗至關重要，直接影響地方政府新城戰(zhàn)略的有效實施與落實。 本文系統(tǒng)總結了新城開發(fā)基礎設施建設融資模式已有研究成果，梳理歸納了國內(nèi)外新城開發(fā)建設融資的經(jīng)驗和做法，重點對長沙梅溪湖新城開發(fā)基礎設施建設融資模式進行了研究，總結其在引入大型房地產(chǎn)商作為基礎設施項目建設融資主體、科學運用項目組合方式、合理確定土地增值收益分配機制等方面的成功經(jīng)驗。同時，也深入分析了其在融資模式設計中存在的融資主體單一、股權融資比例低、銀行貸款集中度風險高等問題。在總結正反兩方面的經(jīng)驗及不足的基礎上，提出了一套比較成熟的可供推廣的新城開發(fā)基礎設施建設融資模式，以期對國內(nèi)新城開發(fā)基礎設施建設融資提供借鑒和指導。
[Abstract]:Urbanization is an important part of China's modernization and an important symbol of the country's comprehensive strength and degree of development. At present, China's urbanization has entered a stage of accelerated development, and new features have emerged. Urban agglomeration and large and medium-sized cities become the main direction of development in the future. In order to alleviate the pressure of population, transportation and environment in large and medium-sized cities, local governments have implemented the new city strategy one after another and set off an upsurge in the construction of new cities. The development of the new city is a systematic project in a long period of time, which requires a large amount of infrastructure construction in the early stage. Under the current financial system of tax sharing, local governments lack the main source of tax. Local finance basically belongs to "food finance," constructive funds are seriously lacking, and it is difficult to complete the construction of infrastructure for the development of the new city by relying on financial allocations. The financing problem has become an important restriction factor and difficult problem in the process of the development and construction of the new town. The choice of the financing mode of the infrastructure construction of the new town development is very important, and the determination of the financing subject and the choice of the financing method are of great importance to the realization of the function of the new city. The improvement of quality, even the success or failure of development, directly affect the effective implementation and implementation of the new town strategy of local government. This paper systematically summarizes the existing research results of financing mode of infrastructure construction of new city development, and summarizes the experience and practice of financing the development and construction of new city at home and abroad. This paper focuses on the financing mode of infrastructure construction in Meexihu New City, Changsha, and summarizes its scientific application of project combination in introducing large real estate developers as the main financing body of infrastructure construction. At the same time, it also deeply analyzes the single financing subject and the low proportion of equity financing in the design of financing mode. On the basis of summing up the positive and negative experiences and shortcomings, this paper puts forward a set of more mature financing models for the development of infrastructure in the new city, which can be popularized. In order to provide reference and guidance to domestic new city development infrastructure construction financing.
