【摘要】：廠辦集體企業(yè)是我國(guó)在特定歷史條件下產(chǎn)生和發(fā)展起來的,在緩解就業(yè)壓力和促進(jìn)國(guó)民經(jīng)濟(jì)發(fā)展等方面發(fā)揮重要作用。然而隨著我國(guó)市場(chǎng)經(jīng)濟(jì)體制的建立和不斷完善,廠辦集體企業(yè)發(fā)展遇到諸多問題,嚴(yán)重影響和制約其生存和發(fā)展。國(guó)家順應(yīng)時(shí)代的需求,在小范圍內(nèi)的試點(diǎn)取得初步成效且試點(diǎn)政策逐步完善的背景下,于2011年4月18日發(fā)國(guó)辦18號(hào)文,在全國(guó)范圍內(nèi)實(shí)施廠辦集體改革。 作為義烏市供電局廠辦集體企業(yè),如何在該政策下有序而健康的發(fā)展成了當(dāng)務(wù)之急。本文首先通過大量的資料分析與現(xiàn)狀調(diào)研,在企業(yè)發(fā)展戰(zhàn)略的相關(guān)理論指導(dǎo)下,結(jié)合義烏供電局廠辦集體企業(yè)的現(xiàn)狀,分析了義烏供電局廠辦集體企業(yè)面臨的外部環(huán)境和內(nèi)部環(huán)境,對(duì)義烏供電局廠辦集體企業(yè)進(jìn)行了SWOT分析,并基于波士頓矩陣?yán)碚搶?duì)企業(yè)主要產(chǎn)品進(jìn)行了分析；其次,提出了義烏市供電局廠辦集體企業(yè)的發(fā)展戰(zhàn)略,為義烏供電局發(fā)展戰(zhàn)略管理工作提供了參考意見。義烏市供電局廠辦集體企業(yè)的發(fā)展戰(zhàn)略主要包括企業(yè)未來發(fā)展的戰(zhàn)略指導(dǎo)思想、戰(zhàn)略目標(biāo)、戰(zhàn)略原則、戰(zhàn)略定位、戰(zhàn)略態(tài)勢(shì)選擇、戰(zhàn)略重點(diǎn)、主要戰(zhàn)略措施以及實(shí)施戰(zhàn)略的主要階段等。 本研究是在總結(jié)我國(guó)和義烏供電局廠辦集體企業(yè)多年發(fā)展實(shí)踐的基礎(chǔ)上完成的,對(duì)今后義烏供電局廠辦集體企業(yè)發(fā)展有一定的現(xiàn)實(shí)意義和指導(dǎo)作用,同時(shí)對(duì)推進(jìn)全國(guó)廠辦集體企業(yè)改革發(fā)展也會(huì)有一定的借鑒意義。
[Abstract]:Factory-run collective enterprises are produced and developed under specific historical conditions in our country. They play an important role in relieving employment pressure and promoting the development of national economy. However, with the establishment and continuous improvement of market economy system in China, the development of factory and collective enterprises meets many problems, which seriously affect and restrict their survival and development. According to the needs of the times, under the background of the small scale pilot and the gradual improvement of the pilot policy, on April 18, 2011, the National Office of the State issued the document 18 to implement the collective reform of the factory and office in the whole country. As a collective enterprise run by Yiwu Power supply Bureau, how to develop orderly and healthily under this policy has become an urgent matter. This paper first through a large number of data analysis and current situation research, under the guidance of the relevant theory of enterprise development strategy, combined with Yiwu Power supply Bureau to run collective enterprises, This paper analyzes the external and internal environment of the collective enterprises run by Yiwu Power supply Bureau, analyzes the SWOT analysis of the collective enterprises run by the power supply bureau of Yiwu, and analyzes the main products of the enterprises based on the Boston Matrix Theory. This paper puts forward the development strategy of the collective enterprises run by the power supply bureau of Yiwu, and provides the reference for the development strategy management of the power supply bureau of Yiwu. The development strategy of the collective enterprises run by Yiwu Power supply Bureau mainly includes the strategic guiding ideology, strategic objectives, strategic principles, strategic positioning, strategic situation selection, and strategic focus of the future development of the enterprise. Major strategic measures and implementation of the strategy of the main stages. This research is completed on the basis of summarizing the development practice of the collective enterprises run by the power supply bureau of Yiwu and our country for many years, and has certain practical significance and guiding function for the development of the collective enterprises run by the power supply bureau of Yiwu in the future. At the same time, to promote the national factory-run collective enterprise reform and development will also have certain reference significance.
