文獻(xiàn)名稱：大型公共活動(dòng)風(fēng)險(xiǎn)控制研究與分析

    前言：大型公共活動(dòng)人口密度大、流動(dòng)性強(qiáng),極易引發(fā)安全事故,造成大量人員傷亡和惡劣社會(huì)影響。筆者從風(fēng)險(xiǎn)管理角度,提出大型公共活動(dòng)的風(fēng)險(xiǎn)控制程序,通過方案評(píng)估、靜態(tài)評(píng)估、管控能力及應(yīng)急能力等幾方面對(duì)大型公共活動(dòng)進(jìn)行動(dòng)態(tài)分析。明確劃分大型公共活動(dòng)場(chǎng)所的重點(diǎn)部位;將大型公共活動(dòng)的管控能力預(yù)警分為4個(gè)等級(jí),界定相應(yīng)人群容量特征,并針對(duì)不同級(jí)別提出相應(yīng)安全管理措施;強(qiáng)調(diào)整體容量,重點(diǎn)部位容量的確定應(yīng)與項(xiàng)目目標(biāo)協(xié)同一致,形成大型公共活動(dòng)風(fēng)險(xiǎn)管理控制的新思路,對(duì)大型公共活動(dòng)風(fēng)險(xiǎn)管理具有重要意義,值得在一般大型公共活動(dòng)風(fēng)險(xiǎn)評(píng)估中廣泛應(yīng)用。
    Large public activity has the character of big population density and strong fluidity, which is liable to safety accident and causes big casualties and social impacts.
