廣州市新生代農(nóng)民工社會保險問題研究
[Abstract]:Migrant workers are special groups in the process of urbanization in China. They have made great contributions to the construction of urbanization in China. The new generation of migrant workers has gradually replaced the first generation of migrant workers as the main component of migrant workers. The new generation of migrant workers than the first generation of migrant workers features prominent advantages. Due to the existence of the household registration system and the traditional urban-rural dual economic and social structure, the new generation of migrant workers are still the weak groups in the labor market and the marginal people living in the urban society. As the adjuster of the secondary distribution of social income, social insurance is an effective measure to help migrant workers avoid life risks. At present, there is a difference between urban and rural areas in the structure of social insurance system. Taking Guangzhou as an example, the new generation of migrant workers have been brought into the social insurance system of urban workers either as urban workers or as farmers into the new rural social insurance system. The one-size-fits-all dual social insurance system does not meet the realistic needs of the new generation of migrant workers who expect to stay in the city for a long time to work and live. It is urgent to perfect the social insurance system according to the actual situation of the new generation of migrant workers, adopt the security model of classification and stratification, combine short-term security with long-term security, and give priority to solving the outstanding problems of the new generation of migrant workers. The reality of the problem and the ultimate realization of the gradual transition. Based on the social insurance theory and Maslow hierarchy of demand management theory, this paper takes Guangzhou as a case study, using comparative analysis, systematic analysis, empirical analysis and literature research methods. First of all, it analyzes the characteristics of the new generation of migrant workers, analyzes the attributes of the new generation of migrant workers, the willingness to participate in insurance and other factors, and combined with the new generation of migrant workers to participate in old-age insurance, medical insurance, industrial injury insurance. According to the current situation of unemployment insurance and maternity insurance, this paper puts forward that according to the actual situation that the wage income of the new generation of migrant workers is unstable and their economic affordability is low, by comparing the insurance modes of migrant workers in various places, they should carry out low standard entry and gradual transition. The social insurance system of the new generation migrant workers in Guangzhou should be established and perfected according to the actual situation.
