【摘要】：自從試點(diǎn)以來,大病保險(xiǎn)一直頗受爭(zhēng)議。2015年,國(guó)務(wù)院已經(jīng)將其作為一項(xiàng)全國(guó)性的醫(yī)療保險(xiǎn)制度。本文分析了大病保險(xiǎn)的困惑,從完善醫(yī)療保障治理體系的角度,重新理解大病保險(xiǎn)的政策目標(biāo)。認(rèn)為僅僅從基本醫(yī)療保障制度架構(gòu)的合理性和制度運(yùn)行的效率來考量,難以為大病保險(xiǎn)找到令人信服的學(xué)理和實(shí)踐依據(jù),而應(yīng)該從多層次醫(yī)療保障體系建設(shè)、培育商業(yè)保險(xiǎn)機(jī)構(gòu)醫(yī)療保險(xiǎn)經(jīng)辦能力的目標(biāo),理解大病保險(xiǎn)的意義。據(jù)此建議:明確大病保險(xiǎn)為補(bǔ)充性醫(yī)療保險(xiǎn),明確商業(yè)保險(xiǎn)機(jī)構(gòu)作為大病保險(xiǎn)的舉辦主體,建立穩(wěn)定持續(xù)的大病保險(xiǎn)籌資機(jī)制,適時(shí)擴(kuò)大大病保險(xiǎn)覆蓋范圍。
[Abstract]:Serious illness insurance has been controversial since the trial. In 2015, the State Council adopted it as a national health insurance system. This paper analyzes the confusion of the serious illness insurance, and reunderstands the policy goal of the serious illness insurance from the angle of perfecting the medical security management system. Considering only the rationality of the basic medical security system structure and the efficiency of the system operation, it is difficult to find a convincing theoretical and practical basis for the serious illness insurance, and the construction of the multi-level medical security system should be taken into account. Cultivate the goal of medical insurance management ability of commercial insurance institutions and understand the significance of serious illness insurance. It is suggested that the major illness insurance should be defined as the supplementary medical insurance, the commercial insurance institution should be the host of the serious illness insurance, the financing mechanism of the serious illness insurance should be established, and the coverage of the serious illness insurance should be expanded at the right time.
