【摘要】:隨著新型城鎮(zhèn)化的推進(jìn),村鎮(zhèn)建設(shè)開始注重集約化發(fā)展及低碳可持續(xù)發(fā)展。村鎮(zhèn)規(guī)劃也開始將生態(tài)環(huán)境作為重點方向,尤其是與村鎮(zhèn)生產(chǎn)生活息息相關(guān)的水系規(guī)劃。然而村鎮(zhèn)水系規(guī)劃發(fā)展現(xiàn)狀嚴(yán)重滯后,水系規(guī)劃規(guī)范相對缺乏。傳統(tǒng)城鎮(zhèn)化過程中對水系規(guī)劃的忽視,不僅導(dǎo)致村鎮(zhèn)居民生產(chǎn)生活不便,而且對水系生態(tài)環(huán)境及水土保持造成難以修復(fù)的破壞,由于防洪設(shè)施及對策落后,村鎮(zhèn)經(jīng)常遭受嚴(yán)重的生命財產(chǎn)損失。同時嚴(yán)寒地區(qū)村鎮(zhèn)由于區(qū)位及嚴(yán)峻的氣候條件,水系具有獨特的寒地特征,在水系規(guī)劃上有一定難度。本文通過對嚴(yán)寒地區(qū)村鎮(zhèn)水系規(guī)劃、水系生態(tài)環(huán)境保護(hù)規(guī)劃、濱水空間及景觀規(guī)劃以及水系整治與防災(zāi)等方面國內(nèi)外相關(guān)研究的綜述,明確了課題研究的必要性和可行性。選取嚴(yán)寒地區(qū)典型村鎮(zhèn)——雙泉鎮(zhèn)、綏陽鎮(zhèn)以及朗鄉(xiāng)鎮(zhèn)進(jìn)行實地調(diào)研,從水生態(tài)、水景觀及水安全等方面,概括了嚴(yán)寒地區(qū)村鎮(zhèn)水系規(guī)劃現(xiàn)狀和特殊性,歸納總結(jié)現(xiàn)存問題及制約因素。并針對現(xiàn)存問題,對嚴(yán)寒地區(qū)村鎮(zhèn)水系從布局、生態(tài)、景觀、安全四個維度進(jìn)行特征解析。村鎮(zhèn)與水系布局方面,深入分析了水系不同布局形式及區(qū)位對村鎮(zhèn)發(fā)展的影響;生態(tài)維度,從水系生態(tài)環(huán)境特征要素、水系生態(tài)安全格局、濱水開發(fā)控制及水污染等方面歸納出影響寒地水系生態(tài)的因素;景觀維度,研究分析了嚴(yán)寒地區(qū)村鎮(zhèn)水系景觀體系框架及景觀營造特點。安全維度,分析了嚴(yán)寒地區(qū)村鎮(zhèn)水安全的特征,對村鎮(zhèn)與城市的洪澇災(zāi)害特征做出比較分析,并從水系形態(tài)方面探討了對水安全的影響。最后,從村鎮(zhèn)與水系布局關(guān)系、水系生態(tài)環(huán)境保護(hù)、水系景觀開發(fā)利用、及水系防災(zāi)工程等方面提出了規(guī)劃的相應(yīng)規(guī)劃原則及策略。
[Abstract]:With the development of new urbanization, the construction of villages and towns begins to focus on intensive development and low-carbon sustainable development. Village and town planning also began to focus on the ecological environment, especially water system planning, which is closely related to the production and life of villages and towns. However, the status quo of water system planning in villages and towns lags behind seriously, and the regulations of water system planning are relatively lacking. The neglect of water system planning in the process of traditional urbanization not only leads to the inconvenient production and life of the residents in villages and towns, but also causes irreparable damage to the ecological environment of water system and soil and water conservation, because of the backwardness of flood control facilities and countermeasures. Villages and towns often suffer serious loss of life and property. At the same time, due to the location and severe climatic conditions, the water system has its unique cold features, and it is difficult to plan the water system. In this paper, the necessity and feasibility of the research on water system planning, water system ecological environment protection, waterfront space and landscape planning, water system renovation and disaster prevention are summarized. This paper selects the typical villages and towns in severe cold area-Shuangquan Town, Suiyang Town and Longlong Township for field investigation. From the aspects of water ecology, water landscape and water safety, the paper summarizes the present situation and particularity of water system planning of villages and towns in cold area. Summarize the existing problems and constraints. Aiming at the existing problems, this paper analyzes the characteristics of village and town water system in cold area from four dimensions: layout, ecology, landscape and security. In the aspect of village and water system layout, the influence of different water system layout and location on village and town development is deeply analyzed, the ecological dimension, the characteristic elements of water system ecological environment, the water system ecological security pattern, the ecological dimension of water system, and the ecological security pattern of water system are analyzed. In the aspects of waterfront exploitation and control and water pollution, the factors affecting the ecology of cold water system, the landscape dimension, and the landscape system framework and landscape construction characteristics of villages and towns in severe cold area were summarized. This paper analyzes the characteristics of water security in villages and towns in severe cold areas, makes a comparative analysis on the characteristics of flood disasters between towns and villages, and probes into the effects on water safety from the aspect of water system form. Finally, the corresponding planning principles and strategies are put forward from the aspects of the relationship between village and town and water system layout, the ecological environment protection of water system, the exploitation and utilization of water system landscape, and the water system disaster prevention engineering.
