【摘要】：無論是在國家政策制定層面還是學(xué)術(shù)界的研究層面,共性意見都是要建立覆蓋全體農(nóng)村居民的社會(huì)養(yǎng)老保險(xiǎn)制度,這一制度是農(nóng)村社會(huì)保障制度體系建設(shè)的基礎(chǔ)。在農(nóng)村社會(huì)保障項(xiàng)目不斷建立的基礎(chǔ)上,隨著經(jīng)濟(jì)的持續(xù)發(fā)展逐步實(shí)現(xiàn)與城市的對(duì)接,在社會(huì)保險(xiǎn)方面,各地區(qū)已逐步統(tǒng)一各險(xiǎn)種的覆蓋范圍、繳費(fèi)水平、待遇標(biāo)準(zhǔn)等。 吉林省農(nóng)村養(yǎng)老保險(xiǎn)近年來受國家政策的正確指導(dǎo),在覆蓋范圍、繳費(fèi)水平、待遇標(biāo)準(zhǔn)等方面均已成型,但在政策實(shí)施方面依舊存在很多問題。本文就目前吉林省農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的實(shí)施狀況進(jìn)行總結(jié),共分五部分： 第一部分介紹了本論文的相關(guān)概念與理論基礎(chǔ)。 第二部分主要介紹吉林省農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)發(fā)展歷程、現(xiàn)狀及存在問題。目前吉林省農(nóng)村養(yǎng)老問題還是比較明顯：第一,社保基金管理制度松散；第二,農(nóng)民養(yǎng)老金水平偏低；第三,我省農(nóng)村老齡人口逐漸失衡,政府財(cái)政負(fù)擔(dān)大；第四,普及宣傳工作相關(guān)計(jì)劃不完善；第五,吉林省被征地農(nóng)民基本社會(huì)養(yǎng)老保險(xiǎn)制度初建。 第三部分主要介紹了國內(nèi)外養(yǎng)老保險(xiǎn)運(yùn)行經(jīng)驗(yàn)及對(duì)吉林省農(nóng)村養(yǎng)老保險(xiǎn)制度建設(shè)的啟示。 第四部分主要介紹了如何完善農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度、縮小城鄉(xiāng)貧富差距,是本文的重點(diǎn)內(nèi)容。這一部分主要從農(nóng)民權(quán)利、政府角色、財(cái)政籌集、基金管理、制度有效實(shí)施等方面入手,重點(diǎn)闡述了政府在農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度中的責(zé)任與角色,特別是要承擔(dān)一定資金責(zé)任。
[Abstract]:Whether at the level of national policy formulation or academic research, the common opinion is to establish a social endowment insurance system covering all rural residents, which is the foundation of the construction of rural social security system. On the basis of the establishment of rural social security project, with the sustained development of economy, the docking with the city is realized step by step. In the aspect of social insurance, the coverage, payment level and treatment standard of all kinds of insurance have been gradually unified in various regions. Jilin Province rural old-age insurance in recent years by the correct guidance of national policies, in the coverage, payment level, treatment standards and other aspects have taken shape, but there are still many problems in the implementation of the policy. This paper summarizes the current implementation of rural social endowment insurance in Jilin Province, divided into five parts: the first part introduces the related concepts and theoretical basis of this paper. The second part mainly introduces the development course, present situation and existing problems of rural social endowment insurance in Jilin province. At present, the pension problem in rural areas of Jilin Province is still relatively obvious: first, the social security fund management system is loose; second, the level of peasants' pension is on the low side; third, the rural elderly population in our province is gradually out of balance, and the government has a large financial burden; fourth, The related plan of popularizing propaganda work is not perfect; fifth, the basic social endowment insurance system of land-expropriated farmers in Jilin Province has been built. The third part mainly introduces the operation experience of endowment insurance at home and abroad and the inspiration to the construction of rural endowment insurance system in Jilin province. The fourth part mainly introduces how to perfect the rural social endowment insurance system and narrow the gap between urban and rural rich and poor. This part mainly starts from the farmer's rights, the government role, the finance raising, the fund management, the system effective implementation and so on, has elaborated the government's responsibility and the role in the rural social endowment insurance system, In particular, to assume certain financial responsibility.
