【摘要】：振興實(shí)體經(jīng)濟(jì)與實(shí)現(xiàn)財(cái)政轉(zhuǎn)型是全面深化改革的兩項(xiàng)重要工作。從政策層面的供給側(cè)改革切入,有助于厘清實(shí)體經(jīng)濟(jì)與財(cái)政轉(zhuǎn)型的互動(dòng)關(guān)系與內(nèi)在機(jī)制。實(shí)體經(jīng)濟(jì)面臨全要素生產(chǎn)率及投資收益率降低、區(qū)域分割與壟斷導(dǎo)致市場(chǎng)邊際增量減小、開放經(jīng)濟(jì)條件下消費(fèi)溢出等嚴(yán)峻現(xiàn)實(shí)。財(cái)政轉(zhuǎn)型亦遭遇為工業(yè)國(guó)打造的財(cái)政制度不適用、碎片化市場(chǎng)主體影響分稅制財(cái)政體制運(yùn)行、國(guó)際稅收競(jìng)爭(zhēng)與定價(jià)機(jī)制變化的沖擊等結(jié)構(gòu)性難題。研究認(rèn)為應(yīng)致力于實(shí)現(xiàn)實(shí)體經(jīng)濟(jì)與財(cái)政轉(zhuǎn)型的有效互動(dòng)。建議積極探索新經(jīng)濟(jì)下支持實(shí)體經(jīng)濟(jì)發(fā)展的財(cái)政政策、穩(wěn)妥推進(jìn)現(xiàn)代財(cái)政制度建設(shè)、發(fā)揮產(chǎn)業(yè)政策與金融改革的潤(rùn)滑作用。
[Abstract]:Revitalizing the real economy and realizing the financial transformation are two important tasks of deepening the reform in an all-round way. The supply-side reform at the policy level is helpful to clarify the interactive relationship and internal mechanism between the real economy and the financial transformation. The real economy is faced with the severe reality such as total factor productivity and investment return decreasing, regional segmentation and monopoly leading to the decrease of market marginal increment, consumption spillover under open economy and so on. The financial transformation is also confronted with structural problems such as the financial system created for industrial countries is not applicable, the fragmentation of the market subject affects the operation of the tax sharing financial system, the impact of the changes in international tax competition and pricing mechanism, and so on. It is believed that the effective interaction between the real economy and the financial transformation should be realized. It is suggested that we should actively explore the fiscal policies to support the development of the real economy in the new economy, advance the construction of modern financial system steadily, and give full play to the lubricating role of industrial policy and financial reform.
