21世紀(jì)日本新能源戰(zhàn)略及對(duì)中國(guó)的啟示

【摘要】：科學(xué)技術(shù)的飛速發(fā)展所帶來(lái)的人口問(wèn)題、環(huán)境問(wèn)題、資源問(wèn)題等日益深化,成為人類(lèi)文明發(fā)展的重要阻礙。其中,與我們基本生活緊密相關(guān)的能源問(wèn)題,不僅深刻涵蓋了上述三個(gè)問(wèn)題,而且時(shí)刻存在于經(jīng)濟(jì)形勢(shì)變化中、地區(qū)海域沖突中、國(guó)家核能建設(shè)中、環(huán)境污染以及溫室效應(yīng)等問(wèn)題中,這些問(wèn)題都成為人類(lèi)實(shí)現(xiàn)可持續(xù)發(fā)展所必須面對(duì)和解決的基本課題。二戰(zhàn)以來(lái),日本能源戰(zhàn)略經(jīng)歷了“供應(yīng)——需求——危機(jī)——穩(wěn)定”四個(gè)階段的發(fā)展變化。21世紀(jì),面對(duì)廣大發(fā)展中國(guó)家人口劇增、世界各國(guó)經(jīng)濟(jì)快速發(fā)展、國(guó)際能源需求持續(xù)增長(zhǎng)、國(guó)際金融危機(jī)廣泛化等問(wèn)題的出現(xiàn),在亞洲以中國(guó)、日本等為中心的各能源需求國(guó),都實(shí)行了各個(gè)層面的能源政策調(diào)整。日本作為重要的亞洲大國(guó),受地緣關(guān)系影響,其能源政策的變化,必將影響到整個(gè)亞洲乃至世界能源的穩(wěn)定和發(fā)展。21世紀(jì)日本新能源戰(zhàn)略是世界能源戰(zhàn)略的重要組成部分,其政策傾向和形成原因,是分析未來(lái)亞太能源形勢(shì)及國(guó)際能源格局的重要立足點(diǎn),也是大國(guó)關(guān)系形成的重要影響因素之一,對(duì)中日關(guān)系及中國(guó)能源政策傾向有著重要的借鑒意義。因此,本文以21世紀(jì)國(guó)際能源形勢(shì)以及未來(lái)能源發(fā)展預(yù)測(cè)為基本研究背景,以不同時(shí)期日本能源戰(zhàn)略發(fā)展演變?yōu)閷?dǎo)線(xiàn),圍繞日本新能源形勢(shì)和能源政策,分析了其在國(guó)家能源戰(zhàn)略提出中的基本作用。在第一章中,主要對(duì)21世紀(jì)日本能源戰(zhàn)略的提出背景作了闡述,包括國(guó)內(nèi)外市場(chǎng)結(jié)構(gòu)的變動(dòng)、政治地緣環(huán)境的現(xiàn)實(shí)發(fā)展以及新能源戰(zhàn)略的地區(qū)認(rèn)同等；第二章重點(diǎn)分析了新能源戰(zhàn)略的主要內(nèi)容,包括基本視點(diǎn)、主要目標(biāo)、具體措施和形成原因；第三章結(jié)合國(guó)內(nèi)外形勢(shì),探討了日本新能源戰(zhàn)略對(duì)世界其他國(guó)家國(guó)際格局、國(guó)際環(huán)境、大國(guó)關(guān)系,特別是亞太地區(qū)發(fā)展的影響；最后,借鑒日本能源戰(zhàn)略發(fā)展的優(yōu)勢(shì),提出對(duì)我國(guó)未來(lái)能源戰(zhàn)略的幾點(diǎn)啟示。
[Abstract]:With the rapid development of science and technology, the problems of population, environment and resources are becoming more and more serious, which is an important obstacle to the development of human civilization. Among them, the energy issues closely related to our basic life not only profoundly cover the above three problems, but also exist in the changing economic situation, in the regional sea area conflicts, in the construction of national nuclear energy, Among the problems of environmental pollution and Greenhouse Effect, these problems have become the basic problems that human beings must face and solve in order to realize sustainable development. Since World War II, Japan's energy strategy has gone through the four stages of "supply-demand-crisis-stability." in the 21st century, facing the rapid growth of population in the vast number of developing countries, the economies of all countries in the world have developed rapidly. The continuous growth of international energy demand, the emergence of international financial crisis and other issues, in Asia with China and Japan as the center of energy demand countries, have implemented various levels of energy policy adjustment. Japan, as an important Asian power, is affected by geographical relations, and the change of its energy policy will certainly affect the stability and development of energy resources throughout Asia and the world. In the 21st century, Japan's new energy strategy is an important part of the world energy strategy. Its policy tendency and the reasons for its formation are the important foothold for the analysis of the future energy situation in the Asia-Pacific region and the international energy pattern, and it is also one of the important influential factors in the formation of the relations between big countries. It has important reference significance to the relationship between China and Japan and the tendency of China's energy policy. Therefore, this paper takes the international energy situation in the 21st century and the forecast of future energy development as the basic research background, and takes the development of Japan's energy strategy as the conductor in different periods, and revolves around Japan's new energy situation and energy policy. The paper analyzes its basic role in the national energy strategy. In the first chapter, the background of Japan's energy strategy in the 21st century is expounded, including the change of market structure at home and abroad, the realistic development of political geopolitical environment and the regional identification of new energy strategy. The second chapter mainly analyzes the main contents of the new energy strategy, including the basic viewpoint, the main goal, the concrete measure and the formation reason, the third chapter combines the domestic and foreign situation, discusses the Japanese new energy strategy to the international pattern of other countries in the world. The international environment, the relations of great powers, especially the influence of the development of the Asia-Pacific region, and finally, draw lessons from the advantages of Japan's energy strategy development, and put forward some enlightenments to China's energy strategy in the future.
