成都市房屋權屬登記問題及對策研究
[Abstract]:In China, the housing registration system is still in its infancy and perfection stage, and protecting the legitimate rights and interests of the right holder is the fundamental purpose and starting point of housing registration. The purpose of housing registration is to make the right of house open to the public and to ensure the safety and convenience of housing transactions. Therefore, the improvement of housing registration system plays an important role in safeguarding the legitimate rights and interests of the parties. Chengdu as the economic center of the western region, the real estate development rate is quite astonishing, followed by Chengdu housing registration work has entered a rapid development stage. As the housing property registration center in Chengdu, the housing registration center attaches great importance to establishing an efficient and standardized housing registration process, perfecting the housing registration standard, building a complete GIS system, and improving the quality of registration services. Gradually become the domestic housing registration model organization. However, with the gradual advancement and development of housing registration in Chengdu, some problems still remain unresolved and urgent need for continuous reform and improvement. Firstly, according to the theory of real estate registration, this paper combs the literature and summarizes the shortcomings of real estate registration in our country. Taking Chengdu as the research object, from the point of view of registration organization management and combining with the problems existing in the registration of real estate in our country at present, this paper makes a comparative analysis, and finds out that the registration institution is not unified, the scale of registration examination is uncertain, and the construction of registration system is lagging behind. There are five problems in the embarrassing status of registration personnel and the lack of registration compensation system. The author analyzes the root causes of the problems and puts forward corresponding countermeasures. This paper is divided into five parts: the first part of the introduction, including the research background, significance, related research review and research purposes, content, research ideas and methods; The second part introduces the theory and practice of real estate registration at home and abroad; the third part introduces the current situation of housing registration in Chengdu; the fourth part is to find out the problems existing in the housing registration management in Chengdu; The fifth part analyzes the root of the housing registration problem in Chengdu, and the sixth part puts forward the solution to the problem.
