【摘要】：近幾年來,隨著國(guó)家電力建設(shè)速度放緩,以及制造廠家快速擴(kuò)張,中國(guó)的電力變壓器市場(chǎng)已出現(xiàn)嚴(yán)重的供過于求的跡象。一些廠家已經(jīng)開始擴(kuò)大其銷售足跡至海外。C公司生產(chǎn)的電力變壓器以內(nèi)銷為主,第一次自主接到井噴式的海外訂單。某變壓器出口項(xiàng)目的執(zhí)行過程中遇到了許多問題,針對(duì)該出口項(xiàng)目出現(xiàn)的若干問題展開研究,如何提高出口項(xiàng)目進(jìn)度管理水平,尤其是提高項(xiàng)目進(jìn)度計(jì)劃與控制水平,是本文的主要研究方向。本文運(yùn)用案例研究方法,對(duì)C公司出口澳大利亞一臺(tái)電力變壓器項(xiàng)目遇到的進(jìn)度拖期典型問題進(jìn)行研究。案例描述了六個(gè)導(dǎo)致進(jìn)度拖延的典型問題,如信息確認(rèn)延誤問題,設(shè)計(jì)方案多次變更導(dǎo)致延誤問題,油漆采購(gòu)延誤問題,在澳大利亞境內(nèi)的運(yùn)輸延誤問題,變壓器現(xiàn)場(chǎng)油箱起泡處理導(dǎo)致延誤問題,物品遺留在油箱內(nèi)處理導(dǎo)致延誤問題。在對(duì)比了內(nèi)銷項(xiàng)目與出口項(xiàng)目的不同點(diǎn)之后,結(jié)合項(xiàng)目管理、項(xiàng)目組織結(jié)構(gòu)管理、項(xiàng)目計(jì)劃與控制以及工作分解結(jié)構(gòu)等理論,分析造成案例進(jìn)度拖期的主要原因是組織結(jié)構(gòu)制約,項(xiàng)目進(jìn)度計(jì)劃滯后和沒有彈性,工作分解結(jié)構(gòu)缺失,項(xiàng)目進(jìn)度控制不力等。為了解決以上的問題,提出了解決對(duì)策與建議：調(diào)整組織結(jié)構(gòu),優(yōu)化項(xiàng)目進(jìn)度計(jì)劃,工作分解與落實(shí),改進(jìn)項(xiàng)目進(jìn)度控制。從不成功的案例中吸取教訓(xùn),總結(jié)經(jīng)驗(yàn),C公司的電力變壓器出口項(xiàng)目進(jìn)度管理有了明顯的改善。
[Abstract]:China's power transformer market has shown signs of a severe oversupply in recent years, with the country's power construction slowing and manufacturers expanding rapidly.Some manufacturers have begun to expand their sales footprint to overseas. C power transformers mainly domestic sales, for the first time to receive blowout overseas orders.Many problems have been encountered in the execution of a transformer export project. In view of some problems in the export project, how to improve the progress management level of the export project, especially the project schedule and control level, is studied.Is the main research direction of this paper.In this paper, a case study method is used to study the typical problem of schedule delay encountered in a power transformer project exported to Australia by C Company.The case describes six typical problems that lead to delays in progress, such as information confirmation delays, delays in design changes, delays in paint procurement, transportation delays in Australia,The blistering treatment of the oil tank in the transformer field caused the delay problem, and the items left in the tank caused the delay problem.After comparing the differences between domestic and export projects, combining the theories of project management, project organization structure management, project planning and control, and work breakdown structure, etc.The main reasons for the delay in the progress of the case are the restriction of the organizational structure, the lag and inelasticity of the project schedule, the lack of the work breakdown structure, the lack of the control of the project schedule, and so on.In order to solve the above problems, the countermeasures and suggestions are put forward: adjusting the organizational structure, optimizing the project schedule, decomposing and implementing the work, and improving the project schedule control.Drawing lessons from unsuccessful cases, summing up the experience of power transformer export project schedule management in C company has improved obviously.
