基于空間監(jiān)測(cè)的沈陽市沈北新區(qū)低碳規(guī)劃研究

【摘要】:氣候變化是目前人類面臨最具挑戰(zhàn)的環(huán)境問題,隨著城鎮(zhèn)化的加快中國大氣中CO2正快速上升,國際能源機(jī)構(gòu)(IEA)的研究報(bào)告表明中國已經(jīng)超過美國成為碳排放第一大國。城市是人類主要聚集地,是全球氣候變化反應(yīng)敏感的區(qū)域之一。全球城市化進(jìn)程對(duì)全球溫室氣體排放有著顯著影響。城市實(shí)現(xiàn)低碳發(fā)展最重要的一步就是低碳規(guī)劃,生態(tài)城市建設(shè)則是實(shí)現(xiàn)低碳城市(Low-carbon City)目標(biāo)的重要途徑。隨著城市化進(jìn)程的加快以及人口增長(zhǎng)和經(jīng)濟(jì)發(fā)展,沈陽市沈北新區(qū)正經(jīng)歷著中心城區(qū)持續(xù)持續(xù)擴(kuò)張,基本農(nóng)田大量流失,區(qū)域自然景觀日趨破碎化的變化之中。利用地理信息系統(tǒng)(GIS)對(duì)沈北新區(qū)的城市土地利用變化特征進(jìn)行深入分析,并在此基礎(chǔ)上依據(jù)低碳目標(biāo)對(duì)城市生態(tài)格局進(jìn)行模擬與重建,最后提出了沈北新區(qū)低碳空間的規(guī)劃策略。本論文取得如下研究成果:(1)沈陽市沈北新區(qū)城市面積持續(xù)增加,城市化進(jìn)程正在顯著加速,城市向外擴(kuò)張強(qiáng)度逐漸增強(qiáng)。三環(huán)北側(cè)是城市增長(zhǎng)的主方向,蒲河新城及周邊(8~10km)各級(jí)經(jīng)濟(jì)開發(fā)區(qū)是增長(zhǎng)的熱點(diǎn)區(qū)域。(2)沈北新區(qū)土地利用變化最主要的特征是耕地向城鄉(xiāng)建設(shè)用地的大面積轉(zhuǎn)換。持續(xù)的城市增長(zhǎng)導(dǎo)致區(qū)域景觀日益破碎化和復(fù)雜化。城市和其它建設(shè)用地的景觀影響日益增強(qiáng),耕地的優(yōu)勢(shì)地位減弱。城市化空間梯度上的土地利用格局變化分析表明,隨著城市化水平的提高,景觀組成和空間配置發(fā)生了明顯變化。處在城市化前沿區(qū)域的城郊地區(qū),景觀格局表現(xiàn)出景觀多樣性增加、破碎化程度加深和形狀日趨復(fù)雜等特點(diǎn)。通過土地利用得出城市碳源碳匯空間分布格局,計(jì)算了碳平衡的差值。(3)本文論述了低碳城市及其規(guī)劃研究背景和相關(guān)研究的現(xiàn)狀進(jìn)展,以構(gòu)建適合中國國情的低碳城市規(guī)劃研究的理論框架為出發(fā)點(diǎn),揭示低碳城市空間布局、城市碳匯空間規(guī)劃及城市低碳交通規(guī)劃方法,初步探討低碳城市規(guī)劃模式研究相關(guān)領(lǐng)域(4)以沈北新區(qū)為例研究了城市碳源碳匯結(jié)構(gòu)與布局影響因素,提出了低碳城市規(guī)劃的策略,運(yùn)用低碳城市規(guī)劃理念和規(guī)劃模式方法對(duì)沈北新區(qū)低碳城市規(guī)劃進(jìn)行實(shí)例研究和提出規(guī)劃策略。
[Abstract]:Climate change is the most challenging environmental problem facing mankind at present. With the acceleration of urbanization, the CO2 in the atmosphere of China is rising rapidly. A report by the International Energy Agency (IEA) shows that China has surpassed the United States to become the largest country in carbon emissions. Cities are the main gathering places for human beings and one of the sensitive regions for global climate change response. Global urbanization has a significant impact on global greenhouse gas emissions. Low-carbon planning is the most important step in the development of low-carbon cities, and the construction of eco-cities is an important way to achieve the goal of low-carbon cities. With the acceleration of urbanization, population growth and economic development, Shenyang Shenyang North New District is undergoing a sustained expansion of the central urban area, a large number of basic farmland loss, the regional natural landscape is becoming increasingly fragmented changes. The characteristics of urban land use change in Shenbei New area were analyzed by using GIS, and the urban ecological pattern was simulated and reconstructed according to the low carbon target. Finally, the planning strategy of low carbon space in Shenbei New area is put forward. In this paper, the following research results are obtained: (1) the urban area of Shenyang Shenyang New District is increasing, the urbanization process is accelerating significantly, and the intensity of urban outward expansion is gradually increasing. The north side of the third Ring Road is the main direction of urban growth, and the Puhe New City and its surrounding economic development zones at all levels are the hotspots of growth. 2) the most important feature of the land use change in Shenbei New area is the large area conversion of cultivated land to urban and rural construction land. Sustained urban growth has led to the growing fragmentation and complexity of regional landscapes. The landscape influence of urban and other construction land is increasing day by day, and the dominant position of cultivated land is weakened. The change of land use pattern on the spatial gradient of urbanization shows that the landscape composition and spatial allocation have changed obviously with the increase of urbanization level. The landscape pattern in the suburban areas in the front of urbanization shows the characteristics of increasing landscape diversity, deepening fragmentation and increasingly complex shape and so on. Through land use, the spatial distribution pattern of urban carbon sink and the difference of carbon balance are calculated.) in this paper, the background of low-carbon city and its planning and research background and the status quo of related research are discussed. Based on the construction of a theoretical framework of low-carbon city planning suitable for China's national conditions, this paper reveals the spatial layout of low-carbon cities, urban carbon sink spatial planning and urban low-carbon transportation planning methods. Taking Shenbei New area as an example, this paper studies the influence factors of carbon sink structure and layout of urban carbon source, and puts forward the strategy of low carbon city planning. A case study on the planning of low-carbon cities in Shenbei New District is carried out by using the concept of low-carbon city planning and the planning model method, and the planning strategies are put forward.
