【摘要】：農業(yè)關乎國計民生,是一個國家的基礎產業(yè),同時又是一個國家經濟正常運行的穩(wěn)定劑。但是在農業(yè)逐步步入現代化的今天,因其自身特點受制于氣候條件、地理環(huán)境以及技術等等因素,所以農業(yè)作為高風險弱質產業(yè),其主要風險為非系統(tǒng)性風險。我國從2004年至今的中央一號文件中,都提到了政策性農業(yè)保險,這足以看出,國家對政策性農業(yè)保險施行的重視。2006年昌吉回族自治州作為首批試點地區(qū)之一,政策性農業(yè)保險在該區(qū)域已運行了將近十年,其效果如何,值得探究。文章通過對昌吉回族自治州的政策性農業(yè)保險發(fā)展現狀以及對昌吉州農戶調研分析,從政府、農戶、保險公司三個方面研究昌吉州政策性農業(yè)保險存在的問題。首先在查閱大量相關文獻資料的基礎上,總結了國內外關于政策性農業(yè)保險的研究成果以及政策性農業(yè)保險的基礎理論。其次介紹了昌吉州農業(yè)發(fā)展現狀及政策性農業(yè)保險當前政策、經營現狀。農戶作為政策性農業(yè)保險的唯一需求方,對政策性農業(yè)保險的滿意度直接可以衡量政策性農業(yè)保險的運行效果。所以本文通過對昌吉回族自治州農戶的深入調研,采用描述性統(tǒng)計的方法,從農戶對政策性農業(yè)保險參與度、認知度和評價這三個方面對昌吉州政策性農業(yè)保險的實施效果進行分析。通過以上分析從政府、農戶、保險公司三個方面提出了政策性農業(yè)保險在運行過程中存在的問題;最后針對昌吉州政策性農業(yè)保險在運行過程中的問題,提出進一步發(fā)展昌吉州政策性農業(yè)保險政策建議并為以后其他區(qū)域政策性農業(yè)保險問題研究提供參考。
[Abstract]:Agriculture is not only the basic industry of a country, but also the stabilizer of a country's economy. However, with the gradual modernization of agriculture, the main risk of agriculture as a high risk and weak industry is non-systemic risk because its own characteristics are restricted by climatic conditions, geographical environment, technology and other factors. Policy agricultural insurance has been mentioned in the first document of the Central Committee since 2004, which is enough to show that the state attaches importance to the implementation of policy-oriented agricultural insurance. In 2006, Changji Hui Autonomous Prefecture was one of the first pilot areas. Policy-based agricultural insurance in the region has been running for nearly 10 years, its effect, it is worth exploring. Based on the analysis of the current situation of policy agricultural insurance in Changji Hui Autonomous Prefecture and the investigation and analysis of farmers in Changji Prefecture, this paper studies the problems of policy agricultural insurance in Changji from three aspects: government, peasant household and insurance company. Firstly, on the basis of consulting a large number of related documents, this paper summarizes the research results of policy-oriented agricultural insurance at home and abroad and the basic theory of policy-based agricultural insurance. Secondly, it introduces the current situation of agricultural development in Changji Prefecture and the current policy and management status of policy agricultural insurance. As the only demand side of policy-oriented agricultural insurance, farmers' satisfaction with policy-based agricultural insurance can directly measure the operational effect of policy-based agricultural insurance. Therefore, through the in-depth investigation of the farmers in Changji Hui Autonomous Prefecture and the descriptive statistical method, from the participation of farmers in policy-oriented agricultural insurance, The implementation effect of policy agricultural insurance in Changji Prefecture is analyzed from the three aspects of cognition and evaluation. Through the above analysis from the government, farmers, insurance companies three aspects of the policy agricultural insurance in the operation of the existing problems; finally, in view of the Changji policy agricultural insurance in the operation process of the problems, The paper puts forward some suggestions for the further development of policy agricultural insurance policy in Changji prefecture and provides a reference for the study of policy agricultural insurance in other regions in the future.
