基于核心專利的我國風(fēng)電產(chǎn)業(yè)專利戰(zhàn)略研究

【摘要】:我國的風(fēng)電產(chǎn)業(yè)起步較歐洲及美國等世界風(fēng)電大國晚很多,但是國家給予了風(fēng)電企業(yè)良好的扶持政策,我國風(fēng)電企業(yè)由此得到了井噴式發(fā)展。然而,快速發(fā)展的背后存在著許多問題,倘若得不到解決,我國風(fēng)電企業(yè)將無法走出中國走向世界。核心技術(shù)的匱乏使得我國風(fēng)電企業(yè)在政府取消了若干政策后,陷入瓶頸期。 本課題的目的在于結(jié)合我國風(fēng)電企業(yè)的實際情況對我國風(fēng)電產(chǎn)業(yè)專利戰(zhàn)略提出建議。對歐洲、美國等主要能源消耗大國及風(fēng)電發(fā)展領(lǐng)先的國家的科技創(chuàng)新體系、風(fēng)電產(chǎn)業(yè)運(yùn)作、技術(shù)專利分析等進(jìn)行對比研究。對風(fēng)電領(lǐng)域?qū)@麛?shù)據(jù)進(jìn)行搜集、統(tǒng)計、檢索、分析,并對風(fēng)電領(lǐng)域?qū)@墨I(xiàn)進(jìn)行布拉德福離散排列,得到風(fēng)電領(lǐng)域核心專利的IPC分類。通過對核心IPC分類的分析和洛特卡定律的應(yīng)用,找出擁有核心專利的企業(yè)權(quán)利人,,并對我國擁有核心專利的企業(yè)權(quán)利人進(jìn)行CHI記分牌分析,得到相應(yīng)的專利指標(biāo)。結(jié)合CHI分析所得專利指標(biāo),對被分析的風(fēng)電企業(yè)進(jìn)行SWOT模型的分析,得出企業(yè)的優(yōu)勢,劣勢,機(jī)遇以及威脅,結(jié)合企業(yè)自身情況進(jìn)行專利戰(zhàn)略的制定。通過對各國和地區(qū)的新能源政策的搜集和整理,比對專利分析結(jié)果可以推斷,政府政策的制定對風(fēng)電產(chǎn)業(yè)發(fā)展影響深遠(yuǎn),在戰(zhàn)略的制定時應(yīng)當(dāng)由政府與企業(yè)聯(lián)合起來,政府應(yīng)當(dāng)起到引導(dǎo)與監(jiān)督的作用。我國風(fēng)電企業(yè)存在著核心專利匱乏,研發(fā)投入不足等問題,應(yīng)當(dāng)加大研發(fā)投入,避免過度依賴合作開發(fā)的知識產(chǎn)權(quán)獲取模式,爭取通過外圍技術(shù)包圍核心專利的方式取得交叉許可,并通過優(yōu)質(zhì)的售后服務(wù)保持客戶群體。
[Abstract]:The wind power industry of our country starts much later than that of Europe and the United States, but the country gives good support policy to the wind power enterprise, thus the wind power enterprise of our country gets the blowout development. However, there are many problems behind the rapid development, if not solved, Chinese wind power enterprises will not be able to go out of China to the world. The lack of core technology makes wind power enterprises in our country get into a bottleneck period after the government cancels some policies. The purpose of this paper is to put forward some suggestions on the patent strategy of wind power industry in China according to the actual situation of wind power enterprises in China. This paper makes a comparative study on the scientific and technological innovation system, the operation of wind power industry and the analysis of technology patents in major energy consuming countries such as Europe and the United States and the countries leading wind power development. The patent data of wind power field are collected, counted, searched, analyzed, and the patent documents in wind power field are arranged separately by Bradford, and the IPC classification of core patents in wind power field is obtained. By analyzing the classification of core IPC and the application of Lotka's law, the author finds out the enterprise owner who owns the core patent, and analyzes the owner of the core patent in our country by CHI scoreboard, and obtains the corresponding patent index. Combined with the patent index obtained by CHI analysis, the SWOT model of the wind power enterprise is analyzed, and the advantages, disadvantages, opportunities and threats of the enterprise are obtained, and the patent strategy is formulated according to the situation of the enterprise itself. Through the collection and collation of the new energy policies of various countries and regions, compared with the patent analysis results, we can infer that the formulation of government policies has a profound impact on the development of wind power industry, and that the government and enterprises should unite in formulating the strategy. The government should play a leading and supervisory role. Wind power enterprises in our country have some problems such as lack of core patents and insufficient investment in R & D. We should increase R & D investment and avoid relying too much on the intellectual property acquisition mode of cooperative development. Strive to obtain cross-licensing through peripheral technology surrounding core patents and maintain customer base through high-quality after-sales service.
