【摘要】：地方政府融資平臺(tái)是特定歷史條件下的產(chǎn)物，從1984年十二屆三中全會(huì)通過(guò)《改革經(jīng)濟(jì)體制的決定》,城市經(jīng)濟(jì)體制改革正式開(kāi)始，以“放權(quán)讓利”、“利稅分流”、“政企分開(kāi)”等內(nèi)容為核心的改革措施逐步實(shí)施，中國(guó)市場(chǎng)經(jīng)濟(jì)的活力得到釋放，保持了經(jīng)濟(jì)速度高增長(zhǎng)的良好態(tài)勢(shì)。經(jīng)濟(jì)體制的改革是全面的、復(fù)雜的，其根本目的是實(shí)現(xiàn)市場(chǎng)在資源配置的基礎(chǔ)作用，但政府融資平臺(tái)的產(chǎn)生發(fā)展卻與我國(guó)地方政府在發(fā)展經(jīng)濟(jì)、改善民生、決策管理中的行政意圖緊密聯(lián)系，這是現(xiàn)實(shí)的需要。從1994年我國(guó)實(shí)行分稅制改革，地方稅與國(guó)家稅實(shí)現(xiàn)分開(kāi)收支管理，中央政府的財(cái)政實(shí)力得到增強(qiáng)，但地方政府在“事權(quán)”與“財(cái)權(quán)”上的不匹配，成為地方政府開(kāi)辟融資渠道的內(nèi)在動(dòng)因。在美國(guó)“次貸危機(jī)”的影響下，中央提出“四萬(wàn)億”經(jīng)濟(jì)振興計(jì)劃，但其中大部分資金需要地方政府自籌，為了填補(bǔ)資金空白，，各級(jí)地方政府把融資平臺(tái)公司作為重要工具，開(kāi)始了實(shí)質(zhì)性的探索實(shí)踐，而中央的默許和此后出臺(tái)的配套政策為其迅速發(fā)展壯大創(chuàng)造了客觀條件。 地方政府融資平臺(tái)在支持重點(diǎn)項(xiàng)目建設(shè)以及應(yīng)對(duì)國(guó)際金融危機(jī)沖擊中發(fā)揮了積極作用，特別是對(duì)于像青海等經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)，今后一定時(shí)期內(nèi)仍然將是撬動(dòng)社會(huì)資金支持地方實(shí)體經(jīng)濟(jì)發(fā)展的重要手段，但由于地方政府融資平臺(tái)債務(wù)不斷膨脹且運(yùn)作機(jī)制不夠規(guī)范，地方財(cái)政償債風(fēng)險(xiǎn)日益加大。如何實(shí)現(xiàn)地方政府融資平臺(tái)做實(shí)、做強(qiáng)，確保地方政府融資平臺(tái)的規(guī)范有序運(yùn)行，對(duì)于實(shí)現(xiàn)地方經(jīng)濟(jì)的平穩(wěn)較快發(fā)展、社會(huì)民生的安定有序和諧具有重要的現(xiàn)實(shí)意義。本文通過(guò)對(duì)相關(guān)政策解讀及青海地方政府融資平臺(tái)現(xiàn)狀的分析，梳理了地方政府融資平臺(tái)的發(fā)展脈絡(luò)，揭示了地方政府融資平臺(tái)存在的影響因素及突出問(wèn)題，結(jié)合收集了解的相關(guān)數(shù)據(jù)建立Logistic模型，提出了壓力測(cè)試的設(shè)想并進(jìn)行了定量實(shí)證分析，進(jìn)而提出加快推動(dòng)地方政府融資平臺(tái)公司建設(shè)，探索建立新的融資機(jī)制等政策建議。
[Abstract]:The local government financing platform is the product under the specific historical conditions. Since 1984, the third Plenary session of the 12 Central Committee adopted the "decision on reforming the Economic system", and the reform of the urban economic system formally began, with the "decentralization of power and profit". The reform measures, such as "separation of profits and taxes" and "separation of government and enterprises", have been gradually implemented, and the vitality of China's market economy has been released. The reform of the economic system is comprehensive and complex, and its fundamental purpose is to realize the fundamental role of the market in the allocation of resources. However, the emergence and development of government financing platform is closely related to the administrative intention of local governments in developing economy, improving people's livelihood and making decisions and management. The local tax and the state tax realize separate revenue and expenditure management, the central government's financial strength is strengthened, but the local government's mismatch in the "administrative power" and "the financial power". Under the influence of the "subprime mortgage crisis" in the United States, the central government put forward the "4 tillion" economic revitalization plan, but most of the funds need to be raised by the local government. In order to fill the fund gap, local governments at all levels of financing platform companies as an important tool, began substantive exploration practice. And the acquiescence of the central government and the supporting policies issued since then created objective conditions for its rapid development and growth. Local government financing platforms have played an active role in supporting key projects and responding to the impact of the international financial crisis, especially in economically underdeveloped areas such as Qinghai. In the future, it will still be an important means to leverage social funds to support the development of local real economy, but the debt of local government financing platform is expanding and the operating mechanism is not standardized. How to realize the local government financing platform to do, strengthen, ensure the standard and orderly operation of the local government financing platform, to achieve the smooth and rapid development of local economy. The stability and harmony of people's livelihood is of great practical significance. Through the analysis of relevant policies and the current situation of Qinghai local government financing platform, this paper combs the development of local government financing platform. This paper reveals the influencing factors and outstanding problems of the local government financing platform, establishes the Logistic model combined with the relevant data collected and understands, puts forward the assumption of the stress test and carries on the quantitative empirical analysis. Then it puts forward some policy suggestions such as speeding up the construction of local government financing platform and exploring the establishment of new financing mechanism.
