【摘要】：農(nóng)村的現(xiàn)代化建設(shè)是中國現(xiàn)代化建設(shè)的關(guān)鍵所在,我們要明確中國農(nóng)村現(xiàn)代化建設(shè)的主體,也就是農(nóng)民生活條件的情況與身體健康的情況,這是中國現(xiàn)代化開始進(jìn)步以及水平提高的一個重要標(biāo)志。而醫(yī)療保險是一種社會的福利行為,能夠增強(qiáng)人們實(shí)現(xiàn)自身的價值與健康快樂的一些能力,這成為人類文明加速進(jìn)步的一種標(biāo)志與動力,而且整個國家的公民都有權(quán)力得到,并且不論他們的生活情況或者經(jīng)濟(jì)地位是怎樣的。與此同時,它作為一種人力資源的投資,可以增強(qiáng)中國的國際競爭力。 建立與完善農(nóng)村醫(yī)療保險的制度,一方面是中國農(nóng)村經(jīng)濟(jì)與社會發(fā)展的客觀要求,另一方面也是廣大農(nóng)民群眾一種急切的要求,它在確保農(nóng)村居民的相關(guān)基本生活權(quán)益,推動社會發(fā)展與維持社會穩(wěn)定以及推動農(nóng)村經(jīng)濟(jì)快速發(fā)展和全社會的進(jìn)步等方面,都有非常重要的作用。由于要建立與完善農(nóng)村醫(yī)療保險的制度,就要找到目前醫(yī)療保險的制度上存在的問題。所以我們只有尋找到正確的方法,才可以建立并且完善農(nóng)村醫(yī)療保險的制度。 本文系統(tǒng)地分析中國農(nóng)村醫(yī)療保險的制度改革的限制性因素,給中國農(nóng)村醫(yī)療保險的制度的建設(shè)與完善提供了有效的參考,讓統(tǒng)一城鄉(xiāng)醫(yī)療保險的制度盡可能快地實(shí)施起來,使農(nóng)民的增收與脫貧開始變成現(xiàn)實(shí)。與此同時,這就是本文進(jìn)行研究的現(xiàn)實(shí)意義。
[Abstract]:The modernization of rural areas is the key to China's modernization drive. We should make clear the main body of China's rural modernization construction, that is, the living conditions of farmers and the situation of their health. This is an important symbol of the beginning and improvement of China's modernization. And health insurance is a kind of social welfare behavior that can enhance people's ability to realize their own values and health and happiness, which has become a symbol and a driving force for the accelerated progress of human civilization, and the citizens of the whole country have the right to get it. And regardless of their living conditions or financial status. At the same time, as an investment in human resources, it can enhance China's international competitiveness. The establishment and improvement of the rural medical insurance system is, on the one hand, an objective requirement for the economic and social development of China's rural areas, on the other hand, it is also an urgent requirement for the broad masses of peasants to ensure the relevant basic living rights and interests of rural residents. It plays a very important role in promoting social development, maintaining social stability and promoting the rapid development of rural economy and the progress of the whole society. To establish and perfect the rural medical insurance system, it is necessary to find out the existing problems in the current medical insurance system. Therefore, we can establish and perfect the rural medical insurance system only if we find the right way. This paper systematically analyzes the restrictive factors of the rural medical insurance system reform in China, and provides an effective reference for the construction and improvement of the rural medical insurance system in China, so that the unified system of urban and rural medical insurance can be implemented as soon as possible. So that farmers' income and poverty began to become a reality. At the same time, this is the practical significance of this study.
