基于客戶價值視角的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系管控研究

【摘要】:近年來,煙草行業(yè)的市場化改革進程日益加快,今后將逐步塑造為市場化的經(jīng)營管理體制與運行機制。與此相對應(yīng)的是,煙草企業(yè)的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)要從過去偏重于生產(chǎn)與法律制度標(biāo)準(zhǔn),逐步轉(zhuǎn)向以市場與消費質(zhì)量標(biāo)準(zhǔn)為中心,或者說是逐步轉(zhuǎn)向至以客戶價值視角為中心,據(jù)此,進一步改進、完善卷煙產(chǎn)品的質(zhì)量標(biāo)準(zhǔn),豐富、完善現(xiàn)行的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系,以及相應(yīng)的質(zhì)量管控措施等,將成為卷煙企業(yè)經(jīng)營管理體制轉(zhuǎn)型與可持續(xù)發(fā)展的重要戰(zhàn)略性決策。不過,鑒于卷煙產(chǎn)品質(zhì)量涉及到煙葉生產(chǎn)、采購、儲存、運輸以及卷煙生產(chǎn)工藝、加工過程等諸多環(huán)節(jié),廣泛地受到一系列積極或消極因素的影響作用,從而,煙草行業(yè)及其具體的生產(chǎn)經(jīng)營管理企業(yè)在實施客戶質(zhì)量標(biāo)準(zhǔn)的戰(zhàn)略轉(zhuǎn)型過程中,一方面亟需轉(zhuǎn)變經(jīng)營管理體制與運行機制,樹立、奉行市場化的客戶價值理念;另一方面,又必須以此為基礎(chǔ),從體系或系統(tǒng)的角度,同時兼顧煙葉生產(chǎn)、采購、儲存、運輸以及卷煙生產(chǎn)工藝、加工過程等卷煙產(chǎn)業(yè)鏈系統(tǒng)的各個相關(guān)環(huán)節(jié),系統(tǒng)地改進、完善卷煙產(chǎn)品的質(zhì)量標(biāo)準(zhǔn)體系,同時提升客戶價值視角的質(zhì)量標(biāo)準(zhǔn)體系管控水平;诖,本文首先是創(chuàng)新性地運用客戶價值理論和質(zhì)量管理等理論進行交叉融合分析,即從客戶價值的角度出發(fā),有鑒于卷煙產(chǎn)品作為一種特殊的消費產(chǎn)品,具有特殊的產(chǎn)品性質(zhì),產(chǎn)品質(zhì)量關(guān)系到客戶安全以及社會的穩(wěn)定等。從而,通過客戶對卷煙產(chǎn)品的價值訴求分析,探索發(fā)現(xiàn)客戶的卷煙產(chǎn)品質(zhì)量訴求對于客戶價值提升的重要作用,進而提出卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系改進的現(xiàn)實意義與具體的改進方向。其次,本文充分考慮卷煙產(chǎn)品質(zhì)量的多種影響因素,具體從煙草選種、育種、煙草育苗與苗床管理、煙葉種植、煙葉收購、煙葉工商交接、煙葉復(fù)烤、倉儲以及卷煙產(chǎn)品原輔材料的質(zhì)量控制、卷煙產(chǎn)品生產(chǎn)過程的質(zhì)量控制等,各個相關(guān)環(huán)節(jié)展開系統(tǒng)性的質(zhì)量標(biāo)準(zhǔn)體系管控分析,最終提出符合市場與消費客戶價值訴求的新型卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系管控方案?傊,本文研究是從煙草原產(chǎn)品、煙草原輔材料和卷煙產(chǎn)品生產(chǎn)過程三個方面系統(tǒng)性地構(gòu)建了基于客戶價值的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系,提出了相應(yīng)的質(zhì)量標(biāo)準(zhǔn)體系管控措施與具體的政策建議等,這將在一定程度上有利于促進煙草行業(yè)及其相關(guān)企業(yè)盡快地改進現(xiàn)行的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)管控體系,進一步完善卷煙產(chǎn)品的質(zhì)量管理水平。具體說,煙草行業(yè)及其生產(chǎn)經(jīng)營管理企業(yè)今后需要貫徹、執(zhí)行客戶價值與質(zhì)量導(dǎo)向,以此提升和改進卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)體系,期間既需要利用各種質(zhì)量管理工具,加強產(chǎn)前、產(chǎn)中與產(chǎn)后多個環(huán)節(jié)的產(chǎn)品質(zhì)量控制;同時更需要加強在事前、事中和事后與客戶之間展開積極地交流和溝通,以此從長期保障企業(yè)的卷煙產(chǎn)品質(zhì)量標(biāo)準(zhǔn)更加符合客戶價值訴求。
[Abstract]:In recent years, the process of marketization reform of tobacco industry has been accelerated day by day, and will be gradually shaped into a market-oriented management system and operation mechanism in the future. Correspondingly, the quality standards of cigarette products in tobacco enterprises should be shifted from the production and legal system standards to the market and consumption quality standards, or to the customer value perspective. Accordingly, further improve and perfect the quality standard of cigarette products, enrich and perfect the current quality standard system of cigarette products, and the corresponding quality control measures, etc. It will become an important strategic decision in the transformation of management system and sustainable development of cigarette enterprises. However, in view of the fact that the quality of cigarette products involves many aspects, such as tobacco leaf production, procurement, storage, transportation, cigarette production technology, processing process, and so on, they are widely affected by a series of positive or negative factors, thus, In the process of strategic transformation of implementing customer quality standards in tobacco industry and its specific production and management enterprises, on the one hand, it is urgent to change the management system and operation mechanism, to establish and pursue the market-oriented customer value concept; on the other hand, On the basis of this, it is necessary to systematically improve tobacco production, procurement, storage, transportation, cigarette production process, processing process and other relevant links of cigarette industry chain system from the perspective of system or system, and at the same time, consider tobacco leaf production, procurement, storage, transportation, cigarette production technology, processing process and other relevant links of cigarette industry chain system. Secondly, this paper fully considers many factors affecting the quality of cigarette products, specifically from tobacco selection, breeding, tobacco seedling and seedling bed management, tobacco planting, tobacco purchase, tobacco industrial and commercial transition, tobacco redrying, Storage and quality control of raw and auxiliary materials of cigarette products, quality control of cigarette production process, and systematic management and analysis of quality standard system in all relevant links, Finally, the control scheme of new cigarette product quality standard system is put forward, which accords with the demand of market and consumer value. In a word, this paper systematically constructs the quality standard system of cigarette products based on customer value from three aspects: tobacco original products, tobacco raw materials and cigarette products production process.
