【摘要】：本文對我國失業(yè)保險制度20年來的變遷軌跡進行全面梳理,通過數(shù)據(jù)說明這項制度的成效和問題,結合部分省份在運用失業(yè)保險基金促進就業(yè)的試點經驗,從保障生活、促進就業(yè)、預防失業(yè)三個方面評估現(xiàn)行的制度。研究發(fā)現(xiàn)我國失業(yè)保險制度在制度覆蓋面、待遇給付標準以及促進就業(yè)和預防失業(yè)功能發(fā)揮方面存在問題與不足。建議應在“保障生活、促進就業(yè)和預防失業(yè)”三位一體的制度原則下,應從合理確定失業(yè)保險金標準、擴大制度覆蓋面、擴大失業(yè)保險基金使用范圍并與其他就業(yè)制度聯(lián)動等多個方面,完善我國失業(yè)保險制度。
[Abstract]:This paper comprehensively combs the vicissitudes of the unemployment insurance system in China over the past 20 years, explains the effectiveness and problems of this system through data, and combines the experience of some provinces in using unemployment insurance funds to promote employment. Promote employment, prevent unemployment in three aspects of the evaluation of the current system. The study finds that there are some problems and deficiencies in the system coverage, the standard of payment, the function of promoting employment and preventing unemployment in our country's unemployment insurance system. It is suggested that under the system principle of "safeguarding life, promoting employment and preventing unemployment", the standard of unemployment insurance should be reasonably determined and the coverage of the system should be expanded. Expand the scope of use of unemployment insurance funds and work with other employment systems to improve our unemployment insurance system.
