【摘要】：隨著2016年天津市政府采購規(guī)定自行采購限額的提高,各高校自行采購范圍更大,現(xiàn)階段天津市高校自行采購整體上具有很大隨意性,雖然各高校根據(jù)自身的實(shí)際情況制定了工作規(guī)章或操作制度,但在天津市內(nèi)還未形成統(tǒng)一的體系,缺少一套針對(duì)于天津市高校自行采購活動(dòng)的采購制度,各高校針對(duì)自行采購活動(dòng)在執(zhí)行過程中的監(jiān)督制度也參差不齊。該文著重討論如何行駛好高校自行采購責(zé)任,使高校自行采購合法合規(guī),避免高校自行招標(biāo)變成"走過場",建立與天津市高校自行采購實(shí)際活動(dòng)相符的統(tǒng)一的監(jiān)督管理制度,使天津市高校自行采購活動(dòng)有章可循,更加規(guī)范有序。
[Abstract]:With the increase of the procurement quota stipulated by Tianjin Municipal Government in 2016, the scope of self-procurement of colleges and universities is even larger. At the present stage, Tianjin's universities and colleges have a great deal of randomness in the whole process of self-procurement. Although colleges and universities have formulated working rules or operating systems according to their own actual conditions, but no unified system has yet been formed in Tianjin, and there is a lack of a procurement system aimed at the self-procurement activities of colleges and universities in Tianjin. Colleges and universities in the implementation of self-procurement in the process of supervision system is also uneven. This paper mainly discusses how to drive the university's own purchasing responsibility, make the university's own purchase legal and compliance, avoid the university's own bidding turning into a "formality", and establish a unified supervision and management system consistent with the actual activities of Tianjin's colleges and universities' self-procurement. Tianjin colleges and universities procurement activities to follow the rules, more standardized and orderly.
