【摘要】:2014年1月19日我國(guó)發(fā)布了《關(guān)于全面深化農(nóng)村改革加快推進(jìn)農(nóng)業(yè)現(xiàn)代化的若干意見(jiàn)》,這是中國(guó)進(jìn)入21世紀(jì)以來(lái),關(guān)于“三農(nóng)”問(wèn)題的第11個(gè)中央一號(hào)文件。文件強(qiáng)調(diào):“整合和統(tǒng)籌使用涉農(nóng)資金,穩(wěn)步推進(jìn)從財(cái)政預(yù)算編制環(huán)節(jié)清理和歸并整合涉農(nóng)資金。改革項(xiàng)目審批制度,創(chuàng)造條件逐步下放中央和省級(jí)涉農(nóng)資金項(xiàng)目審批權(quán)限。改革項(xiàng)目管理法,加快項(xiàng)目實(shí)施和預(yù)算執(zhí)行,切實(shí)提高監(jiān)管水平。加強(qiáng)專項(xiàng)扶貧資金監(jiān)管,強(qiáng)化省、市兩級(jí)政府對(duì)資金和項(xiàng)目的監(jiān)督責(zé)任,縣級(jí)政府切實(shí)管好用好惠農(nóng)資金。盤(pán)活農(nóng)業(yè)結(jié)余資金和超規(guī)定期限的結(jié)轉(zhuǎn)資金,由同級(jí)預(yù)算統(tǒng)籌限時(shí)用于農(nóng)田水利等建設(shè)。”隨著我國(guó)財(cái)政收入逐年增加,我們需要合理的管理和使用財(cái)政惠農(nóng)專項(xiàng)資金,并把資金利用效率最大化。 本文擬從基層財(cái)政涉農(nóng)資金管理角度出發(fā),綜合歷年諸多學(xué)者的研究成果及國(guó)家相關(guān)部門(mén)的政策,力圖清晰明確地界定財(cái)政支農(nóng)資金的概念,通過(guò)對(duì)我國(guó)縣級(jí)政府財(cái)政支農(nóng)資金管理模式等方面的分析,在借鑒國(guó)內(nèi)外相關(guān)研究理論成果的基礎(chǔ)上,提出改進(jìn)我國(guó)縣級(jí)支農(nóng)專項(xiàng)資金使用管理的建議。本文按照提出問(wèn)題、分析問(wèn)題和解決問(wèn)題的邏輯思路,就縣級(jí)層面財(cái)政支農(nóng)資金的使用與管理展開(kāi)研究。著重闡述在我國(guó)財(cái)力有限的情況下,怎樣注重發(fā)揮資金效率,使國(guó)家財(cái)政支農(nóng)資金充分發(fā)揮應(yīng)有的作用。 本文引用了最新的數(shù)據(jù),列舉了大量的實(shí)例來(lái)分析、歸納和總結(jié)縣級(jí)政府財(cái)政支農(nóng)專項(xiàng)資金使用與管理中存在的問(wèn)題,進(jìn)而提出一系列合理的、具有可操作性政策建議。其中比較突出的問(wèn)題主要有以下四個(gè)方面:縣級(jí)惠農(nóng)資金管理缺乏控制;縣級(jí)惠農(nóng)專項(xiàng)資金使用的相關(guān)部門(mén)缺乏協(xié)調(diào);縣級(jí)惠農(nóng)專項(xiàng)資金運(yùn)行過(guò)程中資金耗損較大;缺少惠農(nóng)專項(xiàng)資金管理人才。同時(shí)進(jìn)行了原因分析,并提出了增強(qiáng)縣級(jí)財(cái)政部門(mén)對(duì)資金管理的控制、強(qiáng)化資金使用監(jiān)督、整合資金、建立約束機(jī)制、提高工作人員素質(zhì)等方面的建議。
[Abstract]:On January 19, 2014, China issued several opinions on comprehensively deepening rural reform and speeding up agricultural modernization. This is since China entered the 21st century. The first document of the 11th Central Committee on the issue of "agriculture, rural areas and farmers" stresses: "integrate and coordinate the use of agriculture-related funds, and steadily advance the clean-up and integration of agriculture-related funds from the financial budgeting process, and reform the examination and approval system for agricultural projects." To create conditions for gradually decentralizing the authority of the central and provincial governments for the examination and approval of agriculture-related funds, to reform the law on project management, to speed up the implementation of projects and budget implementation, to improve the level of supervision, to strengthen the supervision of special poverty alleviation funds, and to strengthen the provinces, The municipal governments at the two levels shall be responsible for the supervision of funds and projects, and the county-level governments shall effectively manage and make good use of the funds for the benefit of agriculture, and activate the surplus funds for agriculture and carry over funds beyond the prescribed time limit, With the increase of our country's fiscal revenue year by year, we need to manage and use the special fund of financial benefit and maximize the efficiency of fund utilization. In this paper, from the perspective of the management of grass-roots finance and agriculture-related funds, the author attempts to clearly define the concept of financial support for agriculture by synthesizing the research results of many scholars over the years and the policies of the relevant departments of the country. Based on the analysis of the mode of fund management of the county government financial support for agriculture in China, and on the basis of the relevant theoretical research results at home and abroad, the paper puts forward some suggestions for improving the use and management of the special fund for supporting agriculture at the county level in our country. This paper analyzes the logic of the problem and the solution to the problem, studies the use and management of the financial support fund for agriculture at the county level, and focuses on how to give full play to the efficiency of the fund under the circumstance of limited financial resources in our country. So that the national financial support for agriculture funds fully play their due role. This paper cites the latest data, enumerates a large number of examples to analyze, sum up and sum up the problems existing in the use and management of the special funds of county government finance to support agriculture, and then puts forward a series of reasonable, The main problems are as follows: lack of control on fund management in county level, lack of coordination between relevant departments in the use of special funds for farmers at county level, and lack of coordination among relevant departments in the use of special funds for the benefit of farmers at the county level. At the same time, the reasons are analyzed, and it is proposed to strengthen the control of the county financial department to the fund management and strengthen the supervision of the use of the funds. Integration of funds, the establishment of a restraint mechanism, improve the quality of staff and other aspects of the recommendations.
