【摘要】：農(nóng)村發(fā)展與鄉(xiāng)村規(guī)劃建設(shè)歷來是國家層面的重大戰(zhàn)略問題。近年來廣州中心城區(qū)的轉(zhuǎn)型升級以及廣州城市發(fā)展的“東拓”戰(zhàn)略對增城村莊建設(shè)與發(fā)展、村莊重構(gòu)與轉(zhuǎn)型產(chǎn)生重大影響。鑒于增城村莊地區(qū)地理區(qū)位與所處經(jīng)濟社會發(fā)展階段、城鄉(xiāng)關(guān)系的特殊性與代表性,有必要從城鄉(xiāng)互動的角度對村莊發(fā)展與村莊規(guī)劃建設(shè)的相關(guān)理論機制進行系統(tǒng)性研究,以尋求符合大都市郊區(qū)發(fā)展特點的村莊規(guī)劃體系。本論文從回溯大都市區(qū)村落的演化發(fā)展歷程入手,對大都市郊區(qū)村莊在快速城市化影響下的發(fā)展特征及演化規(guī)律進行了總結(jié),并重點對大都市郊區(qū)村莊用地轉(zhuǎn)型以及快速城市化推動下的村莊用地矛盾進行了具體分析,然后從城鄉(xiāng)統(tǒng)籌的視角提出了大都市郊區(qū)村莊發(fā)展與城鄉(xiāng)關(guān)系的新內(nèi)涵。接著,在對村莊規(guī)劃體系建設(shè)發(fā)展歷程認知和村莊規(guī)劃內(nèi)涵深入審視的基礎(chǔ)上,提出了村莊規(guī)劃的新內(nèi)涵,構(gòu)架了村莊布點規(guī)劃(系統(tǒng))和村莊綜合規(guī)劃(個體)雙層次模式的村莊規(guī)劃新體系,并從技術(shù)路徑、內(nèi)容體系等方面進行了新體系模式的深入建構(gòu)與闡述。在研究方法上,本文采用原野調(diào)查、文獻參考以及理論與實證相結(jié)合的方式,并綜合運用GIS、統(tǒng)計分析等空間計量手段測算村莊現(xiàn)狀基礎(chǔ)和發(fā)展?jié)摿?通過城鄉(xiāng)規(guī)劃理論研究和增城村莊規(guī)劃的經(jīng)驗總結(jié),為大都市郊區(qū)村莊規(guī)劃提供理論支撐和實踐指導(dǎo)�；�于此,本論文以增城為例探討了大都市郊區(qū)村莊規(guī)劃建設(shè)中的制度創(chuàng)新與方法革新。通過分析增城轄區(qū)內(nèi)村莊的歷史發(fā)展路徑、現(xiàn)狀問題以及未來發(fā)展趨勢,探討大都市城鄉(xiāng)關(guān)系對村莊發(fā)展的作用機制。在系統(tǒng)梳理增城村莊發(fā)展基礎(chǔ)和土地利用特征的基礎(chǔ)上,分析了增城當(dāng)前村莊發(fā)展各類土地問題背后的原因機制。提出村莊規(guī)劃應(yīng)首先以平衡農(nóng)村土地利益關(guān)系(包括城市利益與農(nóng)村利益、農(nóng)村內(nèi)部各種利益)為出發(fā)點,通過控制性約束和彈性規(guī)劃引導(dǎo)相結(jié)合的方式,統(tǒng)籌配置,實現(xiàn)村莊土地利益結(jié)構(gòu)平衡和空間利用結(jié)構(gòu)優(yōu)化。根據(jù)村莊受到城市化影響程度的不同,將大都市郊區(qū)村莊發(fā)展模式歸納為“完全城市化地區(qū)村莊”、“城市化過渡地區(qū)村莊”和“非城市化地區(qū)村莊”三種類型,并提出不同類型村莊差異化的規(guī)劃指引。通過對增城村莊規(guī)劃發(fā)展的實證案例研究,歸納總結(jié)了當(dāng)前村莊規(guī)劃存在的關(guān)鍵土地問題及原因,一是規(guī)劃無法解決村莊建設(shè)/非建設(shè)用地的用途管制問題；二是規(guī)劃無法明確村莊地域范圍內(nèi)各類土地使用的空間范圍界定；三是規(guī)劃未能充分考慮到農(nóng)村集體建設(shè)用地使用權(quán)與所有權(quán)的特殊性。在此基礎(chǔ)上,從村莊布點規(guī)劃、村域綜合規(guī)劃兩個層次,對增城村莊規(guī)劃編制實施進行創(chuàng)新探索。最后,通過對村莊規(guī)劃的本質(zhì)和問題表現(xiàn)的分析,從規(guī)劃理念、規(guī)劃方法、規(guī)劃內(nèi)容和規(guī)劃實施等方面分析了村莊規(guī)劃的實施機制,并由此提出以增城為例的大都市郊區(qū)村莊空間調(diào)整和改造的規(guī)劃指引建議。
[Abstract]:Rural development and rural planning and construction have always been a major strategic problem at the national level. In recent years, the transformation and upgrading of Guangzhou central city and the "East extension" strategy of Guangzhou's urban development have a great influence on the construction and development of Zengcheng village, the reconstruction and transformation of villages. In view of the geographical location and economic and social development in the village of Zengcheng In the stage, the particularity and representativeness of urban and rural relations, it is necessary to systematically study the relevant theoretical mechanism of village development and village planning and construction from the perspective of urban and rural interaction in order to seek the village planning system which is in line with the characteristics of the development of the suburbs of the metropolis. The development characteristics and evolution laws of the district villages under the influence of rapid urbanization are summarized, and a specific analysis is made on the rural land use contradiction under the transformation of the land use in the suburbs of the metropolis and the rapid urbanization, and then the new connotation of the relationship between the rural development and the urban and rural areas is put forward from the perspective of urban and rural overall planning. On the basis of thorough examination of the cognition of the