【摘要】：生態(tài)補償項目建設是我國生態(tài)脆弱地區(qū)進行生態(tài)治理和生態(tài)環(huán)境恢復的一個重要組成部分。黨的十八大把生態(tài)文明建設放在突出地位,并明確指出建立健全生態(tài)補償機制,是建設生態(tài)文明的重要制度保障。雖然截至目前生態(tài)補償治理取得了一定的成果,但仍任重而道遠。生態(tài)補償的資金需求與供給之間的差距成為生態(tài)補償項目建設發(fā)展的主要阻礙。傳統(tǒng)的補償途徑已經不能滿足經濟發(fā)展的需要,生態(tài)補償途徑必須做出創(chuàng)新。在目前生態(tài)補償途徑的分析中政府途徑的縱向轉移支付以及橫向轉移占據很大比例,生態(tài)金融的功能沒有被充分利用起來。筆者從目前已經存在的金融工具出發(fā),探究可用于生態(tài)補償領域的金融工具類型,結合具體的案例分析金融工具對生態(tài)補償的作用。本文首先對國內外生態(tài)補償以及生態(tài)金融的理論研究做出梳理總結,在此基礎上分析了當前政府途徑以及市場途徑補償的現(xiàn)狀以及存在的問題,隨后對金融途徑的補償做出可行性和必要性的分析。隨后介紹金融工具的類型,在此基礎上選擇特定的創(chuàng)新工具解決生態(tài)補償所面臨的問題。接著結合大理洱海案例分析上述金融工具在具體案例中的應用。最后結合PPP模式探討出洱海流域生態(tài)補償的運營模式。文章最后從健全碳交易市場、加強政策支持以及人才建設等方面提出相關建議。
[Abstract]:The construction of ecological compensation project is an important part of ecological management and ecological environment restoration in China's ecologically fragile areas. The Party's 18 major ecological civilization construction is placed in a prominent position, and it is pointed out clearly that the establishment and improvement of ecological compensation mechanism. Is an important institutional guarantee for the construction of ecological civilization. Although up to now, some achievements have been made in ecological compensation and governance. However, there is still a long way to go. The gap between the demand for funds and the supply of ecological compensation has become a major obstacle to the development of ecological compensation projects. The traditional ways of compensation can no longer meet the needs of economic development. The ecological compensation path must be innovated. In the analysis of the ecological compensation path, the vertical transfer payment and the horizontal transfer of the government approach occupy a large proportion. The function of ecological finance has not been fully utilized. Based on the existing financial instruments, the author explores the types of financial instruments that can be used in the field of ecological compensation. Combined with specific cases to analyze the role of financial instruments on ecological compensation. Firstly, this paper summarizes the theoretical research of ecological compensation and ecological finance at home and abroad. On this basis, the paper analyzes the current situation and existing problems of government and market compensation, and then analyzes the feasibility and necessity of financial compensation. Then it introduces the types of financial instruments. On the basis of this, special innovative tools are selected to solve the problems of ecological compensation. Then the application of the above mentioned financial instruments in specific cases is analyzed with the case of Dali Erhai Lake. Finally, combining with the PPP model, the paper discusses the ecological problems of Erhai Lake Basin. Finally, from the sound carbon trading market, Strengthen policy support and talent construction and other aspects of the relevant recommendations.
