【摘要】：精神狀態(tài)是建立在一定的經(jīng)濟(jì)社會(huì)發(fā)展基礎(chǔ)之上,反映經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顟B(tài)、結(jié)構(gòu)與趨勢(shì),影響經(jīng)濟(jì)社會(huì)發(fā)展目標(biāo)實(shí)現(xiàn)的精神綜合體。有什么樣的經(jīng)濟(jì)社會(huì)現(xiàn)狀,就會(huì)產(chǎn)生什么樣的精神狀態(tài);反之,建立什么樣的經(jīng)濟(jì)社會(huì)發(fā)展藍(lán)圖,就需要培育什么樣的精神狀態(tài)與之相適應(yīng)�！靶】怠笔枪糯枷爰颐枥L的社會(huì)理想模式,是普通百姓對(duì)富裕安定生活的美好向往。當(dāng)代中國(guó),小康社會(huì)是中國(guó)特色社會(huì)主義的階段性目標(biāo),是社會(huì)主義初級(jí)階段的一個(gè)重要發(fā)展階段,是實(shí)現(xiàn)中華民族偉大復(fù)興中國(guó)夢(mèng)的重要臺(tái)階,是實(shí)現(xiàn)國(guó)家富強(qiáng)、民族振興、人民幸福的美好愿景。小康社會(huì)精神狀態(tài)是立足當(dāng)代中國(guó)全面建成小康社會(huì)的時(shí)代背景,對(duì)執(zhí)政黨和全社會(huì)精神狀態(tài)的新要求。本文對(duì)小康社會(huì)精神狀態(tài)的研究除了在精神狀態(tài)基本理論部分涉及個(gè)體精神狀態(tài)的屬性、特征、形成機(jī)理等問(wèn)題,總體研究是闡述小康社會(huì)精神狀態(tài)的基本理論問(wèn)題;我國(guó)提出和推動(dòng)小康社會(huì)建設(shè)進(jìn)程中全黨、全社會(huì)精神狀態(tài)的發(fā)展變化,特別是全面建成小康社會(huì)決勝階段精神狀態(tài)方面的問(wèn)題;全面建成小康社會(huì)的精神狀態(tài)構(gòu)想和培育策略。本文包括引言部分、正文共五章以及結(jié)論,具體內(nèi)容如下:引言部分主要闡述了小康社會(huì)精神狀態(tài)論研究的緣起,相關(guān)問(wèn)題的研究現(xiàn)狀及評(píng)述,研究思路與研究?jī)r(jià)值等。第一章,重在解決小康社會(huì)精神狀態(tài)的基本理論問(wèn)題。本章首先從梳理“小康”的概念由來(lái)、語(yǔ)義變遷和現(xiàn)代理解,將“小康社會(huì)”的時(shí)間范疇限定在改革開(kāi)放以來(lái),伴隨著我國(guó)社會(huì)主義現(xiàn)代化建設(shè)的發(fā)展,提出的小康社會(huì)建設(shè)的各個(gè)歷史階段;其次,從詞源學(xué)和多學(xué)科應(yīng)用角度以及馬克思主義唯物史觀的理論闡釋,全面討論精神狀態(tài)的一般釋義和本文對(duì)精神狀態(tài)概念界定。全面揭示精神狀態(tài)的本質(zhì)、結(jié)構(gòu)及特征和功能。再次,通過(guò)對(duì)馬克思主義經(jīng)典作家的精神狀態(tài)理論做系統(tǒng)考察和通過(guò)梳理中西方思想家對(duì)未來(lái)理想社會(huì)設(shè)計(jì)的基本觀點(diǎn),從中發(fā)現(xiàn)與理想社會(huì)相匹配的精神狀態(tài)預(yù)期,從而論證一定的理想社會(huì)都伴隨著一定的精神狀態(tài)預(yù)期。第二章,本章論述了小康社會(huì)精神狀態(tài)的內(nèi)涵、結(jié)構(gòu)與功能。指出,小康社會(huì)精神狀態(tài)是與中國(guó)特色社會(huì)主義階段性特征與發(fā)展目標(biāo)相適應(yīng)的,集中反映中國(guó)共產(chǎn)黨的執(zhí)政目標(biāo)與全體社會(huì)成員共同利益的精神風(fēng)貌,是國(guó)家、民族精神狀態(tài)、執(zhí)政黨精神狀態(tài)與社會(huì)成員精神狀態(tài)的高度統(tǒng)一。