【摘要】：隨著我國城鎮(zhèn)化的不斷推進(jìn)，地方債務(wù)規(guī)模也快速增長。由于我國財(cái)政體系和金融體制對地方政府融資的限制，各級地方政府紛紛組建地方融資平臺發(fā)行城投債，而這種城投債與國外的市政債券類似，但是又具有鮮明的中國特色。隨著我國地方債務(wù)危機(jī)的浮現(xiàn)，城投債一時間成了國際社會關(guān)注的焦點(diǎn)之一。本文將通過對美國、日本兩國的市政債券發(fā)行模式對比分析，，梳理我國城投債發(fā)展的軌跡，并結(jié)合某城投公司發(fā)行城投債的實(shí)際案例，探討我國城投債目前存在的問題以及目前地方政府以城投公司名義搭建融資平臺，發(fā)行城投債的方式進(jìn)行融資是否是我國解決地方政府城鎮(zhèn)化過程中資金問題較好的出路，在地方債務(wù)壓力較大的情況下，城投債這種發(fā)行模式應(yīng)如何作出調(diào)整等問題。
[Abstract]:With the continuous development of urbanization in China, the scale of local debt is also growing rapidly, due to the financial system and financial system of the local government financing constraints. Local governments at all levels have set up local financing platforms to issue city debt, which is similar to foreign municipal bonds, but also has distinct Chinese characteristics. With the emergence of local debt crisis in China. The city investment bond has become one of the focus of the international community for a while. This paper will comb the track of the development of the city bond through the comparative analysis of the two countries of the United States and Japan municipal bond issuance model. Combined with the actual case of a city investment company issuing city investment debt, this paper discusses the existing problems of the city investment debt in our country and the local government building financing platform in the name of the city investment company at present. Whether the way of issuing city investment debt financing is a good way to solve the problem of local government in the process of urbanization, in the case of local debt pressure. The city investment bond this kind of issue pattern should make the adjustment and so on question.
