【摘要】：黨群關(guān)系問題歷來是黨的建設(shè)中一個重要問題，是關(guān)系著黨的事業(yè)興衰成敗和黨的生死存亡的根本政治問題。中國共產(chǎn)黨自成立以來，一直高度重視黨群關(guān)系問題。在新的歷史條件下，隨著改革開放地不斷深入，我國黨情、民情、社情都發(fā)生了廣泛而深刻的變化，黨群關(guān)系也面臨新情況、新問題。筆者通過歷史分析法、文獻(xiàn)研究法和理論聯(lián)系實(shí)踐的方法，對新時期黨群關(guān)系的建設(shè)進(jìn)行了探討，從理論上更加深刻地了解密切黨群關(guān)系的重要性；補(bǔ)充和發(fā)展馬克思主義黨群關(guān)系理論體系；有利于鞏固黨的執(zhí)政地位，提高黨的執(zhí)政能力；對切實(shí)維護(hù)群眾利益，緩和社會矛盾，密切黨群關(guān)系有一定的積極作用。 筆者首先從分析黨群關(guān)系的內(nèi)涵和本質(zhì)入手，梳理和總結(jié)了馬克思、恩格斯、列寧等經(jīng)典作家及中共幾代領(lǐng)導(dǎo)人對黨群關(guān)系理論的貢獻(xiàn)和發(fā)展，為本論文的研究奠定理論基礎(chǔ)；其次，分析了密切黨群關(guān)系的重要性，提出在新時期黨群關(guān)系出現(xiàn)的問題，包括人民群眾的切身利益難以得到保障、黨對群眾的向心力相對下降、黨群間利益矛盾凸顯、黨群間思想隔閡加深、黨群關(guān)系矛盾復(fù)雜化等，并從經(jīng)濟(jì)、政治及社會因素等方面分析了問題產(chǎn)生的原因；最后，筆者從堅持理論指導(dǎo)、發(fā)展經(jīng)濟(jì)基礎(chǔ)、加強(qiáng)黨的建設(shè)、完善制度建設(shè)和做好群眾工作等五個方面，，提出了加強(qiáng)新時期黨群關(guān)系建設(shè)的路徑。
[Abstract]:The relationship between the Party and the masses has always been an important issue in the construction of the Party. It is also a fundamental political issue related to the success or failure of the cause of the Party and the survival of the Party.Since the founding of the CPC, it has always attached great importance to the relationship between the Party and the masses.Under the new historical conditions, with the deepening of reform and opening up, the feelings of the Party, the people and the society have all undergone extensive and profound changes, and the relationship between the Party and the masses is also facing new situations and problems.The author discusses the construction of the relationship between the Party and the masses in the new period through the methods of historical analysis, literature research and the combination of theory and practice, so as to understand the importance of close relationship between the Party and the masses in theory.To supplement and develop the theoretical system of Marxist party-mass relations is conducive to consolidating the ruling position of the Party and improving its ruling ability; it has a certain positive effect on safeguarding the interests of the masses, easing social contradictions, and strengthening the relationship between the Party and the masses.The author begins with the analysis of the connotation and essence of the relationship between the Party and the masses, combs and summarizes the contributions and development of Marx, Engels, Lenin and other classical writers and leaders of the CPC to the theory of the relationship between the Party and the masses, so as to lay a theoretical foundation for the study of this paper.Secondly, it analyzes the importance of close relationship between the Party and the masses, and points out the problems that appear in the relationship between the Party and the masses in the new period, including the difficulty of protecting the vital interests of the people, the relative decline of the party's centripetal force towards the masses, and the prominent contradiction of interests between the parties and the masses.The ideological estrangement between the Party and the masses is deepened, the contradiction between the Party and the masses is complicated, and the causes of the problems are analyzed from the aspects of economic, political and social factors. Finally, the author insists on the theoretical guidance, develops the economic base, and strengthens the Party's construction.This paper puts forward the ways of strengthening the relationship between the Party and the masses in the new period from the five aspects of perfecting the system construction and doing the mass work well.
