【摘要】:2013年我國(guó)機(jī)電產(chǎn)品出口額居全球第一,已經(jīng)連續(xù)5年保持全球機(jī)電產(chǎn)品貿(mào)易第一大國(guó)的地位。機(jī)電產(chǎn)品在拉動(dòng)我國(guó)貨物貿(mào)易出口方面起到了關(guān)鍵作用,其出口額占商品出口總額的比重也在不斷攀升。然而在歷經(jīng)2008年的全球金融危機(jī)的沖擊以及歐洲主權(quán)債務(wù)危機(jī)不斷蔓延的影響,全球經(jīng)濟(jì)復(fù)蘇緩慢,以歐美地區(qū)為主要出口市場(chǎng)的機(jī)電產(chǎn)品,在歐美市場(chǎng)需求萎靡的情況下出口增長(zhǎng)大幅波動(dòng),也進(jìn)一步暴露出我國(guó)機(jī)電產(chǎn)品對(duì)部分出口市場(chǎng)的依賴程度。在全球經(jīng)濟(jì)復(fù)蘇進(jìn)程緩慢,貿(mào)易摩擦不斷的大環(huán)境下,國(guó)際市場(chǎng)需求不足,貿(mào)易摩擦升溫以及綜合成本上升等諸多問(wèn)題均讓我國(guó)機(jī)電企業(yè)出口面臨困境。結(jié)合當(dāng)前機(jī)電產(chǎn)品出口面臨的國(guó)內(nèi)外形勢(shì),要想穩(wěn)定機(jī)電產(chǎn)品出口,保持出口可持續(xù)發(fā)展,必須在充分挖掘現(xiàn)有出口市場(chǎng)潛力的基礎(chǔ)上,拓展新市場(chǎng),轉(zhuǎn)變傳統(tǒng)出口思路,在政策、企業(yè)、產(chǎn)品等影響出口的諸多方面進(jìn)行反思,尋找新的戰(zhàn)略和發(fā)展路徑。 本文采用定性與定量分析相結(jié)合的研究方法,同時(shí)在實(shí)證分析的基礎(chǔ)上進(jìn)行了規(guī)范分析。木文首先對(duì)機(jī)電產(chǎn)品出口的總體情況進(jìn)行了描述性分析,包括出口商品結(jié)構(gòu)以及出口市場(chǎng)結(jié)構(gòu)等方面,找出當(dāng)前機(jī)電產(chǎn)品在出口市場(chǎng)拓展方面存在的一系列問(wèn)題,如對(duì)經(jīng)濟(jì)發(fā)達(dá)國(guó)家(地區(qū))市場(chǎng)拓展不均衡,而對(duì)新興國(guó)家市場(chǎng)拓展程度不夠;企業(yè)存在一些列管理及融資方面困難,產(chǎn)品存在創(chuàng)新性不夠,技術(shù)水平不高等問(wèn)題。針對(duì)這些問(wèn)題,文章主要從產(chǎn)品——市場(chǎng)兩個(gè)維度對(duì)機(jī)電產(chǎn)品出口市場(chǎng)拓展進(jìn)行了分析。產(chǎn)品維度上,文章分析了我國(guó)機(jī)電產(chǎn)品出口在國(guó)際上的競(jìng)爭(zhēng)力情況,并且從貿(mào)易二元邊際的角度揭示了我國(guó)機(jī)電產(chǎn)品的出口增長(zhǎng)方式,從而體現(xiàn)我國(guó)機(jī)電產(chǎn)品出口在供給方面的能力;市場(chǎng)維度上,本文對(duì)各主要出口市場(chǎng)進(jìn)行了定性分析,揭示了對(duì)各重點(diǎn)市場(chǎng)的出口特點(diǎn),分析了影響出口市場(chǎng)拓展的制約因素。同時(shí)從定量角度,對(duì)主要貿(mào)易伙伴國(guó)的出口市場(chǎng)潛力進(jìn)行了測(cè)算。 結(jié)合木文研究分析的結(jié)果,本文主要從出口策略、配套服務(wù)以及自身競(jìng)爭(zhēng)力三個(gè)方面提出了相應(yīng)的政策建議。本文認(rèn)為未來(lái)機(jī)電產(chǎn)品出口應(yīng)該繼續(xù)實(shí)施市場(chǎng)多元化出口政策,明確出口市場(chǎng)重點(diǎn),穩(wěn)定發(fā)達(dá)國(guó)家市場(chǎng)的同時(shí)重點(diǎn)開(kāi)發(fā)新興國(guó)家市場(chǎng);在明確市場(chǎng)拓展策略的同時(shí)需注重綜合配套服務(wù)的支持,包括政策支持、金融支持以及行業(yè)協(xié)會(huì)支持等;最后還需要提升出口企業(yè)素質(zhì)與產(chǎn)品品質(zhì),提高出口企業(yè)的整體競(jìng)爭(zhēng)實(shí)力,加大對(duì)產(chǎn)品的創(chuàng)新支持等。
[Abstract]:In 2013, China's exports of mechanical and electrical products ranked first in the world, and it has maintained its position as the largest country in the world's electromechanical products trade for five consecutive years. Mechanical and electrical products play a key role in promoting China's export of goods, and the proportion of exports to the total volume of commodity exports is also rising. However, after the impact of the global financial crisis in 2008 and the continuous spread of the sovereign debt crisis in Europe, the global economic recovery has been slow, with Europe and the United States as the main export market for mechanical and electrical products. Under the condition of weak demand in Europe and the United States, export growth fluctuated sharply, which further exposed the degree of dependence of China's mechanical and electrical products on some export markets. Under the environment of slow global economic recovery and constant trade friction, the shortage of international market demand, the