【摘要】：安徽省于2009年啟動(dòng)實(shí)施新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn),2011年啟動(dòng)實(shí)施城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)。2011年,安徽省將新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)和城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)合并為城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn),統(tǒng)一經(jīng)辦,統(tǒng)一實(shí)施。2012年7月起,實(shí)現(xiàn)城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度全覆蓋,比國(guó)家要求提前了8年。制度全覆蓋后,如何總結(jié)經(jīng)驗(yàn),鞏固成果,進(jìn)一步完善制度,維護(hù)制度健康、長(zhǎng)久運(yùn)行,是推進(jìn)城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)工作,健全養(yǎng)老保險(xiǎn)體系方面的新課題。本文在實(shí)地調(diào)查、問卷調(diào)查以及試算的基礎(chǔ)上,提出了完善制度,推進(jìn)城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)可持續(xù)發(fā)展的政策建議。本文以國(guó)內(nèi)外的理論研究為基礎(chǔ),從城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度建立的背景、建立過程及制度模式、特點(diǎn)入手,在四年來城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)工作的實(shí)踐基礎(chǔ)上,從基金財(cái)務(wù)等方面探索研究安徽省城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)制度可持續(xù)發(fā)展的重要因素,主要包括中央、省級(jí)和市縣級(jí)三個(gè)層次。同時(shí),在廣泛調(diào)查研究的基礎(chǔ)上,對(duì)制度實(shí)施過程中的一些難點(diǎn)問題進(jìn)行剖析,并對(duì)一些需要解決的問題提出有關(guān)對(duì)策和建議。 通過本文的研究,我們認(rèn)為安徽省城鄉(xiāng)居民社會(huì)養(yǎng)老保險(xiǎn)可持續(xù)發(fā)展的條件已基本具備,下一步工作,應(yīng)當(dāng)是在已經(jīng)全面覆蓋的基礎(chǔ)上,進(jìn)一步提高基礎(chǔ)養(yǎng)老金水平。要認(rèn)真吸收兄弟省市的成功經(jīng)驗(yàn),努力探索研究城鄉(xiāng)居民養(yǎng)老保險(xiǎn)與城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度之間的銜接和轉(zhuǎn)移的新路子。展望未來,我們應(yīng)該要全面實(shí)現(xiàn)各種社會(huì)保障體系轉(zhuǎn)移和銜接,直至并軌,讓城鄉(xiāng)居民能夠早日享有公平公正的養(yǎng)老保險(xiǎn)。
[Abstract]:Anhui Province began to implement new rural social endowment insurance in 2009, and urban residents social pension insurance in 2011. In Anhui Province, the new rural social endowment insurance and the urban and rural residents' social old-age insurance have been merged into urban and rural residents' social old-age insurance, unified and implemented. Since July 2012, the urban and rural residents' social old-age insurance system has been fully covered. Eight years ahead of the national requirement. After the full coverage of the system, how to sum up the experience, consolidate the achievements, further improve the system, maintain the system healthy, long-term operation, is to promote the urban and rural residents of social endowment insurance work, improve the pension insurance system. On the basis of field investigation, questionnaire investigation and trial calculation, this paper puts forward some policy suggestions to improve the system and promote the sustainable development of social endowment insurance for urban and rural residents. Based on the theoretical research at home and abroad, this paper starts with the background, process and system model of the establishment of social endowment insurance system for urban and rural residents, and on the basis of the practice of the pilot work of social old-age insurance for urban and rural residents in the past four years. This paper explores the important factors for the sustainable development of the social old-age insurance system of urban and rural residents in Anhui Province from the aspects of fund finance and so on. It mainly includes three levels: central, provincial and county levels. At the same time, on the basis of extensive investigation and research, this paper analyzes some difficult problems in the process of system implementation, and puts forward some countermeasures and suggestions on some problems that need to be solved. Through the study of this paper, we think that the conditions for sustainable development of social endowment insurance for urban and rural residents in Anhui Province have been basically available, and the next step should be to further improve the level of basic pension on the basis of comprehensive coverage. We should conscientiously absorb the successful experiences of brother provinces and cities, and make great efforts to explore a new way to link up and transfer between urban and rural residents' old-age insurance and urban workers' old-age insurance system. Looking forward to the future, we should fully realize the transfer and convergence of all kinds of social security systems, until the same track, so that urban and rural residents can enjoy fair and just old-age insurance as soon as possible.
