【摘要】：本研究的主要目的為明確政府在投資項(xiàng)目領(lǐng)域的具體管理模式,期望通過(guò)研究能夠扭轉(zhuǎn)當(dāng)前政府在投資項(xiàng)目方面的管控不力局面。為此,本研究對(duì)當(dāng)前這一領(lǐng)域的相關(guān)管理模式予以了總結(jié),經(jīng)過(guò)比較分析,探討了第三方管理這一具體的模式。為了深入的研究這一課題,剖析政府在投資管理領(lǐng)域的具體模式,本研究選擇了比較分析和系統(tǒng)分析以及文獻(xiàn)回顧,還有綜合比對(duì)等諸多的研究方法,借助這些研究方法的支持,對(duì)第三方管理這一模式于中國(guó)政府項(xiàng)目管理中的應(yīng)用前景進(jìn)行了預(yù)測(cè)。為此,本文從以下幾個(gè)方面展開(kāi)了探討：第一點(diǎn),總結(jié)分析了政府投資管理在國(guó)內(nèi)外的具體研究現(xiàn)狀,分析了這一課題未來(lái)的研究態(tài)勢(shì),對(duì)國(guó)外項(xiàng)目管理的具體模式在深度和廣度上進(jìn)行了深入的解讀。我國(guó)很多的建設(shè)模式發(fā)展不成熟、國(guó)內(nèi)尚未建立起一套相應(yīng)的法律法規(guī)措施等原因,使得項(xiàng)目業(yè)主或者項(xiàng)目管理單位在管理過(guò)程中有缺位的風(fēng)險(xiǎn),為此項(xiàng)目管理應(yīng)該構(gòu)建起完善的體系。第二點(diǎn),對(duì)政府投資項(xiàng)目與其具體的管理模式之理論予以了簡(jiǎn)單的分析,尤其是重點(diǎn)關(guān)注了非經(jīng)營(yíng)性的項(xiàng)目于當(dāng)前中國(guó)的具體管理現(xiàn)狀,相關(guān)模式的實(shí)際運(yùn)用情況,并且對(duì)各自的優(yōu)缺點(diǎn)予以了比對(duì),通過(guò)比較分析總結(jié)出制約我國(guó)政府投資項(xiàng)目前行之關(guān)鍵性的因素。第三點(diǎn),對(duì)美、德兩國(guó)政府在投資項(xiàng)目方面的具體管理模式與具體的運(yùn)行機(jī)制進(jìn)行了總結(jié),據(jù)此參看中國(guó)政府在投資項(xiàng)目方面的具體管理環(huán)境,明確了第三方管理這一模式在我國(guó)的構(gòu)建和嘗試運(yùn)營(yíng),期望有助于將項(xiàng)目實(shí)施中的相關(guān)問(wèn)題予以解決。對(duì)于第三方管理模式的構(gòu)建,本研究自主體、范圍、流程、組織結(jié)構(gòu)以及監(jiān)管機(jī)制這五個(gè)不同的維度著手進(jìn)行探析。第四點(diǎn),對(duì)于第三方管理模式之關(guān)鍵性的因素,本研究予以了系統(tǒng)的分析,期望借助于此能夠幫助政府構(gòu)建起投資項(xiàng)目高效運(yùn)轉(zhuǎn)的體系�？偨Y(jié)起來(lái),作為項(xiàng)目管理在我國(guó)運(yùn)用的新模式,第三方管理揭示著中國(guó)政府在投資項(xiàng)目方面的管理將朝著規(guī)范化以及市場(chǎng)化的方向前行和邁進(jìn)。
[Abstract]:The main purpose of this study is to clarify the specific management model of the government in the field of investment projects, and hope that the research can reverse the current situation of weak government control in the field of investment projects. This study summarizes the current related management models in this field, through comparative analysis, discusses the specific mode of third party management. In order to study this subject, the paper analyzes the specific mode of government in the field of investment management. This study selected comparative analysis and system analysis, literature review, and comprehensive comparison and many other research methods, with the support of these research methods, The application prospect of the third party management model in Chinese government project management is forecasted. In this paper, the following aspects are discussed: first, the paper summarizes and analyzes the concrete research status of government investment management at home and abroad. This paper analyzes the future research situation of this subject, and deeply interprets the specific mode of project management abroad in depth and breadth. In our country, a set of corresponding laws and regulations have not been established, which makes the project owner or the project management unit have the risk of lacking in the management process, so the project management should build a perfect system. This paper gives a simple analysis of the theory of government investment projects and their specific management models, especially focuses on the specific management situation of non-profit-making projects in China, and the actual application of relevant models. And compared their advantages and disadvantages, through comparative analysis summed up the key factors that restrict the progress of our government investment projects. Third, to the United States, The specific management mode and the specific operating mechanism of the German and German governments in the field of investment projects are summarized. Based on this, the specific management environment of the Chinese government in the investment projects is discussed. This paper clarifies the construction and trial operation of the third-party management model in China, hoping to help solve the related problems in the implementation of the project. For the construction of the third-party management model, this study is from the main body, scope, process, The organizational structure and supervision mechanism of the five different dimensions of the analysis. 4th points, for the third party management model, the key factors, this study gives a systematic analysis, It is hoped that this will help the government to build a system of efficient operation of investment projects. To sum up, as a new model of project management in China, The third party management reveals that the management of Chinese government in investment project will move forward and stride forward in the direction of standardization and marketization.
