【摘要】：職業(yè)教育在當(dāng)今整個國民教育中的重要作用越來越被人們所重視。H煙草中專學(xué)校作為煙草行業(yè)主辦、省教育廳業(yè)務(wù)指導(dǎo)的一所中等專業(yè)學(xué)校,經(jīng)歷了30年的發(fā)展歷程,各方面均取得了長足發(fā)展。但由于政策變動、自身條件有限等原因,學(xué)校在長期可持續(xù)發(fā)展問題上遇到了一些瓶頸,特別是在戰(zhàn)略層面上,已經(jīng)對學(xué)校發(fā)展產(chǎn)生了負(fù)面的影響。本文借鑒戰(zhàn)略管理理論,結(jié)合學(xué)校所面臨的內(nèi)外部環(huán)境,對H煙草中專學(xué)校的可持續(xù)發(fā)展戰(zhàn)略進(jìn)行研究,提出可行的戰(zhàn)略設(shè)計和實(shí)施建議。 本文首先對學(xué)校的外部宏觀環(huán)境應(yīng)用PEST分析,找出對H學(xué)校發(fā)展有利和不利的因素：然后運(yùn)用SWOT分析,對學(xué)校面臨的外部機(jī)遇與威脅,自身具有的優(yōu)勢與劣勢進(jìn)行系統(tǒng)分析,進(jìn)一步確定了學(xué)校的發(fā)展戰(zhàn)略定位、戰(zhàn)略目標(biāo)等發(fā)展愿景,提出了適合學(xué)校發(fā)展的戰(zhàn)略選擇與設(shè)計原則以及學(xué)校戰(zhàn)略規(guī)劃。 從以上分析可得出H學(xué)校的發(fā)展戰(zhàn)略目標(biāo)為：在創(chuàng)辦山東煙草濱海職業(yè)學(xué)院的基礎(chǔ)上,基本形成職業(yè)教育與行業(yè)職工培訓(xùn)并重、省內(nèi)市場與省外市場并進(jìn),學(xué)生學(xué)員數(shù)量和培訓(xùn)層次雙提升格局；師資隊伍進(jìn)一步優(yōu)化,基本實(shí)現(xiàn)梯次化、團(tuán)隊化和專業(yè)化；品牌和專業(yè)建設(shè)取得明顯進(jìn)展,形成一批行業(yè)知名培訓(xùn)品牌和優(yōu)勢專業(yè)；內(nèi)部管理更加規(guī)范,綜合實(shí)力大幅提升,使學(xué)校成為集職業(yè)教育、職工培訓(xùn)、成人學(xué)歷學(xué)位教育和老年文化教育于一體的綜合性高職院校。 本文的研究表明,中職學(xué)校的發(fā)展面臨著前所未有的機(jī)遇,同時也存在威脅與挑戰(zhàn),引入戰(zhàn)略管理理念,進(jìn)一步增強(qiáng)戰(zhàn)略管理意識,是H學(xué)校實(shí)現(xiàn)長期可持續(xù)發(fā)展的必由之路。本文以H學(xué)校為切入點(diǎn)的一些探討和研究,相信對其他同類學(xué)校也會有一定的借鑒意義。
[Abstract]:The important role of vocational education in the whole national education has been paid more and more attention to. H tobacco secondary school, which is sponsored by tobacco industry and guided by provincial education department, has experienced 30 years of development. Great progress has been made in all fields. However, due to the change of policy and limited conditions, schools have met some bottlenecks in long-term sustainable development, especially on the strategic level, which has had a negative impact on the development of schools. Based on the theory of strategic management and the internal and external environment faced by schools, this paper studies the sustainable development strategy of H tobacco secondary schools, and puts forward feasible strategic design and implementation suggestions. This paper first applies PEST analysis to the external macro environment of the school, and finds out the favorable and unfavorable factors to the development of H school. Then, by using SWOT analysis, the author makes a systematic analysis of the external opportunities and threats faced by the school, the advantages and disadvantages of the school itself. Furthermore, the development vision of the school is determined, and the strategic choice and design principles suitable for the school development are put forward as well as the strategic planning of the school. From the above analysis, it can be concluded that the development strategy goal of H school is: on the basis of establishing Shandong Tobacco Binhai Vocational College, vocational education and staff training should be given equal emphasis, and the market in and out of the province should go hand in hand with the market outside the province. The number of students and the level of training; Further optimize the teaching staff, basically achieve the ladder, team and specialization, brand and professional construction has made significant progress, forming a number of well-known industry training brands and advantages; The internal management is more standardized and the comprehensive strength is greatly improved, which makes the school become a comprehensive higher vocational college which integrates vocational education, staff training, adult education and education for the elderly. The research in this paper shows that the development of secondary vocational schools is facing unprecedented opportunities, but also there are threats and challenges. It is the only way for H school to realize long-term sustainable development by introducing strategic management concept and further strengthening strategic management consciousness. This article takes H school as the breakthrough point some discussion and the research, believed to have the certain reference significance to the other similar school.
