房地產(chǎn)公共政策對(duì)昆明市房?jī)r(jià)調(diào)控效果研究

【摘要】:隨著中國(guó)房地產(chǎn)業(yè)的蓬勃發(fā)展,房地產(chǎn)價(jià)格也隨之快速上漲,其上漲速度遠(yuǎn)遠(yuǎn)超過(guò)了人們收入水平的增長(zhǎng)速度,房?jī)r(jià)問(wèn)題成為了影響構(gòu)建和諧社會(huì)和全面建設(shè)小康社會(huì)的重大民生問(wèn)題。中央政府為了穩(wěn)定房?jī)r(jià),先后制定了一系列房地產(chǎn)調(diào)控政策,以期通過(guò)實(shí)施這些房地產(chǎn)公共政策的來(lái)穩(wěn)定房?jī)r(jià),保障房地產(chǎn)業(yè)的健康發(fā)展。但是,這些政策對(duì)于房?jī)r(jià)的調(diào)控效果并不明顯,有幾年間,房?jī)r(jià)甚至出現(xiàn)了逆勢(shì)上漲的現(xiàn)象,人們對(duì)房地產(chǎn)公共政策制定的科學(xué)性和執(zhí)行的有效性產(chǎn)生了質(zhì)疑。本文以昆明為例,采取定量分析和定性分析相結(jié)合的方法,通過(guò)分析研究歷年來(lái)房地產(chǎn)調(diào)控政策和宏觀政策因素對(duì)昆明房?jī)r(jià)的影響,評(píng)估了房地產(chǎn)公共政策對(duì)昆明市房?jī)r(jià)調(diào)控的效果,找出了目前房地產(chǎn)調(diào)控政策存在的問(wèn)題及成因,在借鑒發(fā)達(dá)國(guó)家房地產(chǎn)調(diào)控政策先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,通過(guò)運(yùn)用公共政策分析理論,結(jié)合現(xiàn)階段我國(guó)房地產(chǎn)市場(chǎng)的實(shí)際,提出了我國(guó)房地產(chǎn)公共政策調(diào)控房?jī)r(jià)的幾點(diǎn)建議。
[Abstract]:With the booming development of the real estate industry in China, the real estate prices have also risen rapidly, which has far exceeded the growth rate of people's income levels. Housing price has become a major livelihood issue affecting the construction of a harmonious society and a well-off society in an all-round way. In order to stabilize the housing prices, the central government has formulated a series of real estate regulation and control policies successively, in order to stabilize the housing prices and ensure the healthy development of the real estate industry through the implementation of these real estate public policies. However, the effect of these policies on the regulation of housing prices is not obvious. In recent years, the price of real estate even rose against the trend, people have questioned the scientific nature of the formulation of public real estate policies and the effectiveness of implementation. Taking Kunming as an example, this paper adopts the method of combining quantitative analysis and qualitative analysis to study the influence of real estate regulation and control policies and macro policy factors on housing prices in Kunming over the years. This paper evaluates the effect of real estate public policy on housing price control in Kunming, finds out the existing problems and causes of real estate regulation and control policy, and draws lessons from the advanced experience of real estate regulation policy in developed countries. Through the application of the theory of public policy analysis and the reality of the real estate market in our country at the present stage, this paper puts forward some suggestions on the regulation of housing price by the public policy of real estate in our country.
