【摘要】：我國是農(nóng)業(yè)大國，農(nóng)業(yè)人口數(shù)量約占全國總?cè)丝诘?7%。國家歷來重視農(nóng)業(yè)的發(fā)展，2004—2014年連續(xù)十一年“中央一號文件”聚焦三農(nóng)問題，體現(xiàn)出國家大力支持和發(fā)展農(nóng)業(yè)的決心。農(nóng)村科技、農(nóng)業(yè)金融與農(nóng)業(yè)保險是現(xiàn)代農(nóng)業(yè)發(fā)展的三大支柱。尤其是農(nóng)業(yè)保險一直都被各國作為支持農(nóng)業(yè)的重要手段。 2007年，我國中央政府開始對農(nóng)業(yè)保險進行保費補貼試點，揭開了我國政策性農(nóng)業(yè)保險快速發(fā)展的序幕。2006年，，我國農(nóng)業(yè)保險保費收入僅為8.46億元。而2007—2013年的保費收入分別為51.84億元、110.7億元、133.9億元、135.7億元、173.8億元、240.6和306.6億元。較之于沒有實行保費補貼的2006年，有了較大幅度的增長。但同時，我國在農(nóng)業(yè)保險補貼方面還存在很多的問題，例如補貼立法、補貼方式、補貼區(qū)域及補貼效率等，與國外農(nóng)業(yè)保險發(fā)達國家相比還存在很大差距。 本文以福利經(jīng)濟學(xué)和信息不對稱理論等經(jīng)濟理論為研究的理論基礎(chǔ)，在廣泛閱讀大量國內(nèi)外文獻的基礎(chǔ)上，對2007年我國開始實行農(nóng)業(yè)保險補貼試點后的保費收入、保費支出、保費補貼和保障水平等數(shù)據(jù)進行描述，對我國現(xiàn)行農(nóng)業(yè)保險補貼制度存在的各種問題進行深入剖析，在借鑒國外農(nóng)業(yè)保險試點先行國家的農(nóng)業(yè)保險補貼經(jīng)驗的基礎(chǔ)上，以實際調(diào)研為依據(jù)，立足于我國基本國情，提出完善我國農(nóng)業(yè)保險補貼制度的對策建議。
[Abstract]:China is a large agricultural country, the agricultural population accounts for about 47 percent of the total population. The State has always attached importance to the development of agriculture. For 11 consecutive years from 2004 to 2014, the first document of the Central Committee focused on the issue of agriculture, rural areas and farmers, which reflects the determination of the state to support and develop agriculture vigorously. Rural science and technology, agricultural finance and agricultural insurance are the three pillars of modern agricultural development. In particular, agricultural insurance has been used by countries as an important means to support agriculture. In 2007, China's central government began to carry out a pilot premium subsidy for agricultural insurance, which opened the prelude to the rapid development of policy agricultural insurance in China. In 2006, the premium income of agricultural insurance in China was only 846 million yuan. The premium income from 2007-2013 was 5.184 billion yuan, 11.07 billion yuan, 13.39 billion yuan, 13.57 billion yuan, 17.38 billion yuan 240.6 yuan and 30.66 billion yuan respectively. Compared with the non-implementation of premium subsidies in 2006, there has been a large increase. But at the same time, there are still many problems in agricultural insurance subsidy in our country, such as subsidy legislation, subsidy method, subsidy area and subsidy efficiency. Compared with the developed countries of agricultural insurance abroad, there is still a big gap. Based on the economic theories such as welfare economics and information asymmetry theory, this paper, based on extensive reading of a large number of domestic and foreign literature, analyzes the premium income and premium expenditure of agricultural insurance subsidies in China in 2007. This paper describes the data of premium subsidy and security level, analyzes deeply the problems existing in the current agricultural insurance subsidy system of our country, and draws lessons from the experience of agricultural insurance subsidy in the pilot countries of foreign countries. Based on the actual investigation and research, based on the basic conditions of our country, this paper puts forward some countermeasures and suggestions to perfect the subsidy system of agricultural insurance in China.
