【摘要】：京津冀協(xié)同發(fā)展戰(zhàn)略的提出為三地金融支持科技創(chuàng)新的協(xié)同發(fā)展提供了良好的政策支持。立足于京津冀三地科技創(chuàng)新現(xiàn)狀,從三地資源差異、合作意識、支持力度等方面分析金融支持三地科技創(chuàng)新協(xié)同發(fā)展中存在的問題;并通過探討長三角、珠三角和臺灣地區(qū)金融支持科技創(chuàng)新的經(jīng)驗(yàn),以及從政策法規(guī)、金融支持機(jī)構(gòu)、風(fēng)險(xiǎn)投資方面對比分析美國、德國、日本和以色列等發(fā)達(dá)國家關(guān)于金融支持科技創(chuàng)新的經(jīng)驗(yàn)和做法,提出京津冀三地金融應(yīng)從加強(qiáng)區(qū)域頂層設(shè)計(jì)、堅(jiān)持政府推動與市場運(yùn)作相結(jié)合、強(qiáng)化京津冀科技創(chuàng)新和金融支持的匹配與互動、構(gòu)建科技創(chuàng)新和金融創(chuàng)新"雙中心"的對策建議。
[Abstract]:The development strategy of Beijing-Tianjin-Hebei cooperation provides a good policy support for the coordinated development of science and technology innovation in the three regions, based on the status quo of scientific and technological innovation in the three places, and from the differences of resources among the three places and the sense of cooperation. This paper analyzes the problems existing in the coordinated development of science and technology innovation in the three places supported by financial support from the aspects of support strength and so on. And through the Yangtze River Delta, the Pearl River Delta and Taiwan financial support technology innovation experience, and from the policies and regulations, financial support institutions, venture capital aspects of comparative analysis of the United States, Germany. Japan and Israel and other developed countries on the financial support of science and technology innovation experience and practice, proposed that the Beijing-Tianjin-Hebei finance should strengthen the top-level design of the region, adhere to the combination of government promotion and market operation. To strengthen the matching and interaction of scientific and technological innovation and financial support between Beijing, Tianjin and Hebei, and to construct the "dual center" of scientific and technological innovation and financial innovation.
