【摘要】：鐵嶺蓮花湖國家濕地公園,面積2442公頃,公園由濕地和景觀區(qū)組成,濕地面積達(dá)到1500公頃,濕地內(nèi)分布著河流、田地、湖泊。每年七、八月份荷花盛開,為蓮花湖濕地公園增添了無限色彩。 面臨著蓮花湖濕地公園得天獨(dú)厚的自然生態(tài)資源和全國各地旅游業(yè)蓬勃發(fā)展的形勢,鐵嶺市的決策者把蓮花湖濕地的旅游業(yè)開發(fā)放在了引進(jìn)大型旅游項(xiàng)目,相比較其他開發(fā)旅游資源的方式,引進(jìn)項(xiàng)目是最快捷、最直接的方法。通過對自身?xiàng)l件的綜合分析,和對投資商的選擇,鐵嶺市決定在蓮花湖濕地引進(jìn)環(huán)球侏羅紀(jì)樂園項(xiàng)目。環(huán)球侏羅紀(jì)樂園項(xiàng)目的投資方是馬來西亞建榮集團(tuán),建榮集團(tuán)看中了蓮花湖濕地較好的自然生態(tài)資源條件和鐵嶺新城未來發(fā)展的廣闊空間,為此鐵嶺市政府和建榮集團(tuán)進(jìn)行了多次對接,省領(lǐng)導(dǎo)和市領(lǐng)導(dǎo)在多種場合對項(xiàng)目進(jìn)行了推進(jìn),雙方也對項(xiàng)目的具體問題進(jìn)行了對接,并且都進(jìn)行了相信的論證。市政府比較看中旅游項(xiàng)目能實(shí)現(xiàn)對濕地生態(tài)資源的保護(hù)和開發(fā),看中生態(tài)效益和項(xiàng)目的提升的旅游業(yè)整體形象和對整個(gè)旅游市場的較大影響力。建榮集團(tuán)看中經(jīng)濟(jì)效益,尤其是項(xiàng)目的短期收益。為此雙方不斷調(diào)整自己的談判思路和利益述求,都在不同層面和通過不同方式努力爭取自己利益的最大化。政府和投資方都無法擺脫對方的吸引力,也都無法給對方一錘定音的承諾,雙方在利益和矛盾中糾結(jié)著,項(xiàng)目的談判工作久拖不決,項(xiàng)目遲遲不能落地開工。 本文通過對這個(gè)案例的研究,闡述了旅游項(xiàng)目開發(fā)的原理,論證了政府和企業(yè)在旅游項(xiàng)目招商中的各種要素和考慮,得出了在蓮花湖濕地公園進(jìn)行旅游項(xiàng)目招商的方法,并提出了具體實(shí)施建議。
[Abstract]:Tieling Lotus Lake National Wetland Park, with an area of 2442 hectares, consists of wetlands and landscape areas, with an area of 1500 hectares of wetlands, with rivers, fields and lakes distributed in the wetlands. Lotus blooms in July and August each year, adding unlimited color to the Lotus Lake Wetland Park. Faced with the unique natural ecological resources of Lianhua Lake Wetland Park and the booming situation of tourism in various parts of the country, the decision makers in Tieling City put the development of the Lianhua Lake wetland on the introduction of large-scale tourism projects. Compared with other ways of developing tourism resources, the introduction of projects is the quickest and most direct way. Through the comprehensive analysis of its own conditions and the choice of investors, Tieling city decided to introduce the Universal Jurassic Paradise Project in the Lianhua Lake wetland. The global Jurassic Paradise project is funded by the Malaysian Jianrong Group, which sees the better natural and ecological conditions of the Lianhua Lake wetland and the vast space for the future development of Tieling New City. For this reason, Tieling City Government and Jianrong Group have docked many times, provincial leaders and city leaders have pushed the project forward on many occasions, both sides have also docked the specific problems of the project, and have carried out a convincing demonstration. Compared with the tourism projects, the municipal government can realize the protection and development of wetland ecological resources, and the overall image of tourism industry and the great influence on the whole tourism market. Jianrong Group is interested in economic benefits, especially in the short-term benefits of the project. Therefore, both sides constantly adjust their negotiation ideas and interests, and strive to maximize their interests at different levels and through different ways. Neither the government nor the investors can shake off the attraction of the other side, nor can they give each other a firm commitment. The two sides are struggling with interests and contradictions, and the negotiation of the project has been delayed, and the project has been delayed to start. Through the study of this case, this paper expounds the principle of tourism project development, demonstrates the various factors and considerations of government and enterprise in attracting investment in tourism project, and obtains the method of attracting investment by tourism project in Lianhua Lake Wetland Park. And put forward the concrete implementation suggestion.