development process of village planning system construction and the connotation of village planning, the new connotation of village planning is put forward, the new system of village planning is constructed by the village layout planning (system) and the village comprehensive planning (individual), and the new system model is carried out from the technical path and the content system. In the research method, this paper uses field survey, literature reference and the combination of theory and demonstration, and uses GIS, statistical analysis and other spatial measurement methods to calculate the basic and development potential of village status, and through the study of urban and rural planning theory and the experience of Zengcheng village planning, it is the suburban area. The planning of district villages provides theoretical support and practical guidance. Based on this, this paper takes Zengcheng as an example to explore the system innovation and method innovation in the planning and construction of the suburbs of metropolis. Through the analysis of the historical development path, current situation and future development trend of villages in Zengcheng Prefecture, this paper discusses the development of the urban and rural relations in the metropolis. On the basis of systematically combing the development foundation of Zengcheng village and the characteristics of land use, this paper analyzes the cause mechanism behind the development of various kinds of land problems in the current villages in Zengcheng, and proposes that the village planning should first take the balance of the rural land interests (including the urban interests and the rural interests and the various interests in the rural areas) as the starting point and the control of the rural land. According to the difference of the influence degree of the village under the urbanization, the development pattern of the suburb village is summed up as "the village of the completely urbanized area", "the village in the urbanization transition area" and "the non". Three types of villages in the urbanization area, and the planning guidelines for different types of villages are put forward. Through the empirical case study on the development of Zengcheng village planning and development, the key problems and reasons for the current village planning are summarized and summarized. One is that the planning can not solve the problem of the use control of the construction / non construction land of the village; two is the regulation. It is impossible to define the scope of the spatial scope of all kinds of land use within the area of the village; three is the special nature of the planning failed to take full account of the rights and ownership of the rural collective construction land. On this basis, from the village layout planning and the village comprehensive planning two levels, the implementation of Zengcheng village planning and implementation is innovated. Finally, Through the analysis of the essence and the problem of the village planning, this paper analyzes the implementation mechanism of village planning from the aspects of planning concept, planning method, planning content and planning implementation, and puts forward the proposal of planning guidance for the adjustment and reform of the village space in the suburb of the metropolis with Zengcheng as an example.
