上海自貿(mào)區(qū)政策評(píng)估的利益相關(guān)者模式

【摘要】:上海自由貿(mào)易區(qū)自掛牌之日起到今天已經(jīng)一年有余,若干個(gè)第三方評(píng)估報(bào)告相繼陸續(xù)出爐,其所采用的評(píng)估模型、評(píng)估方法、評(píng)估體系也有所不同,也從而導(dǎo)致了各種評(píng)估報(bào)告的側(cè)重面以及評(píng)估結(jié)論有所差別。筆者認(rèn)為,上海自由貿(mào)易區(qū)的一項(xiàng)最重要的目的就是政府向企業(yè)的賦權(quán)以及促進(jìn)利益相關(guān)者的共同治理。這就要求必須權(quán)衡和兼顧各方相關(guān)者的利益。從貿(mào)易政策實(shí)施后利益相關(guān)者一年多來的成功經(jīng)驗(yàn)與體現(xiàn)出的各種問題,能夠直接、全面的體現(xiàn)自貿(mào)區(qū)政策的實(shí)際效果,例如自貿(mào)區(qū)政策所涉及的政府管理部門、本土企業(yè)、外資企業(yè)及自貿(mào)區(qū)教育、醫(yī)療、環(huán)境等不同層次的相關(guān)者的反映,同時(shí)需要考慮貿(mào)易政策對(duì)周邊區(qū)域的“溢出效應(yīng)”等因素。據(jù)此,本文嘗試運(yùn)用企業(yè)評(píng)估的利益相關(guān)者模式對(duì)自貿(mào)區(qū)的政策實(shí)施效果進(jìn)行評(píng)估,并將評(píng)估對(duì)象分為四個(gè)層次,首先是核心利益相關(guān)者、其次是重要利益相關(guān)者,再次是間接利益相關(guān)者,最后是邊緣利益相關(guān)者,通過本文的研究,試圖探索構(gòu)建一種涉及多層次、多方位的綜合評(píng)估體系,以期能夠更客觀、更全面的評(píng)估上海自貿(mào)區(qū)的政策實(shí)施情況及效果。
[Abstract]:It has been more than a year since the Shanghai Free Trade Zone was listed, and a number of third-party evaluation reports have been published one after another. The evaluation models, methods, and evaluation systems adopted by the zone are also different. This has also led to differences in the focus and findings of various evaluation reports. The author thinks that one of the most important purposes of Shanghai Free Trade area is to empower enterprises and promote the common governance of stakeholders. This requires balancing and balancing the interests of all stakeholders. From the successful experiences and problems of the stakeholders over the past year or so after the implementation of the trade policy, they can directly and comprehensively reflect the practical effect of the FTAs policy, such as the government management departments involved in the FTAs policy, local enterprises, Foreign-funded enterprises and related parties in FTAZ, such as education, medical treatment, environment and so on, also need to consider the "spillover effect" of trade policy on the surrounding areas. Accordingly, this paper attempts to use the stakeholder model of enterprise assessment to evaluate the effect of the FTAA policy implementation, and divides the evaluation object into four levels: first, the core stakeholder, and secondly, the important stakeholder. Third, indirect stakeholders, and finally marginal stakeholders, through the study of this paper, trying to explore the construction of a multi-level, multi-directional comprehensive evaluation system, in order to be more objective, A more comprehensive assessment of the implementation of the Shanghai Free Trade Zone and the effectiveness of the policy.
