【摘要】：經(jīng)過多年發(fā)展,我國(guó)已進(jìn)入經(jīng)濟(jì)發(fā)展中高速的新常態(tài)。要想實(shí)現(xiàn)經(jīng)濟(jì)運(yùn)行的更優(yōu)效率、更好質(zhì)量和更高形態(tài),需要深入剖析現(xiàn)階段我國(guó)經(jīng)濟(jì)發(fā)展的路徑依賴問題。通過相關(guān)數(shù)據(jù)分析,2014—2016年我國(guó)經(jīng)濟(jì)增速穩(wěn)定,結(jié)構(gòu)漸進(jìn)優(yōu)化,創(chuàng)新驅(qū)動(dòng)日益顯現(xiàn),然而高投資、高儲(chǔ)蓄、出口導(dǎo)向戰(zhàn)略、勞動(dòng)力危機(jī)、房地產(chǎn)依賴和自然資源高代價(jià)仍是新形勢(shì)下經(jīng)濟(jì)發(fā)展路徑依賴的主要特征。缺乏制度變遷的路徑依賴造成經(jīng)濟(jì)發(fā)展效率低下、營(yíng)利性不足。通過經(jīng)濟(jì)體制、利益集團(tuán)、產(chǎn)權(quán)、社會(huì)初始條件、沉沒成本、非正式制度和不完全市場(chǎng)等方面分析新常態(tài)下我國(guó)經(jīng)濟(jì)發(fā)展路徑依賴的原因,提出了破解路徑依賴的具體途徑。只有糾正偏離正確軌道的路徑依賴,才能使制度變遷進(jìn)入良性循環(huán),從而形成制度對(duì)經(jīng)濟(jì)的積極促進(jìn)作用。
[Abstract]:After years of development, China has entered a high-speed economic development in the new normal. In order to achieve better efficiency, better quality and higher form of economic operation, it is necessary to deeply analyze the path dependence problem of economic development in China at this stage. Through the analysis of relevant data, China's economic growth rate is stable, its structure is gradually optimizing, and the driving force of innovation is becoming increasingly apparent from 2014-2016. However, high investment, high savings, export-oriented strategy, labor crisis, Real estate dependence and high cost of natural resources are still the main characteristics of economic development path dependence under the new situation. The lack of path dependence on institutional changes leads to inefficient economic development and insufficient profitability. This paper analyzes the reasons of path dependence of China's economic development under the new normal condition from the aspects of economic system, interest group, property right, social initial condition, sunk cost, informal institution and incomplete market, and puts forward some concrete ways to solve the path dependence. Only by correcting the path dependence that deviates from the correct track can institutional changes enter a virtuous circle and form the positive role of institution in promoting the economy.
