C公司工程項(xiàng)目采購(gòu)管理的研究

【摘要】:在工程項(xiàng)目的整個(gè)生命周期中,項(xiàng)目管理機(jī)構(gòu)通過采購(gòu)召集多個(gè)自然人或組織,一起為項(xiàng)目工作。項(xiàng)目的總目標(biāo)與是否采購(gòu)、采購(gòu)方式、何時(shí)采購(gòu)和合同的模式息息相關(guān),由此可知,采購(gòu)管理決定了工程項(xiàng)目的成敗。 隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的建立和完善,以及項(xiàng)目招標(biāo)承包制、合同管理制、項(xiàng)目法人責(zé)任制和建設(shè)監(jiān)理制等基本制度的健全和發(fā)展,項(xiàng)目采購(gòu)與合同管理已成為項(xiàng)目管理中的核心內(nèi)容,對(duì)項(xiàng)目管理的成敗將產(chǎn)生重要影響。越來越多的人意識(shí)到:項(xiàng)目采購(gòu)和合同管理中的一個(gè)小的疏忽和錯(cuò)誤,都可能付出慘痛的代價(jià)。大量的事實(shí)證明,完善的項(xiàng)目采購(gòu)管理的流程和方法,將是項(xiàng)目管理中的一項(xiàng)重要工作。 本論文通過對(duì)C公司工程項(xiàng)目管理組織、采購(gòu)相關(guān)制度和流程進(jìn)行梳理分析,,并結(jié)合典型工程項(xiàng)目管理案例,找出C公司在工程項(xiàng)目采購(gòu)管理方面存在的問題。在找出問題的同時(shí),重點(diǎn)結(jié)合工程項(xiàng)目過程化管理、國(guó)家的法規(guī)政策、房地產(chǎn)行業(yè)先進(jìn)企業(yè)的流程文件、相關(guān)參考文獻(xiàn)、采購(gòu)管理、合同管理和風(fēng)險(xiǎn)管理等理論,完成了對(duì)C公司工程項(xiàng)目有關(guān)采購(gòu)管理的特征、項(xiàng)目管理程序、采購(gòu)管理的組織架構(gòu)、采購(gòu)流程和合同管理等方面的分析研究,并有針對(duì)性的提出了改進(jìn)建議。本論文取得的主要成果有: 1)健全采購(gòu)人員和組織保障; 2)建立項(xiàng)目采購(gòu)管理數(shù)據(jù)庫(kù); 3)建立采購(gòu)團(tuán)隊(duì)能力持續(xù)提升機(jī)制; 4)推行項(xiàng)目采購(gòu)里程碑管控方法; 5)優(yōu)化采購(gòu)后評(píng)價(jià)體系; 6)采購(gòu)過程風(fēng)險(xiǎn)管控工具技術(shù)開發(fā)。
[Abstract]:Throughout the life cycle of an engineering project, the project manager brings together several natural persons or organizations through procurement to work together for the project. The overall goal of the project is closely related to whether or not to purchase, how to purchase, when to purchase and the mode of contract. Therefore, procurement management determines the success or failure of the project. With the establishment and improvement of the socialist market economic system in China, as well as the improvement and development of the basic systems such as the project bidding and contracting system, the contract management system, the project legal person responsibility system and the construction supervision system, Project procurement and contract management have become the core content of project management, which will have an important impact on the success or failure of project management. More and more people realize that a small oversight and mistake in project procurement and contract management can be costly. A large number of facts have proved that a perfect process and method of project procurement management will be an important work in project management. This paper combs and analyzes the organization, purchasing system and flow of engineering project management in C Company, and combined with typical engineering project management cases, finds out the problems existing in the project procurement management of C Company. At the same time of finding out the problems, the emphasis is on combining the theories of project process management, national regulations and policies, process documents of advanced enterprises in the real estate industry, relevant references, procurement management, contract management and risk management, etc. This paper has completed the analysis and research on the characteristics, program, organization structure, purchasing process and contract management of the engineering project in C Company, and put forward some suggestions for improvement. The main achievements of this paper are as follows: 1) perfecting the purchasing staff and organization, 2) establishing the database of project procurement management, 3) establishing the mechanism of improving the ability of the procurement team continuously; 4) implementing the project procurement milestone control method, 5) optimizing the post procurement evaluation system, 6) developing the risk management tools in the procurement process.
