【摘要】：隨著經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變、節(jié)能減排政策實(shí)施、煤炭物流發(fā)展規(guī)劃出臺(tái)、煤炭市場(chǎng)需求增速下降等政策法規(guī)和市場(chǎng)環(huán)境的變化,區(qū)域煤炭運(yùn)輸市場(chǎng)的格局發(fā)生了一定的變化,對(duì)區(qū)域煤炭公路運(yùn)輸造成了一定的影響和沖擊,倒逼煤炭公路運(yùn)輸進(jìn)行調(diào)整和應(yīng)對(duì)。區(qū)域煤炭公路運(yùn)輸應(yīng)如何進(jìn)行調(diào)整和應(yīng)對(duì),迫切需要在了解和掌握煤炭公路運(yùn)輸基礎(chǔ)數(shù)據(jù)和統(tǒng)計(jì)資料的基礎(chǔ)上,進(jìn)行理論研究和實(shí)踐探索,為相關(guān)經(jīng)營(yíng)管理提供決策參考。目前,我國(guó)公路貨物運(yùn)輸統(tǒng)計(jì)數(shù)據(jù)主要是分省市的營(yíng)業(yè)性公路貨運(yùn)車(chē)輛完成的運(yùn)輸量統(tǒng)計(jì)數(shù)據(jù),沒(méi)有系統(tǒng)權(quán)威的煤炭公路運(yùn)輸統(tǒng)計(jì)數(shù)據(jù),給煤炭公路運(yùn)輸?shù)慕?jīng)營(yíng)管理和科學(xué)決策帶來(lái)諸多不便。同時(shí),煤炭公路運(yùn)輸車(chē)輛主要是個(gè)體車(chē)輛,其經(jīng)營(yíng)主要為個(gè)體經(jīng)營(yíng),受文化水平、業(yè)務(wù)素質(zhì)、經(jīng)營(yíng)模式、管理基礎(chǔ)等因素制約,煤炭公路運(yùn)輸車(chē)輛的運(yùn)營(yíng)和發(fā)展,缺乏科學(xué)的理論指導(dǎo)和有效的方法參考�；�于此,論文以彬縣區(qū)域煤炭公路運(yùn)輸為背景,對(duì)區(qū)域煤炭公路運(yùn)輸問(wèn)題進(jìn)行研究,期望能對(duì)相關(guān)問(wèn)題的研究提供參考。論文首先對(duì)國(guó)內(nèi)外煤炭公路運(yùn)輸問(wèn)題研究的相關(guān)理論及研究成果進(jìn)行梳理和總結(jié),結(jié)合研究的實(shí)際需求,提出了論文的研究?jī)?nèi)容、研究方法和研究思路等;其次,根據(jù)研究的數(shù)據(jù)需要,研究并提出了基于車(chē)籍調(diào)查和基于發(fā)貨方調(diào)查的區(qū)域煤炭公路貨運(yùn)車(chē)輛運(yùn)輸量調(diào)查方法,并應(yīng)用兩種方法進(jìn)行了實(shí)地調(diào)查,獲取了大量的、詳實(shí)的區(qū)域煤炭公路貨運(yùn)車(chē)輛運(yùn)輸量基礎(chǔ)數(shù)據(jù);最后,以實(shí)地調(diào)查數(shù)據(jù)為基礎(chǔ),應(yīng)用非參數(shù)檢驗(yàn)、供應(yīng)鏈管理等理論和方法對(duì)區(qū)域煤炭公路運(yùn)輸車(chē)輛效率提升和結(jié)構(gòu)調(diào)整等煤炭公路運(yùn)輸車(chē)輛發(fā)展規(guī)劃和經(jīng)營(yíng)管理的基礎(chǔ)問(wèn)題進(jìn)行了研究,為煤炭公路運(yùn)輸?shù)目茖W(xué)發(fā)展提供理論支持和方法參考。論文研究表明,區(qū)域煤炭公路運(yùn)輸?shù)恼�策法�?guī)和市場(chǎng)環(huán)境發(fā)生了較大的變化,煤炭公路運(yùn)輸需要調(diào)整和應(yīng)對(duì);基于車(chē)籍調(diào)查和基于發(fā)貨方調(diào)查是獲取區(qū)域煤炭公路貨運(yùn)車(chē)輛運(yùn)輸量基礎(chǔ)數(shù)據(jù)的有效方法;運(yùn)用效率提升和結(jié)構(gòu)調(diào)整是目前區(qū)域煤炭公路運(yùn)輸車(chē)輛應(yīng)對(duì)市場(chǎng)變化的有效手段;多軸化、重載化、清潔化是煤炭公路運(yùn)輸車(chē)輛效率提升和結(jié)構(gòu)調(diào)整的發(fā)展方向,培育專業(yè)煤炭物流公司整合煤炭公路運(yùn)力資源,建設(shè)煤炭物流公共信息服務(wù)平臺(tái)促進(jìn)煤炭物流信息共享,是提高煤炭公路運(yùn)輸車(chē)輛運(yùn)用效率,促進(jìn)煤炭公路運(yùn)輸車(chē)輛結(jié)構(gòu)調(diào)整的有效途徑。
[Abstract]:With the change of economic development mode, the implementation of energy saving and emission reduction policy, the introduction of coal logistics development plan, the decrease of coal market demand growth rate and other policies, regulations and market environment, the pattern of regional coal transportation market has changed to a certain extent. Regional coal road transportation has caused certain impact and impact, forcing coal road transportation to adjust and deal with it. How should regional coal road transport be adjusted and dealt with? On the basis of understanding and mastering the basic data and statistics of coal highway transportation, it is urgent to carry out theoretical research and practical exploration to provide a decision reference for relevant management. The statistical data of highway