rising of trade friction and the rising of comprehensive cost make the export of China's mechanical and electrical enterprises face difficulties. In order to stabilize the export of electromechanical products and maintain the sustainable development of export, we must, on the basis of fully tapping the potential of the existing export market, open up new markets and change the traditional export thinking in order to stabilize the export of mechanical and electrical products at home and abroad. In the policies, enterprises, products and other aspects of the impact on exports to reflect, looking for new strategies and development path. In this paper, the qualitative and quantitative analysis method is adopted, and the normative analysis is carried out on the basis of empirical analysis. First of all, the paper makes a descriptive analysis on the general situation of the export of mechanical and electrical products, including the structure of export commodities and the structure of export market, and finds out a series of problems existing in the development of export market of current mechanical and electrical products. For example, the market expansion of developed countries (regions) is not balanced, but the degree of market expansion to emerging countries is not enough; the enterprises have some difficulties in management and financing, the innovation of products is not enough, and the level of technology is not high. Aiming at these problems, this paper analyzes the export market of mechanical and electrical products from two dimensions of product-market. In terms of product dimension, the article analyzes the competitiveness of China's export of mechanical and electrical products in the world, and reveals the export growth mode of China's mechanical and electrical products from the perspective of the dual marginal value of trade. In the market dimension, this paper makes qualitative analysis on the main export markets, reveals the export characteristics of the key markets, and analyzes the restrictive factors that affect the expansion of export markets. At the same time, from a quantitative point of view, the export market potential of major trading partners is measured. Based on the results of the research and analysis, this paper puts forward the corresponding policy suggestions from three aspects: export strategy, supporting service and competitiveness. This paper holds that the export of mechanical and electrical products in the future should continue to implement market diversification export policy, clear export market focus, stabilize the markets of developed countries and focus on the development of emerging countries market; At the same time, we should pay attention to the support of comprehensive supporting services, including policy support, financial support and industry association support. Finally, we also need to improve the quality of export enterprises and product quality. Improve the overall competitive strength of export enterprises, increase innovative support for products.
