【摘要】：新型農(nóng)村合作醫(yī)療制度是由政府組織、引導(dǎo)、支持，農(nóng)民自愿加入、個(gè)人、集體和政府多方籌資、以大病統(tǒng)籌為主的農(nóng)民醫(yī)療互助救濟(jì)制度。從其社會(huì)功能來(lái)分析，應(yīng)該是一種介于社會(huì)救助與社會(huì)保障之間的、具有保險(xiǎn)性質(zhì)的醫(yī)療互助的社會(huì)保障制度。從目前制度實(shí)施的效果來(lái)看，，新農(nóng)合制度對(duì)于提高農(nóng)村醫(yī)療狀況、提升農(nóng)民素質(zhì)、緩解醫(yī)療負(fù)擔(dān)，解決農(nóng)民“因病致貧、因病返貧”問(wèn)題起到了有效的促進(jìn)作用。但是新農(nóng)合在取得卓越成就的同時(shí)，也暴露出許多問(wèn)題，影響了政策的進(jìn)一步深化實(shí)施和發(fā)展。 政府是新農(nóng)合制度運(yùn)行的主要執(zhí)行者，在制度的建設(shè)中起著主導(dǎo)作用，履行著宣傳引導(dǎo)、資金籌集、監(jiān)督管理等一系列職責(zé)。政府是否能夠切實(shí)履行自身責(zé)任，直接決定了新型農(nóng)村合作醫(yī)療制度的貫徹執(zhí)行情況，關(guān)系到農(nóng)村醫(yī)療保障體系的健全與完善，并最終影響著社會(huì)主義和諧社會(huì)的構(gòu)建。因此，本文以河北省的政府責(zé)任為切入點(diǎn)，對(duì)新型農(nóng)村合作醫(yī)療制度的建設(shè)進(jìn)行探討研究，具有深刻的理論和現(xiàn)實(shí)意義。本文首先對(duì)新型農(nóng)村合作醫(yī)療的理論基礎(chǔ)進(jìn)行了描述,從公共財(cái)政理論、公共產(chǎn)品理論以及醫(yī)療保險(xiǎn)理論進(jìn)行詳細(xì)的闡述，并且闡述了河北省新型農(nóng)村合作醫(yī)療的發(fā)展現(xiàn)狀及存在的政府職能的缺陷，繼而提出河北省政府在新型農(nóng)村合作醫(yī)療制度建設(shè)進(jìn)程中應(yīng)該發(fā)揮主導(dǎo)作用，與其應(yīng)積極履行的責(zé)任，然后從理論與現(xiàn)實(shí)角度提出如何更好地承擔(dān)責(zé)任、履行職責(zé)，尋找其實(shí)現(xiàn)途徑，更好的保障新型農(nóng)村合作醫(yī)療的高效實(shí)施，實(shí)現(xiàn)其政策作用。
[Abstract]:The new rural cooperative medical care system is a system of farmers' medical mutual assistance and relief, which is organized, guided, supported, voluntarily joined by the government, financed by individuals, collectives and governments, and mainly coordinated by the government. Analyzing from its social function, it should be a kind of social security system with the nature of insurance between social assistance and social security. From the effect of the current system implementation, the new rural cooperative system has played an effective role in improving the rural medical condition, improving the quality of the peasants, alleviating the medical burden, and solving the problem of "poverty caused by illness and returning to poverty because of illness". However, NCMS has made outstanding achievements, but also exposed many problems, which affected the further implementation and development of the policy. The government is the main executor of the operation of the new agricultural cooperation system, which plays a leading role in the construction of the system and performs a series of duties such as propaganda and guidance, fund raising, supervision and management. Whether the government can fulfill its own responsibility directly determines the implementation of the new rural cooperative medical care system, relates to the perfection and perfection of the rural medical security system, and ultimately affects the construction of a harmonious socialist society. Therefore, this article takes the government responsibility of Hebei Province as the breakthrough point, carries on the research to the new rural cooperative medical system construction, has the profound theory and the practical significance. This paper first describes the theoretical basis of the new rural cooperative medical system, including the theory of public finance, the theory of public goods and the theory of medical insurance. It also expounds the present situation of the development of the new rural cooperative medical system in Hebei Province and the defects of the government functions, and then points out that the Hebei provincial government should play a leading role in the construction of the new rural cooperative medical care system. Then from the angle of theory and reality, the author puts forward how to better assume responsibility, perform duty, find the way to realize it, better guarantee the efficient implementation of new rural cooperative medical system, and realize its policy function.