小康社會(huì)精神狀態(tài)包括執(zhí)政黨的精神狀態(tài)和社會(huì)成員精神狀態(tài)。執(zhí)政黨的精神狀態(tài)主要表現(xiàn)為堅(jiān)定的理想信念、牢固的宗旨意識(shí)、高尚的道德情操、嚴(yán)明的紀(jì)律、敢于擔(dān)當(dāng)?shù)呢?zé)任意識(shí)和好學(xué)上進(jìn)的政治自覺(jué);社會(huì)成員的精神狀態(tài)主要表現(xiàn)為愛(ài)國(guó)敬業(yè)、誠(chéng)實(shí)勞動(dòng)、遵紀(jì)守法、艱苦奮斗、文明互助等。小康社會(huì)精神狀態(tài)是實(shí)現(xiàn)物質(zhì)小康和黨的建設(shè)、精神文明建設(shè)的精神動(dòng)力。第三章,本章從改革開(kāi)放以來(lái)我國(guó)建設(shè)小康社會(huì)各階段的經(jīng)濟(jì)、政治、文化發(fā)展特征和目標(biāo)入手,按照改革進(jìn)程順次探討了小康社會(huì)發(fā)展各階段社會(huì)精神狀態(tài)發(fā)生的變化,主要包括從小康目標(biāo)確定到“新三步走”戰(zhàn)略提出所經(jīng)歷的黨的工作重心轉(zhuǎn)移與精神禁錮破除,小康目標(biāo)提出與精神狀態(tài)確立,小康目標(biāo)的初步實(shí)現(xiàn)與社會(huì)風(fēng)氣改觀和市場(chǎng)經(jīng)濟(jì)體制的確立與觀念轉(zhuǎn)變,向總體小康跨越與精神狀態(tài)轉(zhuǎn)變,“新三步走”戰(zhàn)略與精神狀態(tài)提升等特征。論證了精神狀態(tài)與社會(huì)發(fā)展存在共進(jìn)關(guān)系,即一定的社會(huì)存在產(chǎn)生一定的精神狀態(tài),一定的社會(huì)存在也呼喚著特定的精神狀態(tài)。第四章,本章側(cè)重分析了黨員干部和社會(huì)成員精神狀態(tài)的突出問(wèn)題及成因。黨員干部精神狀態(tài)的核心問(wèn)題是精神懈怠,集中表現(xiàn)為理想信念不堅(jiān)定,公仆意識(shí)淡薄,學(xué)習(xí)意識(shí)和動(dòng)力不足,解放思想不力,形式主義、官僚主義、享樂(lè)主義、奢靡之風(fēng)等作風(fēng)問(wèn)題突出等,其成因主要是黨內(nèi)生活松散、學(xué)習(xí)風(fēng)氣不濃、黨內(nèi)和群眾監(jiān)督薄弱等影響。懷疑焦慮已成為當(dāng)今社會(huì)成員精神狀態(tài)問(wèn)題的時(shí)代癥候,表現(xiàn)為不斷蔓延的普遍懷疑的情緒、不斷增長(zhǎng)的階級(jí)矛盾沖突、不斷減弱的幸福感、不斷涌現(xiàn)的病態(tài)社會(huì)心理等,其成因主要是社會(huì)階層分化、利益分配差距過(guò)大、多元文化影響以及榜樣失范等。一些西方國(guó)家試圖以互聯(lián)網(wǎng)強(qiáng)大傳播力量為媒介、以黨政官員和學(xué)術(shù)精英為主要對(duì)象、以公眾普遍關(guān)注的問(wèn)題為焦點(diǎn),通過(guò)經(jīng)濟(jì)、政治、文化、新聞、娛樂(lè)等多種形式進(jìn)行全方位的意識(shí)形態(tài)滲透也是重要的影響因素。第五章,本章以中國(guó)共產(chǎn)黨精神狀態(tài)培育和提升的歷史經(jīng)驗(yàn)和黨的十八大以來(lái)全面建成小康社會(huì)的新目標(biāo)、新要求為依據(jù),提出了全面建成小康社會(huì)應(yīng)該具備的幾種精神狀態(tài),即高舉旗幟、堅(jiān)定不移的根本性精神狀態(tài),解放思想、改革開(kāi)放的驅(qū)動(dòng)性精神狀態(tài),凝聚力量、攻堅(jiān)克難的保障性精神狀態(tài)。并提出以黨的作風(fēng)建設(shè)為抓手提升執(zhí)政黨的精神狀態(tài),以社會(huì)主義核心價(jià)值觀培育為抓手優(yōu)化社會(huì)精神狀態(tài),以意識(shí)形態(tài)工作為核心筑牢國(guó)家精神根基,以國(guó)家治理現(xiàn)代化為牽引夯實(shí)精神狀態(tài)的制度基礎(chǔ)的培育策略。
