【摘要】：廣西生產(chǎn)性服務(wù)業(yè)基礎(chǔ)薄弱,起步較晚,產(chǎn)業(yè)結(jié)構(gòu)還不夠完善。而生產(chǎn)性服務(wù)業(yè)的發(fā)展是有效推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí),提升地方經(jīng)濟(jì)實(shí)力的重要環(huán)節(jié)。為了更好的尋找廣西生產(chǎn)性服務(wù)業(yè)的突破路徑,本文從廣西生產(chǎn)性服務(wù)業(yè)出發(fā),分析其現(xiàn)狀及主要影響因素,提出對(duì)策建議。 首先,本文運(yùn)用投入產(chǎn)出法2007年廣西自治區(qū)投入產(chǎn)出表的直耗系數(shù)表,將中間需求率大于50%的信息傳輸計(jì)算機(jī)和軟件、金融、交通運(yùn)輸倉(cāng)儲(chǔ)和郵政、房地產(chǎn)、租賃和商務(wù)服務(wù)與科學(xué)研究技術(shù)服務(wù)和地質(zhì)勘察定義為廣西生產(chǎn)性服務(wù)業(yè)。其次,利用廣西全區(qū)的數(shù)據(jù)從規(guī)模、生命周期、經(jīng)濟(jì)創(chuàng)造力、增長(zhǎng)潛力、投資回報(bào)率5個(gè)方面進(jìn)行分析生產(chǎn)性服務(wù)業(yè)現(xiàn)狀。最后,對(duì)廣西14市2006-2012年的面板數(shù)據(jù)進(jìn)行生產(chǎn)性服務(wù)業(yè)與城市化水平、國(guó)際化程度、市場(chǎng)化程度、工業(yè)化程度等指標(biāo)進(jìn)行實(shí)證分析,結(jié)果發(fā)現(xiàn)城市化對(duì)廣西的生產(chǎn)性服務(wù)業(yè)影響最大,市場(chǎng)化對(duì)柳州、北海、防城港、欽州影響較大,國(guó)際化對(duì)南寧、北海、防城港、崇左影響較大,工業(yè)化對(duì)柳州、梧州影響較大。 因此,大力扶持生產(chǎn)性服務(wù)業(yè),分階段制定政策；規(guī)范生產(chǎn)性服務(wù)業(yè)市場(chǎng),推進(jìn)各地市場(chǎng)化進(jìn)程；加快城市化進(jìn)程,帶動(dòng)生產(chǎn)性服務(wù)業(yè)發(fā)展增強(qiáng)國(guó)際競(jìng)爭(zhēng)力,加大市場(chǎng)對(duì)外開放度；加速生產(chǎn)性服務(wù)業(yè)與制造業(yè)融合,形成良性互動(dòng)；優(yōu)化生產(chǎn)性服務(wù)業(yè)內(nèi)部結(jié)構(gòu)；強(qiáng)化專業(yè)人才培養(yǎng),加大科技投入；因地制宜,協(xié)調(diào)各地區(qū)發(fā)展。
[Abstract]:Guangxi producer service industry foundation is weak, starts late, the industrial structure is not perfect. The development of producer service industry is an important link to promote the adjustment and upgrading of industrial structure and local economic strength. In order to better find the breakthrough path of producer service industry in Guangxi, this paper analyzes the present situation and main influencing factors of producer service industry in Guangxi, and puts forward some countermeasures and suggestions. First of all, this paper applies the input-output method to the direct consumption coefficient table of the input-output table of Guangxi Autonomous region in 2007, and transmits the information with intermediate demand rate of more than 50% to computer and software, finance, transportation, warehousing, postal service, real estate, etc. Leasing and business services, scientific research and technical services and geological survey are defined as producer services in Guangxi. Secondly, the present situation of producer services is analyzed from five aspects: scale, life cycle, economic creativity, growth potential and return on investment. Finally, the panel data of 14 cities in Guangxi from 2006 to 2012 are analyzed empirically, such as producer service industry and urbanization level, internationalization degree, marketization degree, industrialization degree and so on. The results show that urbanization has the greatest impact on the producer services in Guangxi, marketization has a greater impact on Liuzhou, Beihai, Fangchenggang, Qinzhou, internationalization has a greater impact on Nanning, Beihai, Fangchenggang, Chongzuo, and industrialization has a greater impact on Liuzhou. Wuzhou has a great influence. Therefore, we should vigorously support producer services, formulate policies in stages, standardize producer services markets, promote marketization in various places, speed up the process of urbanization, and promote the development of producer services to enhance their international competitiveness. Increase the degree of market opening to the outside world; accelerate the integration of producer services and manufacturing industry to form a benign interaction; optimize the internal structure of producer services; strengthen the training of professionals and increase scientific and technological input; adjust measures to local conditions and coordinate the development of various regions.
