【摘要】:2013年,國家明確提出要深化電力體制改革,通過改革釋放制度紅利。實(shí)施電力改革,那么輸配分離是必然,按照國外電力改革經(jīng)驗(yàn),無論采取哪種模式,必將使電網(wǎng)的成本構(gòu)成和利潤更加透明,將大大降低電網(wǎng)企業(yè)獲得超額收益的可能性,因此,需要對白銀供電公司的發(fā)展戰(zhàn)略進(jìn)行新的規(guī)劃。白銀供電公司坐落于隴中重要城市白銀市,屬于國家電網(wǎng)甘肅省電力公司第二大分公司。按照戰(zhàn)略規(guī)劃的原理,論文分析了白銀供電公司的內(nèi)外部環(huán)境,不斷推進(jìn)的政治體制改革和依法治國將會(huì)為白銀供電公司的發(fā)展創(chuàng)造越來越好的條件,蘭白都市圈的建設(shè)將會(huì)為白銀供電公司提供強(qiáng)勁的外部經(jīng)濟(jì)環(huán)境,豐富的礦產(chǎn)和農(nóng)業(yè)資源的開發(fā)也離不開電力的支撐,電力體制改革將會(huì)增強(qiáng)供電公司客戶和供應(yīng)商的議價(jià)能力。在宏觀經(jīng)濟(jì)發(fā)展放緩的情況下,電力需求增長也會(huì)放緩,但是電力供應(yīng)將會(huì)朝著有利于供電公司的方向發(fā)展。白銀供電公司的戰(zhàn)略資源主要是擁有的電網(wǎng)資源,能力是強(qiáng)大的輸電、變電、配電能力,公司的核心競爭力就是專業(yè)高效的輸電、變電和配電能力和相應(yīng)的管理、服務(wù)能力。白銀供電公司的優(yōu)勢包括擁有多層次、系統(tǒng)化、深入布局的電網(wǎng)資產(chǎn),安全、高效的輸電能力,體系完整的變電能力,全方位的城市、農(nóng)村配電能力,供電服務(wù)能力和區(qū)域內(nèi)的自然壟斷地位。劣勢包括部分電網(wǎng)線路老化設(shè)施陳舊,鄉(xiāng)鎮(zhèn)供電所管理比較落后,員工人才梯隊(duì)不強(qiáng),電力營銷水平較弱,電力服務(wù)質(zhì)量和方式不高,公司整體管理績效較低。未來面臨的發(fā)展機(jī)會(huì)包括:蘭白都市圈的統(tǒng)一規(guī)劃,網(wǎng)內(nèi)區(qū)域豐富能源、礦藏資源的工業(yè)化開發(fā),國家政治體制改革釋放制度紅利和“依法治國”優(yōu)化經(jīng)營環(huán)境。未來發(fā)展面臨的威脅包括:國家禁止電力公司多經(jīng)產(chǎn)業(yè)(混合經(jīng)營),宏觀經(jīng)濟(jì)發(fā)展增速放緩,電力需求增長放緩,供應(yīng)商的討價(jià)還價(jià)能力會(huì)逐漸提高以及客戶的討價(jià)還價(jià)能力會(huì)不斷提高。論文在分析了白銀供電公司的內(nèi)外部環(huán)境和優(yōu)勢、劣勢、面臨的機(jī)會(huì)和威脅以及公司的使命和愿景的基礎(chǔ)上,認(rèn)為白銀供電公司的發(fā)展戰(zhàn)略應(yīng)該是穩(wěn)定增長戰(zhàn)略。論文研究了白銀供電公司發(fā)展戰(zhàn)略的實(shí)施策略,這主要包括:多種渠道籌引資金促進(jìn)電網(wǎng)升級(jí),促進(jìn)鄉(xiāng)鎮(zhèn)供電所的標(biāo)準(zhǔn)化建設(shè)和專業(yè)管理,加強(qiáng)培訓(xùn)打造復(fù)合型員工人才梯隊(duì),建設(shè)“大營銷”體系以提升營銷能力,以“電力片警”模式構(gòu)建網(wǎng)格化優(yōu)質(zhì)服務(wù),建設(shè)協(xié)同管理體系以提升整體績效。論文研究了白銀供電公司發(fā)展戰(zhàn)略實(shí)施的保障和控制措施:重視公司領(lǐng)導(dǎo)的關(guān)鍵作用,積極關(guān)注企業(yè)環(huán)境的變化,及時(shí)評價(jià)戰(zhàn)略實(shí)施的效果。
[Abstract]:In 2013, the state clearly proposed to deepen the reform of the power system, through the reform to release the system dividend and implement the electric power reform, then the separation of transmission and distribution is inevitable. According to the experience of foreign power reform, no matter which mode is adopted. Baiyin Power supply Company is located in Baiyin City, an important city in Longzhong. It belongs to the second branch of Gansu Electric Power Company of State Grid. According to the principle of strategic planning, Baiyin Power supply Company is located in Baiyin City, an important city in Longzhong. The paper analyzes the internal and external environment of Baiyin Power supply Company, the continuous promotion of political system reform and the rule of law will create more and more favorable conditions for the development of Baiyin Power supply Company. The construction of Lanbai Metropolitan area will provide a strong external economic environment for Baiyin Power supply Company. The development of rich mineral and agricultural resources can not be separated from the support of electricity. The reform of the power system will enhance the bargaining power of the customers and suppliers of power supply companies, and the growth of electricity demand will also slow down in the light of the slowdown in macroeconomic development. But the power supply will develop in favor of the power supply company. The strategic resource of the silver power supply company is mainly the power grid resource, the ability is the strong transmission, the transformation, the distribution ability. The core competitiveness of the company is professional and efficient transmission, substation and distribution capacity and corresponding management and service capabilities. Silver power supply company's advantages include multi-level, systematic, in-depth distribution of grid assets. Based on the opportunities and threats faced by the company and the mission and vision of the company, it is considered that the development strategy of Baiyin power supply company should be a stable growth strategy. The paper studies the implementation strategy of the development strategy of Baiyin power supply company.
