【摘要】：我國(guó)“十二五”、“十三五”規(guī)劃中不斷提出要對(duì)高校建立科學(xué)的績(jī)效評(píng)價(jià)體系。對(duì)一所高校的評(píng)價(jià),不應(yīng)僅僅是對(duì)其自身發(fā)展水平做出評(píng)價(jià),還要考慮其對(duì)社會(huì)做出的貢獻(xiàn)。而目前我國(guó)已有對(duì)大學(xué)績(jī)效評(píng)價(jià)研究均是以高校實(shí)力或者科研教學(xué)水平為評(píng)價(jià)對(duì)象,忽視了高校應(yīng)該在公共領(lǐng)域所做出的貢獻(xiàn)。因此對(duì)于高校公共服務(wù)進(jìn)行評(píng)價(jià)的意義凸顯。高校公共服務(wù)理念來(lái)源于公共產(chǎn)品理論中公共服務(wù)的內(nèi)容和公共教育理論中社會(huì)服務(wù)的理念。教育具有公共性,不同層次的教育公共服務(wù)又有著不同的特點(diǎn),高校公共服務(wù)屬于準(zhǔn)公共產(chǎn)品范疇。經(jīng)過(guò)理論分析,高校教育公共服務(wù)所體現(xiàn)的內(nèi)容包括普通層次和精英層次的人才培養(yǎng)、科學(xué)研究、社會(huì)服務(wù)、文化傳承等職能。對(duì)高校公共服務(wù)進(jìn)行績(jī)效評(píng)價(jià)需要從這些職能中選取能夠評(píng)價(jià)研究對(duì)象的指標(biāo),結(jié)合由公共服務(wù)不同職能維度擴(kuò)展出的指標(biāo)體系,根據(jù)綜合得分對(duì)高校間得分差異進(jìn)行對(duì)比分析。這無(wú)論是對(duì)于補(bǔ)充高�？�(jī)效評(píng)價(jià)的視角還是促進(jìn)高校公共服務(wù)的發(fā)展,都有一定的意義。研究首先對(duì)選題背景作了簡(jiǎn)要介紹,并指出對(duì)高校公共服務(wù)績(jī)效評(píng)價(jià)進(jìn)行研究的意義。參考國(guó)內(nèi)外相關(guān)研究成果,對(duì)比分析已有成果的發(fā)展演進(jìn)和其中的不足。借此提出高校公共服務(wù)績(jī)效評(píng)價(jià)使用的方法和框架,對(duì)研究中的重難點(diǎn)和預(yù)期創(chuàng)新點(diǎn)進(jìn)行了簡(jiǎn)單分析。接下來(lái)從介紹高校公共服務(wù)的基本概念入手,從公共產(chǎn)品理論出發(fā),根據(jù)公共服務(wù)的內(nèi)涵分支,細(xì)化高校公共服務(wù)的內(nèi)容。根據(jù)績(jī)效評(píng)價(jià)指標(biāo)體系的原則,選擇高校公共服務(wù)績(jī)效評(píng)價(jià)中可以使用的指標(biāo),并構(gòu)建三級(jí)指標(biāo)體系。在已有數(shù)據(jù)的基礎(chǔ)上,使用變異系數(shù)法對(duì)高校公共服務(wù)體系中的各級(jí)權(quán)重進(jìn)行計(jì)算。結(jié)合收集的數(shù)據(jù)對(duì)教育部直屬高校公共服務(wù)進(jìn)行實(shí)證研究,通過(guò)對(duì)我國(guó)高校的分析,在得出高�？�(jī)效排名的基礎(chǔ)上分析我國(guó)高校公共服務(wù)現(xiàn)狀,最后采用熵值法對(duì)初次計(jì)算的結(jié)果進(jìn)行對(duì)比驗(yàn)證。最后對(duì)全文內(nèi)容進(jìn)行了簡(jiǎn)要總結(jié),并對(duì)存在的問(wèn)題進(jìn)行反思。
[Abstract]:In the 12th Five-Year Plan and the 13th Five-Year Plan of our country, it is proposed to establish scientific performance evaluation system for colleges and universities. The evaluation of a university should not only evaluate its own level of development, but also consider its contribution to society. At present, the research on the performance evaluation of universities in China is based on the strength of universities or the level of scientific research teaching, ignoring the contributions that universities should make in the public domain. Therefore, the significance of public service evaluation in colleges and universities is prominent. The concept of public service in colleges and universities is derived from the content of public service in the theory of public products and the idea of social service in the theory of public education. The public service of colleges and universities belongs to the category of quasi-public goods. Through theoretical analysis, the contents of the public service of higher education include the functions of talent training, scientific research, social service, cultural inheritance and so on at the ordinary and elite levels. In order to evaluate the performance of public service in colleges and universities, we need to select the indexes from these functions that can evaluate the research object, and combine with the index system expanded by different functional dimensions of public service. According to the comprehensive scores, the differences of scores between colleges and universities are compared and analyzed. This is of significance to supplement the perspective of university performance evaluation and promote the development of university public service. Firstly, the background of the topic is briefly introduced, and the significance of the research on the performance evaluation of public service in colleges and universities is pointed out. Referring to the related research results at home and abroad, this paper contrasts and analyzes the development and evolution of existing achievements and their shortcomings. This paper puts forward the methods and framework of performance evaluation of public service in colleges and universities, and makes a simple analysis of the important difficulties and expected innovation points in the research. Then starting with the introduction of the basic concept of university public service, starting from the theory of public goods, according to the connotation of public service branch, the content of public service in colleges and universities is refined. According to the principle of performance evaluation index system, this paper selects the indicators that can be used in the performance evaluation of public service in colleges and universities, and constructs a three-level index system. On the basis of the existing data, the coefficient of variation method is used to calculate the weights in the public service system of colleges and universities. Based on the collected data, this paper makes an empirical study on the public service of colleges and universities directly under the Ministry of Education. Through the analysis of the universities in China, it analyzes the current situation of public services in colleges and universities on the basis of the ranking of the performance of colleges and universities. Finally, the entropy method is used to verify the results of the initial calculation. At last, the paper summarizes the content of the paper and reflects on the existing problems.
