加快推進(jìn)公務(wù)員養(yǎng)老保險(xiǎn)制度改革研究

【摘要】:隨著我國經(jīng)濟(jì)的快速發(fā)展、政治體制的逐步完善、社會環(huán)境趨于和諧,依法治國得到更好的踐行,以人為本的理念逐步深入人心,人民群眾的切身利益得到更多的重視。社會各領(lǐng)域各層面不斷進(jìn)行探索和改革,以期在更加完備的經(jīng)濟(jì)政治體制下,國家各項(xiàng)事業(yè)和諧運(yùn)轉(zhuǎn),人民生活水平顯著提高。我國公務(wù)員養(yǎng)老保險(xiǎn)制度,一直以來游離于社會養(yǎng)老保險(xiǎn)制度之外,隨著事業(yè)單位養(yǎng)老保險(xiǎn)制度改革被提上議事日程。我國針對公務(wù)員群體實(shí)行的退休養(yǎng)老金制度已經(jīng)無法適應(yīng)我國經(jīng)濟(jì)社會的發(fā)展?fàn)顩r,與城鎮(zhèn)養(yǎng)老保險(xiǎn)體系相脫節(jié),機(jī)關(guān)公務(wù)員與企業(yè)職工群體的養(yǎng)老待遇逐步形成了“養(yǎng)老金收益鴻溝”,不利于社會公平的實(shí)現(xiàn),也阻礙了勞動(dòng)力市場中人才的合理流動(dòng)。 對于公務(wù)員養(yǎng)老保險(xiǎn)制度的改革顯現(xiàn)出其迫切性和必要性,在全國部分地區(qū)分散開展的公務(wù)員養(yǎng)老保險(xiǎn)改革沒有取得突破性進(jìn)展,公務(wù)員養(yǎng)老保險(xiǎn)制度的改革總體還是處于“試而不定”的狀態(tài)。改革制度體制、完善項(xiàng)目設(shè)計(jì),既與國家機(jī)關(guān)工作人員的切身利益直接相關(guān),同時(shí)也關(guān)乎整個(gè)社會群體在養(yǎng)老保障方面的公平性,因而改革波及面廣,備受社會關(guān)注。因此,健全和完善我國公務(wù)員的養(yǎng)老保險(xiǎn)制度,與事業(yè)單位養(yǎng)老保險(xiǎn)改革步調(diào)一致,即是促進(jìn)我國行政體制改革和加快完善公務(wù)員制度的必然要求,同時(shí)也將對于建立統(tǒng)一完善的社會保障體系發(fā)揮重大作用,縮小不同群體的養(yǎng)老金收入差距,更多的體現(xiàn)社會公平。本論文也主要是圍繞以下幾個(gè)方面展開論述: 首先,對于機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)改革的現(xiàn)狀進(jìn)行了系統(tǒng)的分析和總結(jié),同時(shí)單就公務(wù)員養(yǎng)老保險(xiǎn)存在的問題進(jìn)行了有針對性的分析。其中包括對于機(jī)關(guān)事業(yè)單位長期延續(xù)的“國家——單位保險(xiǎn)制度”的闡述,對于近幾年來事業(yè)單位改革遇阻的描述,以及公務(wù)員沒有能夠參加養(yǎng)老保險(xiǎn)統(tǒng)一改革的問題。 其次,由事業(yè)單位養(yǎng)老保險(xiǎn)制度試點(diǎn)改革的實(shí)踐,總結(jié)歸納試點(diǎn)改革探索取得的成果以及存在的突出問題,改革沒有統(tǒng)領(lǐng)性的制度法律規(guī)范,制約了改革推進(jìn)的力度,公務(wù)員群體沒有同步改革也影響了社會保障的公平性。由事業(yè)單位的改革實(shí)踐得出對于公務(wù)員養(yǎng)老保險(xiǎn)的啟示,使機(jī)關(guān)公務(wù)員更好更快地進(jìn)行養(yǎng)老保險(xiǎn)改革。 再次,借鑒國外不同類型公務(wù)員養(yǎng)老保險(xiǎn)制度,分析典型公務(wù)員養(yǎng)老保險(xiǎn)模式的制度設(shè)計(jì),得到一定的啟示。主要分析了國外典型的公務(wù)員養(yǎng)老保險(xiǎn)制度,,分別以新加坡、德國、英國為例,就其完全融合型、完全獨(dú)立型、部分融合型的制度模式進(jìn)行分析,并且對公平性、效率性進(jìn)行評價(jià)得到綜合的評價(jià)結(jié)論,隨后闡明此借鑒對于我國制度改革的啟示意義。 最后,提出了推進(jìn)我國公務(wù)員參加養(yǎng)老保險(xiǎn)統(tǒng)一改革的建議,其中包括改革的指導(dǎo)思想,改革確定的目標(biāo),最后提出我國公務(wù)員養(yǎng)老保險(xiǎn)的模式應(yīng)選擇“三支柱”養(yǎng)老保障體系,具體包括基本養(yǎng)老保險(xiǎn)、職業(yè)養(yǎng)老年金、個(gè)人儲蓄養(yǎng)老保險(xiǎn)。與其他群體的養(yǎng)老保險(xiǎn)制度基本相一致,同時(shí)也符合公務(wù)員自身職業(yè)特點(diǎn),通過公職人員的職業(yè)年金制度體現(xiàn)其激勵(lì)性和保障性。
[Abstract]:With the rapid development of China's economy, the gradual improvement of the political system, the harmonious social environment, the better practice of governing the country by law, the people-oriented concept gradually penetrated the hearts of the people, the vital interests of the people get more attention. Under the system, the state's various undertakings work in harmony and the people's living standards have improved significantly. The old-age insurance system for civil servants in China has been dissociated from the social old-age insurance system. With the reform of the old-age insurance system for public institutions put on the agenda, the pension system for civil servants in China has been unable to adapt. The development of China's economy and society is out of touch with the urban endowment insurance system. The pension income gap between government officials and enterprise workers has gradually formed, which is not conducive to the realization of social equity, but also hinders the rational flow of talents in the labor market.
