【摘要】：隨著經(jīng)濟社會的發(fā)展,在工業(yè)化、城市化和人口老齡化的三重沖擊下,中國農(nóng)村傳統(tǒng)養(yǎng)老模式的保障功能日趨弱化,使農(nóng)村居民的養(yǎng)老問題變得十分嚴峻,解決占人口絕大多數(shù)農(nóng)村農(nóng)民的養(yǎng)老問題,事關全面、協(xié)調(diào)、可持續(xù)發(fā)展戰(zhàn)略和國家的長治久安。黨的十七大提出,到2020年,要實現(xiàn)“覆蓋城鄉(xiāng)居民的社會保障體系基本建立,人人享受基本生活保障”。彭州市作為全國第三批新農(nóng)保試點縣,其基本養(yǎng)老保險試點的現(xiàn)狀不僅可以反映當?shù)貙嶋H情況,而且其中提煉的經(jīng)驗對全國也有普適性。 本文立足中國國情,基于工業(yè)化、城市化和人口老齡化的背景下,從可持續(xù)發(fā)展的角度,對彭州市城鄉(xiāng)居民養(yǎng)老保險運行現(xiàn)狀進行了全面分析,明確了建立城鄉(xiāng)統(tǒng)籌的養(yǎng)老保險制度的必要性,并對其中存在的各方面問題及其原因進行了研究分析,指出了該制度目前的弊端,也為完善這一制度提出了具體可操作性的建議。 研究表明,現(xiàn)階段彭州市統(tǒng)籌城鄉(xiāng)的養(yǎng)老保險體系全面形成,城鄉(xiāng)社會保險覆蓋范圍不斷擴大,社會保險基金征收持續(xù)增長,社會保障水平穩(wěn)步提高。然而彭州市現(xiàn)行的城鄉(xiāng)居民基本養(yǎng)老保險制度實施過程中存在的主要問題是：政策宣傳不到位,宣傳效果不佳；缺乏必要的監(jiān)管和強制執(zhí)行機制,制約了基金征收和擴面工作的進一步開展；農(nóng)民參保不積極,參保率低；基層社保工作人員的數(shù)量和素質(zhì)難以適應時代要求；養(yǎng)老保險保障待遇水平較低,模式單一,不能滿足多樣化需求。 立足彭州市城鄉(xiāng)一體化建設下的城鄉(xiāng)居民基本養(yǎng)老保險制度的角度,本文提出完善城鄉(xiāng)居民養(yǎng)老保險制度的對策建議是廣泛宣傳貫徹《社會保險法》；強化政府的主導作用,做好相關職能部門間的協(xié)調(diào)工作；切實轉(zhuǎn)變?nèi)罕姷酿B(yǎng)老觀念,創(chuàng)新工作方式,努力擴大城鄉(xiāng)居民社會保險覆蓋面；加強隊伍建設,提高工作效率,著力提高經(jīng)辦管理服務水平；發(fā)展商業(yè)養(yǎng)老保險以完善養(yǎng)老保險體系。 筆者力求通過本文的研究,使彭州市城鄉(xiāng)居民養(yǎng)老保險覆蓋范圍不斷擴大,基金支撐能力顯著增強,待遇水平穩(wěn)步提高,最終實現(xiàn)城鎮(zhèn)居民人人享有養(yǎng)老保障。
[Abstract]:With the development of economy and society, under the triple impact of industrialization, urbanization and aging of population, the traditional old-age support mode in rural China is weakening day by day, which makes the pension problem of rural residents become very serious. Solving the pension problem of rural peasants, which accounts for the majority of the population, is related to the comprehensive, coordinated, sustainable development strategy and the long-term stability of the country. The 17th National Congress of the Communist Party of China proposed that by 2020, "the social security system covering urban and rural residents should be basically established and everyone should enjoy basic living security." As the third batch of new rural insurance pilot counties, Pengzhou City can not only reflect the actual local conditions, but also refine the experience for the whole country. Based on the national conditions of China and the background of industrialization, urbanization and population aging, this paper makes a comprehensive analysis of the present situation of pension insurance for urban and rural residents in Pengzhou from the perspective of sustainable development. This paper makes clear the necessity of establishing the old-age insurance system as a whole in urban and rural areas, studies and analyzes the various problems existing therein and their causes, and points out the drawbacks of this system at present. It also puts forward specific operable suggestions for perfecting this system. The research shows that the pension insurance system of Pengzhou city and rural areas has been formed in an all-round way, the coverage of social insurance in urban and rural areas has been continuously expanded, the collection of social insurance funds has continued to increase, and the level of social security has been steadily improved. However, the main problems existing in the implementation of the current basic old-age insurance system for urban and rural residents in Pengzhou are as follows: the policy propaganda is not in place and the publicity effect is not good; The lack of necessary supervision and enforcement mechanism restricts the further development of fund collection and expansion work; the farmers are not active in insurance participation, the participation rate is low; the number and quality of social security workers at the grass-roots level are difficult to meet the requirements of the times; The pension insurance security treatment level is low, the mode is single, can not satisfy the diversified demand. Based on the basic old-age insurance system of urban and rural residents under the integrated construction of urban and rural areas in Pengzhou, this paper puts forward the countermeasures and suggestions to perfect the old-age insurance system of urban and rural residents, which is to widely publicize and implement the Social Insurance Law; Strengthen the leading role of the government, do a good job of coordination between relevant functional departments, effectively change the masses' concept of the aged, innovate the way of work, and strive to expand the coverage of social insurance for urban and rural residents; Strengthen the team construction, improve the working efficiency, improve the management and service level, develop the commercial old-age insurance to improve the endowment insurance system. Through the study of this paper, the author tries to make the coverage of pension insurance for urban and rural residents in Pengzhou continuously expand, the fund support ability is significantly enhanced, the level of treatment is steadily improved, and finally realize the pension security for all urban residents.