freight transportation in China are mainly the statistics of traffic volume completed by commercial road freight vehicles in sub-provinces and cities, and there is no systematic and authoritative statistical data on coal road transport. At the same time, coal road transport vehicles are mainly individual vehicles, which are mainly self-employed, educated, professional quality, business model, etc. The management foundation and other factors restrict the operation and development of coal road transport vehicles, and lack of scientific theoretical guidance and effective method reference. Based on this, the paper takes Binxian regional coal road transportation as the background. This paper studies the regional coal road transportation problems, hoping to provide a reference for the study of related issues. Firstly, the paper summarizes the relevant theories and research results of the coal road transport problems at home and abroad. According to the actual needs of the research, the paper puts forward the research content, research methods and research ideas. Secondly, according to the need of the data, This paper studies and puts forward the investigation method of regional coal road freight vehicle traffic based on vehicle registration survey and shipping party investigation, and applies two methods to carry out field investigation, and obtains a large number of, Detailed regional coal road freight and vehicle transport volume basic data; finally, based on field survey data, the application of non-parametric testing, The theories and methods of supply chain management are used to study the basic problems of the development planning and management of coal road transport vehicles, such as improving the efficiency of regional coal road transport vehicles and adjusting the structure of coal road transport vehicles. The research shows that the policies and regulations of regional coal highway transportation and the market environment have changed greatly, and the coal road transportation needs to be adjusted and dealt with. It is an effective method to obtain the basic data of regional coal road freight and vehicle transport volume based on vehicle registration survey and shipping party survey, and the efficiency improvement and structural adjustment are the effective means for regional coal road transport vehicles to cope with the market changes. Multi-axis, heavy load and cleanness are the development direction of improving the efficiency and structural adjustment of coal road transport vehicles, cultivating specialized coal logistics companies to integrate coal highway transportation capacity resources, The construction of public information service platform for coal logistics to promote the sharing of coal logistics information is an effective way to improve the efficiency of coal road transport vehicles and to promote the adjustment of coal road transport vehicles structure.
