【摘要】：隨著我國經(jīng)濟的快速發(fā)展和城市化進程的加快,電梯數(shù)量迅速增長。電梯廣泛應(yīng)用于經(jīng)濟建設(shè)和人民生活的各個領(lǐng)域,其數(shù)量的增長帶來了安全問題。近年來電梯事故頻發(fā),電梯安全問題得到社會的廣泛關(guān)注。如何對電梯安全進行有效監(jiān)管成為政府工作的一項新課題。目前,我國已基本建立對電梯生產(chǎn)、使用、維護保養(yǎng)等環(huán)節(jié)的全過程監(jiān)管體系,但隨著電梯數(shù)量的不斷增多和社會環(huán)境的變化,該監(jiān)管體系亟需完善。本文通過文獻研究、個案訪談、調(diào)查研究等多種研究方法,對電梯生產(chǎn)、使用、維護保養(yǎng)、監(jiān)督管理環(huán)節(jié)進行全面調(diào)查分析,梳理出上海市電梯安全監(jiān)管中存在的主要問題,包括:政府沒有建立合理的電梯生產(chǎn)單位退出機制,政府對電梯相關(guān)法律法規(guī)、安全乘用知識的宣傳工作不夠,政府對電梯維保單位的監(jiān)管力度不夠,政府電梯安全監(jiān)管人員數(shù)量與電梯數(shù)量不匹配,電梯安全監(jiān)管規(guī)章有待完善等。最后本文運用新公共服務(wù)理論和政府干預(yù)理論,借鑒國內(nèi)外電梯安全監(jiān)管經(jīng)驗,從完善電梯生產(chǎn)單位退出機制、加強電梯安全使用宣傳、加強監(jiān)管針對性、推進政府機構(gòu)改革、完善電梯監(jiān)管地方規(guī)章等方面對上海市電梯安全政府監(jiān)管提出建議,希望以此預(yù)防和減少電梯事故的發(fā)生。
[Abstract]:With the rapid development of economy and the acceleration of urbanization, the number of elevators is increasing rapidly. Elevator is widely used in various fields of economic construction and people's life. In recent years, elevator accidents occur frequently, elevator safety has been widely concerned by the society. How to supervise elevator safety effectively becomes a new task for government. At present, China has basically established the whole process supervision system of elevator production, use, maintenance and other links, but with the increasing number of elevators and the changes of social environment, the supervision system needs to be improved. Through literature research, case interview, investigation and research and other research methods, this paper makes a comprehensive investigation and analysis of elevator production, use, maintenance, supervision and management, and combs out the main problems existing in elevator safety supervision in Shanghai. These include: the government has not established a reasonable exit mechanism for elevator production units, the government has not done enough publicity work on elevator related laws and regulations, the propaganda of safety travel knowledge, and the government's supervision of elevator maintenance and protection units is not strong enough. The number of government elevator safety supervisors does not match the number of elevators, and the regulations of elevator safety supervision need to be improved. Finally, this paper uses the new public service theory and the government intervention theory, draws lessons from the domestic and foreign elevator safety supervision experience, from consummates the elevator production unit withdrawal mechanism, strengthens the elevator safety use propaganda, strengthens the supervision pertinence, promotes the government organization reform. In order to prevent and reduce the occurrence of elevator accidents, the author puts forward some suggestions on the supervision of elevator safety in Shanghai from the aspects of perfecting local regulations of elevator supervision and so on.
