【摘要】：根據(jù)《財(cái)政部和國(guó)家稅務(wù)總局關(guān)于開展應(yīng)用房地產(chǎn)評(píng)稅技術(shù)核定交易環(huán)節(jié)計(jì)稅價(jià)格工作的通知》和《關(guān)于開展應(yīng)用房地產(chǎn)評(píng)稅技術(shù)核定交易環(huán)節(jié)計(jì)稅價(jià)格工作的通知》的相關(guān)政策，針對(duì)原先房地產(chǎn)征稅過(guò)程中申報(bào)交易價(jià)格顯現(xiàn)出來(lái)的諸多弊端，亟待開發(fā)一套房地產(chǎn)交易核價(jià)系統(tǒng)來(lái)進(jìn)行房地產(chǎn)交易價(jià)格申報(bào)環(huán)節(jié)的核定，避免房地產(chǎn)稅收的流失和降低納稅人房地產(chǎn)評(píng)估環(huán)節(jié)納稅成本。本人作為開發(fā)人員參加了首套房地產(chǎn)交易核價(jià)系統(tǒng)的開發(fā)，本文對(duì)房地產(chǎn)交易核價(jià)系統(tǒng)實(shí)際開發(fā)中所涉及的關(guān)鍵技術(shù)點(diǎn)和業(yè)務(wù)需求設(shè)計(jì)進(jìn)行闡述。應(yīng)用關(guān)鍵技術(shù)完成系統(tǒng)開發(fā)后投入實(shí)際應(yīng)用，系統(tǒng)實(shí)際應(yīng)用滿足了可靠性和高效性的需求。本文的主要貢獻(xiàn)如下： 首先，分析了目前房地產(chǎn)交易征稅時(shí)價(jià)格評(píng)估的現(xiàn)狀，由此闡述了批量評(píng)估理論應(yīng)用于房地產(chǎn)業(yè)進(jìn)行房地產(chǎn)價(jià)格批量評(píng)估的優(yōu)勢(shì)。接著闡述了具體的實(shí)現(xiàn)方法，采用特征價(jià)格模型建立數(shù)學(xué)方程對(duì)房地產(chǎn)價(jià)格進(jìn)行批量評(píng)估分析。該方法基于大量的數(shù)據(jù)分析，結(jié)合現(xiàn)代的統(tǒng)計(jì)學(xué)方法，保證了系統(tǒng)數(shù)據(jù)的有效性和合理性。 其次，對(duì)系統(tǒng)開發(fā)的應(yīng)用框架進(jìn)行闡述，針對(duì)傳統(tǒng)經(jīng)典的SSH框架，分析其存在的缺陷，研究了EDSH的改進(jìn)框架。該框架保留了SSH框架中的Spring和Hibernate優(yōu)秀框架，整合Ext+DWR框架，實(shí)現(xiàn)了系統(tǒng)頁(yè)面的高品質(zhì)設(shè)計(jì)和數(shù)據(jù)的高效率訪問(wèn)。 再次，在上述兩個(gè)技術(shù)點(diǎn)的基礎(chǔ)上，結(jié)合客戶采用本地化優(yōu)化的辦公新模式，對(duì)系統(tǒng)進(jìn)行了需求的分析和系統(tǒng)業(yè)務(wù)的設(shè)計(jì)。同時(shí)，闡述了系統(tǒng)開發(fā)需要達(dá)到的指標(biāo)。 最后，基于EDSH框架實(shí)現(xiàn)了系統(tǒng)的開發(fā)，開發(fā)完成后本文對(duì)系統(tǒng)結(jié)果進(jìn)行了展示。同時(shí)，對(duì)系統(tǒng)開發(fā)中和開發(fā)完成后的進(jìn)行相應(yīng)的測(cè)試，保證了系統(tǒng)功能的完善性和數(shù)據(jù)的合理性。 系統(tǒng)經(jīng)過(guò)實(shí)施調(diào)試和服務(wù)器的上線運(yùn)行，結(jié)果表明系統(tǒng)能正常運(yùn)行各種已開發(fā)的功能，且表現(xiàn)良好。稅務(wù)部門反饋房地產(chǎn)交易核價(jià)系統(tǒng)提升了他們的工作效率，簡(jiǎn)化了辦稅流程，為廣大納稅人提供了更好的流程體驗(yàn)和節(jié)省了更多的納稅成本。同時(shí)，增進(jìn)了稅務(wù)部門對(duì)房地產(chǎn)信息的管理，使核價(jià)信息更加透明化，，實(shí)現(xiàn)了現(xiàn)代化的科學(xué)管理。
[Abstract]:According to the Circular of the Ministry of Finance and the State Administration of Taxation on the work of applying Real Estate Appraisal Technology in the Appraisal of the Taxation Price in the Trade Link, and the work on the Application of the Real Estate Appraisal Technology in the Appraisal of the Trade Link Taxation PriceThe relevant policy of the notice >,In view of the many disadvantages of declaring the transaction price in the course of the original real estate tax collection, it is urgent to develop a real estate transaction nuclear price system to check and verify the real estate transaction price declaration link.Avoid the loss of real estate tax and reduce the cost of real estate assessment.As a developer, I took part in the development of the first real estate transaction nuclear pricing system. This paper describes the key technology points and business requirements design involved in the real estate transaction nuclear price system development.The key technology is applied to the development of the system, and the practical application of the system meets the requirements of reliability and efficiency.The main contributions of this paper are as follows:First of all, the paper analyzes the current situation of price evaluation when real estate transactions are taxed, and expounds the advantages of batch evaluation theory applied to real estate industry in real estate price evaluation.Then the realization method is expounded, and the mathematical equation is established by using the characteristic price model to evaluate and analyze the real estate price in batches.This method is based on a large number of data analysis and modern statistical methods to ensure the validity and rationality of the system data.Secondly, the application framework of the system development is expounded, and the defects of the traditional SSH framework are analyzed, and the improved framework of EDSH is studied.The framework retains the excellent framework of Spring and Hibernate in the SSH framework, integrates the Ext DWR framework, and realizes the high quality design of the system pages and the efficient access of the data.Thirdly, on the basis of the above two technical points, combined with the localization and optimization of the new office mode, the system needs analysis and system business design.At the same time, the system development needs to achieve the indicators.Finally, the system is developed based on EDSH framework.At the same time, the system is tested during and after the development, which ensures the perfection of the system function and the rationality of the data.The system is debugged and the server is running online. The results show that the system can run all kinds of developed functions normally and perform well.Tax departments feedback real estate transaction pricing system to improve their efficiency, simplify the tax process, provide a better process experience for taxpayers and save more tax costs.At the same time, it enhances the management of real estate information in tax department, makes the nuclear price information more transparent, and realizes the modern scientific management.