The reform of the old-age insurance system for civil servants shows its urgency and necessity. The reform of the old-age insurance system for civil servants has not made a breakthrough in some parts of the country. The reform of the old-age insurance system for civil servants is still in a state of "trial and error". The vital interests of government functionaries are directly related to the fairness of the whole social group in the aspect of old-age security. Therefore, the reform of the old-age insurance system for civil servants in China has a wide range of implications and attracts much social attention. It will also play an important role in establishing a unified and perfect social security system, narrowing the pension income gap among different groups, and embodying more social equity.
Firstly, this paper makes a systematic analysis and summary of the present situation of the reform of the endowment insurance in government institutions, and makes a pertinent analysis of the problems existing in the endowment insurance for civil servants only. The description of the obstacles to reform and the failure of civil servants to participate in the unified reform of old-age insurance.
Secondly, from the practice of the pilot reform of the endowment insurance system in public institutions, this paper summarizes the achievements and outstanding problems of the pilot reform. The reform has no leading system and legal norms, which restricts the promotion of the reform. The lack of simultaneous reform among civil servants also affects the fairness of social security. The reform practice draws the enlightenment for the civil servant's endowment insurance, so that the civil servant can carry on the endowment insurance reform better and faster.
Thirdly, we draw lessons from different types of foreign civil service endowment insurance system, analyze the typical civil service endowment insurance system design, and get some inspiration. This paper analyzes the model and obtains a comprehensive evaluation conclusion by evaluating the fairness and efficiency, and then clarifies the Enlightenment of the model for China's system reform.
Finally, the paper puts forward some suggestions to promote the unified reform of Chinese civil servants'participation in endowment insurance, including the guiding ideology of the reform and the objectives set by the reform. Finally, it puts forward that the mode of Chinese civil servants' endowment insurance should choose the "three pillars" endowment insurance system, including basic endowment insurance, occupational pension and personal savings endowment insurance. The pension insurance system of other groups is basically consistent with the professional characteristics of civil servants themselves, and it reflects its incentive and security through the occupational pension system of civil servants.
