政務(wù)微博治理網(wǎng)絡(luò)謠言的效果分析與對策研究

【摘要】:社交媒體強大的傳播功能使得謠言的傳播速度更快、波及范圍更廣,網(wǎng)絡(luò)謠言的肆意傳播給人們的生活和社會的安定造成了惡劣影響。政府作為公共事業(yè)管理的核心主體,肩負(fù)著社會管理的主要職責(zé),對網(wǎng)絡(luò)謠言的治理有著義不容辭的責(zé)任。政務(wù)微博作為政府發(fā)聲的重要平臺,被廣泛應(yīng)用于網(wǎng)絡(luò)謠言治理中,因而知曉政務(wù)微博的實際辟謠效果及其主要影響因素對政府更有效治理網(wǎng)絡(luò)謠言至關(guān)重要。首先,在梳理文獻的基礎(chǔ)上了解國內(nèi)外相關(guān)研究現(xiàn)狀,明確本研究的側(cè)重點和創(chuàng)新點;對研究涉及的幾個重要概念——謠言、網(wǎng)絡(luò)謠言、政務(wù)微博、微博信息效果進行界定,使研究對象和問題更加明確;對信息不對稱理論、公共治理理論以及5W理論進行闡述,形成本文的理論基礎(chǔ),并在此基礎(chǔ)上進行研究假設(shè)和構(gòu)建研究模型。其次,利用八爪魚采集器采集影響力排名前十的政務(wù)微博中所有辟謠微博正文相關(guān)資料和所有評論內(nèi)容以及評論者個人資料。經(jīng)過處理,最終得到有效辟謠微博724條,評論內(nèi)容140647條,評論者相關(guān)信息75847條。再次,從傳播者和受眾兩個不同視角展開實證分析。從傳播者角度主要探討政務(wù)微博治理網(wǎng)絡(luò)謠言的傳播效果及其影響因素,結(jié)果發(fā)現(xiàn):平均轉(zhuǎn)發(fā)數(shù)和平均評論數(shù)不高,傳播效果有待提高;謠言類型、辟謠方式、是否為原創(chuàng)、圖片數(shù)量、是否有@符號對轉(zhuǎn)發(fā)數(shù)有顯著影響;謠言類型、情感程度、辟謠方式、是否為原創(chuàng)、內(nèi)容長度對評論數(shù)有顯著影響。從受眾角度分析發(fā)現(xiàn):評論用戶對政務(wù)辟謠微博表現(xiàn)出不同的情感傾向,其中,中性情感傾向用戶比重最小,消極情感用戶和積極情感用戶占比較為均衡,積極情感比重略高;內(nèi)容特征變量、文本特征變量、用戶特征變量均對用戶情感傾向有顯著影響,但影響方式各有不同。最后,為提高政務(wù)微博治理網(wǎng)絡(luò)謠言效果,分別從政務(wù)微博發(fā)展概況、政務(wù)微博傳播效果、情感傾向分析三個方面有針對性提出對策與建議。
[Abstract]:The powerful spreading function of social media makes the spread of rumors faster and wider, and the wanton spread of online rumors has a bad impact on people's life and social stability. As the core subject of public utility management, the government shoulders the main responsibility of social management and has an unshirkable responsibility for the governance of network rumors. Government Weibo, as an important platform for government voice, is widely used in the governance of online rumors, so it is very important for the government to manage online rumors more effectively by knowing the actual dispel effect of government Weibo and its main influencing factors. First of all, on the basis of combing the literature to understand the relevant research status at home and abroad, clear the focus and innovation of this study; This paper defines several important concepts involved in the study, such as rumors, network rumors, government Weibo and Weibo information effects, so that the research objects and problems are more clear. This paper expounds the theory of information asymmetry, the theory of public governance and the theory of 5W, and forms the theoretical basis of this paper, and on this basis, carries on the research hypothesis and constructs the research model. Secondly, the octopus collector is used to collect all the relevant information, all the comments and the personal data of the reviewers in the top 10 government Weibo. After processing, we finally got 724 articles of Weibo, 140647 articles of comments and 75847 articles of relevant information of commentators. Thirdly, the empirical analysis is carried out from two different perspectives: communicator and audience. From the point of view of communicators, this paper mainly discusses the spreading effect and influencing factors of government Weibo governance network rumors. The results show that the average number of forwarding and the average number of comments are not high, and the communication effect needs to be improved. The type of rumor, the way of refuting rumors, whether it is original, the number of pictures, whether there is @ symbol has a significant impact on the number of retweets; the type of rumor, the degree of emotion, the way of refuting rumors, whether or not it is original, the length of content has a significant impact on the number of comments. From the perspective of the audience, it is found that the critical users show different emotional tendencies towards Weibo, among which the proportion of users with neutral emotional tendencies is the smallest, the proportion of negative emotional users and positive emotional users is balanced, and the proportion of positive emotions is slightly higher. Content feature variables, text feature variables and user feature variables all have significant effects on the emotional tendency of users, but the ways of influence are different. Finally, in order to improve the rumour effect of government Weibo governance network, this paper puts forward some countermeasures and suggestions from three aspects: the general situation of government Weibo development, the communication effect of government Weibo and the analysis of emotional tendency.
