我國(guó)普惠金融監(jiān)管政策效果研究

【摘要】:從2005年“普惠金融”提出以來(lái),尤其是近年來(lái)因互聯(lián)網(wǎng)金融的崛起,該概念成為人們關(guān)注和討論的聚焦點(diǎn)。各種中央層面、地方層面的法規(guī)政策相繼出臺(tái),不同類型的供給機(jī)構(gòu)先后成立,越來(lái)越多的弱勢(shì)群體了解普惠金融,這些都是我國(guó)普惠金融發(fā)展的加速器。但是,普惠金融如何在盈利能力和覆蓋率之間維持平衡,是該類機(jī)構(gòu)發(fā)展進(jìn)程中面臨的難題。比如,過(guò)重強(qiáng)調(diào)覆蓋率導(dǎo)致了2007年小額貸款公司資金來(lái)源枯竭;而過(guò)度商業(yè)化則是2010年印度小額信貸償還危機(jī)爆發(fā)的根源。因此,建立完善的普惠金融監(jiān)管政策以維持普惠金融機(jī)構(gòu)盈利能力和覆蓋率之間的均衡就顯得尤為重要。普惠金融監(jiān)管政策的制定是為了建立完善的普惠金融體系。本文在借鑒普惠金融監(jiān)管政策理論框架的基礎(chǔ)上,分析普惠金融不同供給主體監(jiān)管政策的現(xiàn)狀和效果以及存在的問(wèn)題。對(duì)現(xiàn)狀研究表明,我國(guó)普惠金融存在著監(jiān)管政策體系不完整、監(jiān)管權(quán)配置混亂和市場(chǎng)準(zhǔn)入門(mén)檻過(guò)高等問(wèn)題,并且這些問(wèn)題在不同程度上對(duì)普惠金融的盈利能力或覆蓋率有影響。然后,本文采用OLS回歸、處理效應(yīng)回歸和IV回歸研究普惠金融監(jiān)管政策對(duì)普惠金融機(jī)構(gòu)盈利能力和覆蓋率的影響程度;貧w的結(jié)果表明以利潤(rùn)為導(dǎo)向的MFIs將通過(guò)降低覆蓋率來(lái)吸收因監(jiān)管所產(chǎn)生的成本以維持盈利能力。針對(duì)我國(guó)普惠金融監(jiān)管政策存在的問(wèn)題并結(jié)合實(shí)證結(jié)果,本文提出從提高普惠金融覆蓋率、降低運(yùn)營(yíng)成本和提高運(yùn)行效率等方面完善監(jiān)管政策。
[Abstract]:Since the introduction of "Inclusive Finance" in 2005, especially the rise of Internet Finance in recent years, the concept has become the focus of attention and discussion. At various central levels, the local level of regulations and policies have been introduced, different types of supply institutions have been set up successively, and more and more vulnerable groups understand the Inclusive Finance, which are all our country However, how to maintain the balance between profitability and coverage is a difficult problem in the development process of such institutions. For example, the overemphasis on coverage led to the exhaustion of the funding sources of microfinance companies in 2007, while excessive commercialization was the outbreak of the 2010 India microfinance crisis. Therefore, it is particularly important to establish a perfect policy of inclusive financial supervision to maintain the balance between the profitability and coverage of the inclusive financial institutions. The formulation of the Pratt and whiten financial regulatory policy is to establish a perfect financial system. Based on the theoretical framework of the Pratt and whiten financial regulatory policy, this paper analyzes the generalized finance. The current situation and effect and the existing problems of the regulatory policy of different suppliers show that there is an incomplete supervision policy system, the confusion of supervision right allocation and the excessive market access threshold in China's inclusive finance, and these problems have an impact on the profitability or coverage of general favored finance in varying degrees. This paper uses OLS regression, treatment effect regression and IV regression to study the effect of inclusive financial regulatory policy on the profitability and coverage of Pratt and whiten financial institutions. The result of return shows that the profit oriented MFIs will absorb the cost of supervision by reducing the coverage rate to maintain profitability. In order to improve the financial coverage, reduce the cost of operation and improve the efficiency of operation, this paper puts forward the improvement of regulatory policy.
