紐約小學(xué)校倒金字塔治理模式及治理特征

【摘要】:為提升基礎(chǔ)教育的質(zhì)量,美國(guó)國(guó)會(huì)在2002年簽署了《不讓一個(gè)孩子落后法案》。紐約市有全美最大的公立教育系統(tǒng),投入巨額資金進(jìn)行了十年的教育改革,其中最有影響力的是小學(xué)校運(yùn)動(dòng),推行倒金字塔型治理模式,顯示出獨(dú)特的治理特征,政府、學(xué)校、市場(chǎng)和社會(huì)建立一種平等、互動(dòng)、協(xié)商的治理制度,較大地提高了升學(xué)率,從中可得到系統(tǒng)設(shè)計(jì)改革程序、分步增量推進(jìn)、精選和培養(yǎng)學(xué)校領(lǐng)導(dǎo)、靈活管理等許多有益的啟示。
[Abstract]:To improve the quality of basic education, Congress signed the No Child left behind Act in 2002. New York City has the largest public education system in the United States, and has invested a huge amount of money in education reform for ten years. The most influential of these is the primary school movement, which promotes the inverted pyramid model of governance, showing unique governance characteristics, government, schools, The establishment of an equal, interactive and consultative governance system in the market and society has greatly increased the transition rate, from which many useful revelations can be obtained, such as systematic design and reform procedures, step by step incremental advancement, selection and training of school leaders, flexible management, and so on.
