中國(guó)申請(qǐng)國(guó)際排放控制區(qū)的成本研究(英文)

為控制船舶大氣污染,改善環(huán)境空氣質(zhì)量,2015年中國(guó)首次設(shè)立了珠三角、長(zhǎng)三角、環(huán)渤海(京津冀)水域船舶排放控制區(qū)。為滿足海洋環(huán)境保護(hù)委員會(huì)第70次會(huì)議中有關(guān)更嚴(yán)格的船舶排放控制的要求,中國(guó)擬于2030年設(shè)立經(jīng)國(guó)際海事組織審議通過(guò)的國(guó)際排放控制區(qū)。本文對(duì)現(xiàn)有的NOx及SOx減排技術(shù)進(jìn)行探討,對(duì)中國(guó)設(shè)立國(guó)際排放控制區(qū)給其航運(yùn)業(yè)帶來(lái)的減排成本進(jìn)行分析;谖墨I(xiàn)調(diào)研及數(shù)據(jù)分析,文章分別計(jì)算了使用低硫燃油、廢氣清洗系統(tǒng)(Exhaust Gas Cleaning Systems, EGCS)、選擇性催化還原技術(shù)(Selective Catalytic Reduction, SCR)、廢氣循環(huán)技術(shù)(Exhaust Gas Recirculation, EGR)四種傳統(tǒng)除氮除硫技術(shù)的減排成本。結(jié)果表明,使用低硫燃油為硫減排的最佳技術(shù)方案,安裝SCR為氮減排的最佳技術(shù)方案。除了傳統(tǒng)的減排技術(shù),本文還計(jì)算了使用岸電系統(tǒng)及LNG兩種綠色能源的減排成本。計(jì)算數(shù)據(jù)顯示,六種減排方案的減排成本分別為28.66億, 3.24億,10.71億, 4.02億, 2.32億和3.4億美元。
