基于泰爾指數(shù)的我國衛(wèi)生資源配置公平性分析

【摘要】:目的:對我國2007~2011年衛(wèi)生資源配置的公平性進行分析,發(fā)現(xiàn)存在問題,提出相應(yīng)的對策建議。方法:對我國衛(wèi)生資源配置變化情況進行一般統(tǒng)計描述;利用泰爾指數(shù)法分析我國衛(wèi)生資源配置的公平性,并計算各地區(qū)及地區(qū)間的貢獻率。結(jié)果:我國衛(wèi)生資源總量不斷增加,但地區(qū)間仍存在配置差距;衛(wèi)生資源配置公平性逐年改善;硬件資源公平性優(yōu)于人力資源;各地區(qū)內(nèi)部不公平性問題較嚴重,是影響我國衛(wèi)生資源配置公平性的主要因素。建議:縮小地區(qū)間衛(wèi)生資源總量的差距,著力解決醫(yī)護比倒置問題;改善人力資源配置的公平性,注重改善地區(qū)內(nèi)部的公平性;引導(dǎo)衛(wèi)生資源合理流動,促進供需平衡。
[Abstract]:Objective: to analyze the fairness of the allocation of health resources in China from 2007 to 2011, find out the existing problems, and put forward the corresponding countermeasures and suggestions. The equity of allocation of health resources in China was analyzed by using Tyr index method, and the contribution rate of different regions and regions was calculated. Results: the total amount of health resources in China is increasing, but there is still a gap in allocation between regions. The fairness of allocation of health resources has been improved year by year, the fairness of hardware resources is better than that of human resources, and the problem of unfairness in various regions is more serious. It is suggested that to narrow the gap of the total amount of health resources between regions, to solve the problem of health care ratio inversion, to improve the fairness of human resources allocation, and to pay attention to the fairness within the region. To guide the rational flow of health resources and promote the balance of supply and demand.
